Request to purchase for the Sheriffs Office —One (1) 2020 North Star 143.5 Prisoner Transport Ford F250 44 Supercab Diesel Chassis for $152,943.00 from Braun NW, Inc. (Approved) 2. Resolution No. 19 -089 -CC to initiate County Road Project designated as CRP 19-09 for Stratford Road Phase 3 project for earthwork, drainage, BST, etc. (Approved) 3. Resolution No. 19 -090 -CC to initiate County Road Project as CRP 19-10 for the Road H -SE Reconstruction project. (Approved) 4. Request to the County Road Department for Reimbursable Work between Grant County and City of Ephrata for removing the sediment in the Ephrata sagebrush drainage pond area. (Approved) Page 4 of 7 Grant County Commissioners Minutes Week of November 11, 2019 1:45 p.m. —1:50 p.m. Open Record Public Hearing, Vacate Lot I of Road Dedication / Right of Way,. Westridge Major Plat (Fancher) DUE TO THE FTR SYSTEM NOT WORKING -NG WAS NOT RECORDED. The Commissioners held an open record public hearing to consider the vacation of right of way within Lot I of the Westridge Major Plat, Parcel no. 121822445 (S 26., T 20 N., R 27 E) for Bob Fancher of Fancher Land Investments. Jeff Tincher, County Road Engineer, read into the record his engineer's report: The Board of County Commissioners of Grant County Washington has received a petition to vacate that portion of County Road Right -of -Way (ROW) being a portion of Right -of - Way known as Westridge Major Plat —Lot 1 approximately 230 feet in length, lying in Section 26 of Township 20 North, Range 27 East W.M., all in Grant County, Washington, as highlighted on the attached Exhibit A. I The Board of County Commissioners determined that consideration should be given to the petition and directed the County Road Engineer to prepare a report on the proposed vacation and abandonment for a public hearing to be held at 1:45 PM,, November 11, 2019. The Notice of Hearing was published in the County Official Newspaper and the Notice of Hearing was posted at each termini in compliance with RCW 36-87.050. This section of County Road ROW is currently unimproved and the County does not maintain an active Road on this ROW. All affected parcels are either owned by the proponents or have frontage on other currently maintained public roads. /find that, this section of County Road is not necessary and useful to the public and the public would be benefitted by its vacation and abandonment. Gil Alvarado, representative for the Fanchers, explained that the adjoining lot, the owners built a shop on what they thought was their property., but it was the Fancher's property. They worked with Public Works and found that a Boundary Line Adjustment and this vacation was the way to rectify this situation. A motion was made by Carter Commissioner, seconded by Commissioner Stevens to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Stevens moved to approve the vacation as presented. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 19 -092 -CC) 1:50 P.M. —1:55 p.m. Open Record Public Hearing, Ordinance amending Grant County Code Ch. 11.04 titled "Maximum Speed Limits" The Commissioners held an Open Record Public Hearing to consider an ordinance amending Grant County Code Ch. 11.04 titled "Maximum Speed Limits". Jeff Tincher, County Road Engineer, discussed some of theproposed changes. Page 5 of 7 Grant County Commissioners Minutes Week of November 11, 2019 Discussion ensued about a possible error in the ordinance. Adams Road is listed in the 55mph section and 60 mph section. It is signed at 60mph. Public Works' look into this. A motion was made by Commissioner Carter, seconded by Commissioner Stevens to close the public comment portion of the hearing. The motionpassed unanimously. Commissioner Stevens moved to adopt the ordinance as presented. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. Payment of vouchers certified by the auditing officer as required by RCW 42-24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.09011 as recorded on a listing and made available to the Board.(Approved in the amount of $3,p221,p938.34) SHERIFF'S OFFICE 4. Surplus Request form for a Taser (Asset #105550) as it is defective and out of warranty. Axon International kept the devise for recycling. (Approved) 5. Surplus Request form for a Colt M16 Rifle (Asset #105244). It was on loan from the State Department of Defense 1033 program and is being returned. (Approved) 6. Request to purchase a Hot Water Heater replacement in the amount of $47,608.00 from Basin Refrigeration and Heating for their Work Release facility. This item is in their capital expenditure budget. Agreement No. LE: MLE1115 between the Washington State Parks and Recreation Commission and the Grant County Sheriffs Office to establish a cooperative framework to enhance the performance of boating safety and education services in the State per RCW 88.02650 and WAC 352- 65.010.
