A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items I
and 2 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Authorization to Call for Bids for the 2020 Crushing and Stockpiling project with a bid opening
date of December 171 2019 at 1:30 pm. (Approved)
2. Resolution No. 19 -100 -CC in the matter of adopting the 2020 Annual Road Construction
Program. (Approved)
1:45 p.m. —1:55 p.m. Open Record Public Hearing, Comprehensive Six Year Transportation
Improvement Program for 2020 - 2025
(Due to the FTR recording system not working, this meeting was not recorded) The
Commissioners held an Open Record Public Hearing to adopt a Comprehensive Six Year
Transportation Improvement Program for the years 2020-2025.
Jeff Tincher, County Road Engineer, discussed the Transportation Improvement Plan (TIP) and
touched on the following projects/priorities:
• #4 Valley Road Grind/Inlay
• #5 and 6 are safety projects
• #13 Maybe Stratford Road Phase #2 if RAP funding is available
• #31 Westshore Drive Overlay /Sidewalk — Fairway Drive to 4 -NE (Curb,, Gutter,
Sidewalks)
A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to close the .
public comment period. The motion passed with 2 Commissioners in attendance. A motion was
made by Commissioner Stevens,. seconded by Commissioner Carter,, to adopt the
Comprehensive Six Year Transportation Improvement Program as presented. The motion
passed with 2 Commissioners in attendance. (Resolution No. 19 -101 -CC)

AUDITOR'S OFFICE —ACCOUNTING DEPARTMENT
4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$529.,575.44)
AUDITOR'S OFFICE
5. Budget extension request in the total amount of $35,300.00 for the following funds: Affordable
Housing Fund #129 in the amount of $5,000.00 and the Homeless Housing fund #130 in the
amount of $30,300.00. There was more revenue received from recordings then anticipated for
the 2019 budget. (Approved, the public hearing was scheduled for December 30., 2019 at 11:30
a.m.)
SHERIFF'S OFFICE
6. Budget extension request in the amount of $25,,217.47 to receive US Department of Homeland
Security grant funds through the State Emergency Management Division #E19-110 for FY2018 to
purchase new office furniture, ceiling speakers, three (3) TV's and speakers, and
antennas/cabling for the ham radios to be installed. Also, a request to purchase new lighting,
tables and chairs for their new Emergency Operations Center in the Law and Justice Building in
the amount of $13,700.01 from Platt Electrical Supply and Business Interiors using previously
approved Capital Outlay funds. (Approved, the public hearing for the budget extension was
scheduled for December 30,, 2019 at 11:30 a.m.)

9:00 a.m. — 9:30 a.m. Certification of Tax Levies to the Grant County Assessor per
RCW 84.52.070
Pursuant to the provisions of RCW 84.52-070 the Board of County Commissioners hereby
acknowledges receipt of the 2020 budgets and estimates as submitted by various taxing districts
within Grant County certifying the amounts to be raised by taxation on the assessed valuation of
the property within each taxing district for the purpose of levying taxes.
We further acknowledge that the County Assessor has been provided with a copy of the budget
and estimate's as certified and filed by the respective taxing districts as listed on the attachment

The Commissioners wrote a letter of support to Senator Patty Murray for the Fast Track Completion of
the Columba Basin Project.
Commissioners Taylor and Stevens signed Memorandum of Understandings with the cities of Toyoyama
Town,, Aichi, Japan and Komaki City, Aichi, Japan for friendship and mutual cooperation to establish
Sister City relationships. Commissioner Carter will sign these agreements during her December visit in
Japan.
The Commissioners authorized the Deputy Clerk of the Board to stamp their signatures of approval on a
Personnel Action Request (PAR) for the salary, wage and/or position change for Suhail Palacios, Juvenile
Court and Youth Services.
The Commissioners wrote a letter to Secretary Michael Pompeo of the United States Department of
State in reference to Executive Order 13888 "On Enhancing State and Local Involvement in
Resettlement. Grant County supports immigration under the laws of the United States and consent to
initial refugee resettlement in Grant County as per the terms of the Executive Order.
