The Grant County Commissioners session began at 8:45 a.m. with all Commissioners in attendance.

11:30 a.m. —12:00 p.m. Open Record Public Hearing, Building Code Update
The Commissioners held an Open Record Public Hearing to consider amendments to the Grant
County Code, Chapter 14 "Buildings and Construction".
Damien Hooper, Director of Development Services stated this a perfunctory action amending
our building code to incorporate the newly released 2018 international codes. This would
repeal and replace Ch. 14 of the GCC and adopt the international code by reference. When
there is a new effective date, they would not have to have a public hearing each time.
The amendment also eliminated the Code Enforcement section as it is now under the Sheriff's
Office. There were a few other clean up items. Development Services recommends approval of
this code amendment and ordinance.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Stone
moved to approve the proposed changes to Chapter 14 of the Grant County Code as presented
by Development Services hereby adopting the 2018 International Codes and subsequent
versions moving forward automatically. Commissioner Jones seconded and the motion passed
unanimously. The hearing adjourned. (Ordinance No. 21 -012 -CC)

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1, 2, 3
and 6 on the agenda as presented. Items 4 and 5 were withdrawn. The motion passed unanimously.
1. Authorization to call for Bids for the 2021 Road Stabilization project. Bid opening date to take
place March 9, 2021 at 11:00 am at Grant County Public Works. (Approved)
2. Recommendation to award the 2021 Crushing and Stockpiling Contract to Seubert Excavators,
Inc. for a total amount of $497,100.00. (Approved)
3. Recommendation to award the 2021 Asphalt Materials Contract to: (Approved)
a. Ergon Asphalt & Emulsions Inc. to furnish up to 5,000 tons of HFE 150 Liquid Asphalt at
the unit bid price of $330 per ton in the amount of $1,796,,850.00 including sales tax. To
furnish up to 500 tons of HFE 90 Liquid Asphalt at the unit bid price of $330 per ton in
the amount of $179..685.00 including sales tax.
b. Central Manufacturing, Inc. to furnish up to 8,000 tons of HMA Class %2" PG 64-28 at the
unit bid price is $52 per ton in the amount of $450,,112 including sales tax. And/or to
furnish up to 8,000 ton of HMA Class 3/8" PG 64-28 at the unit bid price of $54 per ton
in the amount of $467,424.00 including sales tax.

4. Request to purchase equipment not on the 2020 Equipment Expense .Program through State
Contracts. For the Sheriff's Office: two (2) each 2021 Dodge Durango Police Pursuit AWD SUV's
in the amount of 96,007.20 including sales tax from Northsound Dwayne Lane through WA state
contract #05916. (Withdrawn)
Seven (7) each 2021 Dodge Durango Police Pursuit AWD SUV -s for the Sheriffs Office Patrol in
the amount of 338,144.63 including sales tax from Northsound Dwayne Lane through WA state
contract #05916.
5. Request to purchase equipment not on the 2020 Equipment Expense Program through State
Contracts: one (1) each 2021 Dodge Durango Police Pursuit AWD SUV's for the Sheriff's Office
Sergeants in the amount of $48,306.38 including sales tax from Northsound Dwayne Lane
through WA state contract #05916. (Withdrawn)
6. Request to the County Road Department for reimbursable work between Grant County and the
Town of Wilson Creek. Grant County to complete Seal Coat Railroad Ave from City Limits to
Fourth Street no later than October 31, 2021 for a maximum payment of $96,,025.00.

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1

2. New liquor license application for Moses Lake Distillery, Moses Lake, WA, from the Washington
State Liquor and Cannabis Board. (Approved)
3. Multi Agency Communications Center (MACC) Claims Payment Request for Batch 09-11 in the
amount of $41,098.01. (Approved)
4. December 2020 reimbursement #7, Subrecipient Grant County Health District —Request #5 on
the Washington State Department of Commerce COVID-19 Outbreak Emergency Housing Grant,
Contract No. 316-46108-10 in the amount of $147.50. (Approved)
5. Request for reimbursement #1 on Amendment A of the Washington State Department of
Commerce Community Development Block Grant (CDBG) Program Public Services Grant (PSG)
No. 19-62210-005, to the Grant County Health District Request #1, in the amount of
$145.,270.00. (Approved)
6. Recommendation from the Strategic Infrastructure Program (SIP) Advisory Committee to
approve the following project funding: (Resolution No. 21 -013 -CC)
a. SIP #2021-01 Grant County Hospital #4 —McKay Healthcare, McKay Phase 1 Capital
Improvement Plan: $300,000.00 grant and $50,000.00 loan (The commissioners moved
to amend the recommendation and approve the entire $350,,000 as a grant)
b. SIP #2021-02 Grant County Hospital #1—Samaritan Healthcare, Infrastructure Support
for construction of new hospital: $50,,000.00 grant (Approved)

7. Held from the December 8, 2020 Consent Agenda: Recommendation from the Finance
Committee to reduce the Quincy Valley Medical Center /Hospital District #2 registered warrant
cap from $4.5 million to $3.5 million. (The Board approved a registered warrant cap at $4
million. QVMC is required to run an additional levy and will be required to reduce the debt by
$500,000 per year until paid in full)
AUDITOR'S OFFICE
8. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$549,114.82)
NEW HOPE / KIDS HOPE
9. Professional Services Agreement between Grant County, dba New Hope and Pam Dugan to
provide trauma informed therapy services to clients. Term is January 1, 2021 through December
31, 2022. (Approved)
10. Professional Services Agreement between Grant County, dba New Hope and Grant Integrated
Services to provide trauma informed therapy services to clients. Term is January 1, 2021
through December 31, 2022. (Approved)
11. Professional Services Agreement between Grant County, dba New Hope and Stepping Stones,
LLC to provide trauma informed therapy services to clients. Term is January 1, 2021 through

provide forensic interviews, individual therapy sessions and coordination of holistic healing
