The Treasury Rent Assistance Program (T -RAP) Grant is part of Washington State's response to the COVID-19 disaster, intended to
prevent evictions that would contribute to the spread of the virus by paying past due, current due, future rent, and utilities,
targeting limited resources to those who have experienced financial hardship due to the COVID-19 outbreak and are at risk of
experiencing homelessness or housing instability.

Funding formula detail:
The amount fed into the formula is the total awarded to all jurisdictions in Washington for rent assistance by the Coronavirus
Response and Relief Supplemental Appropriations Act: $510,182,193, minus 0.5% of the $322,130,256 awarded directly to the
state. Funds are allocated to each county based on the number of unemployed persons in December 2020 (50% of the funds), and
the number occupied rental units in 2019 (50% of the funds). Direct awards to counties and cities are then subtracted from the
formula award amount. The $30 million of Coronavirus Relief Funds appropriated by Legislature ($16 million of which is dedicated
to community organizations that serve historically disadvantaged populations) is distributed in the same proportion as rent -specific
funding.

The Housing Authority of Grant County did special outreach to areas with larger Latinex populations, including outreach to service agencies who are already
serving this population, as well as, property managers/landlords, churches, healthcare, and schools. We ensured program information and the application was
translated to Spanish. Bilingual, Bicultural staff were main points of contact for the program. Texting, email, online applications, and telephone access were all
available.

While the County does not have any traditional By and For agencies, we plan to offer By and For funds to service providers who already serve and provide
outreach to the Latinex population and other identified populations, as needed. A simple application process will be available for interested parties to help us
identify who their targeted population is, outreach plan, and budget. Outreach to marginalized populations and referrals to sub-contractors with rent and utility
assistance funds will be the minimum expectation. Paper applications will be available in English and Spanish for those who do not have access to a computer
or phone. By and For agencies, along with other agencies will have access to this form for distribution and can submit on behalf of their client.
