Central Services held a bid opening on March 14, 2023, at 2:30 pm, for project number CSD2302 "Fairgrounds
Horse Barns Construction and Relocation Project." This bid combined two approved projects "Stall Buildings
(2)11 project (funded at $200,000) and "The move 3 "Noble" barns project (Funded at $90,000).
The bid was awarded based solely on the purchase and construction of the two new barns. The three barns to be
relocated were included in this bid as an additional cost separately. The bid was published this way so we could
confidently proceed with one of these projects without going over budget or requiring a budget extension, as
Central Services was worried the budget may have been too little for the two of them. Furthermore, by
combining these projects, the mobilization, manpower, and site costs would be captured under one project. We
would pay these costs twice if bid separately when the work is in the exact location. Bidding together provided
a lower total cost.

This project was approved and funded through REET I with $200,000 allocated. (Fund number
126.168.00.9123.594186003/4) And also supported by REET I $90,000 allocated (Fund number
126.168.00.9123.594186003/4) (These are the "stall buildings" and "move three nobles," respectively)
With the Board's permission, Central Services utilize $15,036.68 from the relocation project to cover the
overage on the new construction project and award that contract to Stans Construction and Sons. We will re -bid
the relocation project to the four responsive bidders and see if we can still relocate the existing barns with a
budget of $74,963.32.
