RESOLUTION: NOTICE OF HEARING RESOLUTION No. 19 - -CC
IN THE MATTER OF DECLARING CERTAIN
COUNTY -OWNED PROPERTY SURPLUS AND
ORDERING THE SALE THEREOF
WHEREAS, the Board of County Commissioners desires to conduct a public hearing on its intention
to declare certain County -owned property surplus and dispose of same at public auction, and
WHEREAS, it is the intention of the Public Works to sell surplus property at public auction through
the Washington State Department of Enterprise Services

NOW, THEREFORE, BE IT RESOLVED, that a public hearing be held in the Hearing Room of the Board
of County Commissioners at the Grant County Courthouse, Ephrata, Washington at 1:45 P.M. on March 5,
2019 and anyone either for or against these proposed actions may appear and be heard.

RESOLUTION COMMITTING COUNTY- RESOLUTION No. 19- 01CC
WIDE SALES AND USE TAX FUNDS FOR
PURPOSES OF FINANCING PUBLIC
FACILITIES AND OTHER MATTERS
PROPERLY RELATING THERETO
WHEREAS, Grant County (the "County") is undergoing constant and increased pressures on its
limited fiscal resources to provide important government services, which prompt the policy choice set
forth herein; and
WHEREAS, the County desires to make the wisest use of its limited fiscal resources; and
WHEREAS, Second Substitute Senate Bill 5740, Chapter 366, Laws of 1997, empowers the
legislative authority of a distressed county with the authority to fix and impose a sales and use tax; and
WHEREAS, Grant County previously authorized the collection of the aforementioned sales and
use tax to finance public facilities in Grant County; and
WHEREAS, Big Bend Community College Foundation (BBCCF) desires to build and operate
the Workforce Education Center on BBCC property to continue to provide a good education to the people
of Grant County; and
WHEREAS, The Workforce Education Center will help facilitate educational opportunities,
building and strengthening the economy of our area; and
WHEREAS, Grant County and Big Bend Community College Foundation desire to enter into a
partnering/revenue sharing agreement, wherein, the County will agree to partially fund the Workforce
Education Center; and
WHEREAS, The County desires to commit to funding the Workforce Education Center project
with annual payments of One Hundred Thousand and No/100 Dollars ($100,000) for a three (3) year
period, with the first annual payment paid in February of 2019, or as soon thereafter as practicable, with
the second payment due in February of 2020, and February 2021 in the same amount each year, with the
last payment being made in the year 2021.
NOW, THEREFORE, BE IT RESOLVED, that the County commits to funding the Workforce
Education Center with annual payments of One Hundred Thousand and No/100 Dollars ($100,000) from
these sales and use tax revenues, for a three (3) year period, with the first annual payment paid in
February 2019, or as soon thereafter as practicable with the second payment due in February 2020, and
February 2021 in the same amount each year, with the last payment being made in the year 2021, and
BE IT FURTHER RESOLVED, that the payment of said sales and use tax to the BBCCF shall
be contingent on legislative changes to applicable statutes, referendums, or case law interpretation
adversely affecting the ability of Grant County to continue to collect the subject sales and use tax.

The state of the art Workforce Education Center
The Aviation Maintenance Technician building will
will house eight programs: Ag, Auto Tech, Business be located on the flight line and will house the

Why Invest in Building Tomorrow's Workforce?
r The future economic vitality of the BBCC service area will be determined by the availability of
skilled workers. The facilities will assist BBCC in its goals of increasing enrollment by 400
students and graduates by approximately 8%.
The current facilities are antiquated, inefficient and expensive to operate and maintain.
> Attracting students to the workforce education programs housed in the new facilities will be
greatly aided by the addition of modern, attractive facilities located near key campus facilities.
The new facilities will offer new and expanded opportunities for collaboration with business and
education partners.
y These new facilities will offer another dimension of attributes for the economic development
professionals in the region to market.
Return to Your Business
New, state of the art facility will be attractive to expanding and prospective companies.
The programs in the new facilities include key economic drivers in the regional economy.
These facilities will encourage greater collaboration between BBCC and local school districts and
business and industry.
i The Workforce Education Center will contain flexible training space to accommodate customized
training for area businesses.
We respectfully request that you invest $100,000 per year for three years for a total of $300,000.
The pledge period runs from 2020 to 2022.
