CDBG Amendment A Grant Closeout

The Commissioners held an Open Record Public Hearing to report on the County's use of funds and
prepare for the closeout of the 2019 CDBG Public Services Grant, Amendment A. Janice Flynn, Grant
County's Administrative Services Coordinator, will provide additional information.
Janice Flynn, Administrative Services Coordinator stated that present at today's hearing is Maria Vargas
of Grant County Health District who is serving as a Spanish interpreter, if needed. Is there any one
present today that needs an interpreter?
The following handouts are available today in both English and Spanish:
1) Grant County's CDBG Citizen Participation Plan with Grievance Procedure Form. (GC has a
high likelihood of applying for Community Development Block Grants in the future and would
welcome citizen participation. The plan outlines eligibility guidelines and steps GC will take to
procure CDBG funding and community involvement. The grievance procedure form is included.
Any input or grievances regarding CDBG grants can be forwarded tome, Janice Flynn at GC

2) Dept of Commerce's Community Development Block Grant Program Handout (This gives the
purpose of CDBG grants)
3) Federal Citizen Participation Requirements for Local Government Applicants to the State
CDBG Program. (outlines requirements of the federal government to receive CDBG funds)
4) Letter to Public Hearing Attendees (indicates the Citizen Participation Coordinator and GC's
open-door policy)
Any individuals interested in or requiring technical assistance to become knowledgeable with the CDBG
program or who desire to contribute ideas to solving some of the community's needs will be provided
assistance upon request to the County's CDBG Citizen Participation Coordinator. (Janice Flynn)
The purpose of the Community Development Block Grants (CDBG) provided by the WA State Dept of
Commerce with federal funds is to grow and improve jobs in WA State by championing thriving
communities, a prosperous economy and suitable infrastructure. Economic Opportunity Grants are for
state and local priority projects.
Amendment A to contract #19-62210-005 increased the amount of funding to the original CDBG grant
by $145,270.00 with CDBG Economic Opportunity Grant funding to expand the scope of work to include
urgent, CDBG eligible COVID-19 response service activities and extended the date to 02/28/2021.
Maria Vargas, Grant County Health District gave a report of the program activities that were undertaken
with the Amendment A funds. There were 1,834 COVID positive cases reported to the Health District for
December. Contract tracing was performed, and they offered services if needed (food, care kits).
Isolation and quarantine mandate letters were sent. They assisted Grant County schools with positive
cases and made weekly contact with long term care facilities. They now assist with testing and vaccine
rollout.
A motion was made by Commissioner Stone, seconded by Commissioner Carter to close the public
comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
Commissioner Stone moved to accept the closeout of the CDBG Public Services Grant No. 19-62210-005
Amendment A as presented. Commissioner Carter seconded and the motion passed with 2
Commissioners in attendance. The hearing adjourned.
