PROJECT: Ephrata Landfill Remedial Investigation (RI), Feasibility Study (FS),
and Clean Up Acton Plan (CAP) — North End Water Level Study
This signature page, attached work scope (Exhibit A), work budget (Exhibit B), and historic
project budget table (Exhibit C) constitute Change Order 14 to the contract dated August 6,
2007 between the Grant County and Pacific Groundwater Group (PGG). Change Order 14
covers costs for an expanded North End Water Level Study at the Ephrata Landfill. The
expanded study includes instrumenting 25 targeted north end wells with pressure transducer
dataloggers to continuously monitor water levels during the 2021 year. The number of wells
on the north end recently doubled with the installation of 76 new monitoring wells during the
Phase I North End Supplemental Investigation. The transducer data, together with manual
water level measurements of north end wells, will be used to improve our understanding of
groundwater flow and hydraulic interconnection within the contaminated basalt water
bearings zones on the north end of the Ephrata Landfill. This change order covers costs for
the expanded the water level study as summarized in Exhibit A.
The additional budget under Change Order 14 is $55,464 which brings the total authorization
under the original 2007 contract to $3,834,103 (Exhibit Q.
The Terms and Conditions set forth in the original contract dated August 6, 2007 govern work
under this change order unless amended herein. Under the original 2007 contract, PGG's
billing rates may be increased by 5% every other year. The next increase is scheduled for
June 2021 and are included in this budget. Note that PGG's rates for this project are still
lower than our standard rates on other projects. Budgets under this amendment are in addition
to budgets established in the original contract and Amendments/Change Orders 1 through 13.

conditions of the original contract apply to this amendment, please sign both copies of this
amendment and return one signed copy to us.

Scope: North End Water Level Study

Summary
Change Order 14 covers PGG's costs to perform the North End Water Level Study at the
Ephrata Landfill. Work under this change order is an expansion of the water level monitoring
under our current Amendment 13 contract (Task 7). Task 7 includes four quarters of site -wide
manual groundwater level measurements after completion of the new Phase 1 wells. This
expanded work includes instrumenting 25 targeted wells on the north end with pressure
transducer dataloggers to continuously monitor water levels during the 2021 year. Continuous
water level monitoring with dataloggers will improve our understanding of groundwater flow
and hydraulic interconnections between the different contaminated water bearing zones at the
north end of the landfill. This in turn, will enhance our understanding of contaminant plume
transport and the effectiveness of potential extraction measures that may be evaluated in the
Feasibility Study. The transducers purchased for this study will also be of use for data
collection during future pilot testing at the site.
Change Order 14 is broken into three tasks:
• Task 1 Transducer Deployment
• Task 2 Three Download and Measurement Events
• Task 3 Data Processing and Management
• Task 4 Reporting
Each task is described below.
Task 1 Transducer Deployment
PGG will purchase 25 Solinst Levelogger® transducers with a 0.01 to 0.015 ft range plus a
Barologger for correcting for barometric pressure. PGG will program transducers prior to
deployment and set up a project specific water level monitoring database. PGG has an in-
house water level database template available for the Ephrata study that we use on other
projects that is set up to efficiently process and manage large transducer datasets. PGG will
deploy the transducers into the 25 target wells and collect manual site -wide water level
measurements from all north end wells. We estimate a two-day effort with 2 PGG staff to
deploy the transducers and collect manual water level measurements from the north end wells.

Task 2 Three Download and Water Level Measurement Events
PGG will perform three field visits throughout the 2021 year (late spring, late summer, and
late winter) to download the data from the transducers. PGG will also collect manual
measurements from all north end wells during the download events. We estimate a two-day
effort with 2 PGG staff to download dataloggers and collect manual water level measurements
from the north end wells.
Task 3 Data Processing and Management
PGG will process water level data collected under the above tasks and import into the water
level database. PGG will also develop hydrographs of water levels versus time for targeted
wells and groundwater elevation maps depicting seasonal changes in groundwater flow
directions.
Task 4 Reporting
PGG will summarize results of the water level study in a brief report which will include a
summary of findings regarding hydraulic interconnection, gradients between water bearings
zones, and implications for future extraction. Final plots and groundwater elevation maps will
be included. The water level study report may become an appendix in the future Phase 2 report
that will ultimately document findings from pilot testing activities currently being planned.
Our budget includes a draft report to distribute to the City and County team for review and a
final report addressing any comments on the draft report.
