2:30 p.m. — 3:00 p.m. Open Record Public Hearing, Astound Broadband, LLC Franchise
Application
The Commissioners held an Open Record Public Hearing to consider a franchise application from
Astound Broadband LLC to enter upon, construct, operate and maintain certain facilities upon
certain county roads as follows:
Beginning at an existing Grant County PUD power pole which is three spans west of the
intersection of Silica Road NW and Road 1 NW, Astound Broadband will construct
overhead fiber optic network by attaching to two Grant County PUD power poles before
heading south to Silica Rd NW where Astound Broadband proposes the installation of
two new telephone poles on the west side of Silica Rd NW and continue overhead south
along the west side of Silica Road NW to Baseline Road W. where Astound Broadband
will continue overhead by attaching to Grant County PUD power poles for 14 spans east
along the north side of Baseline Road W to where Astound Broadband will tie into a
Verizon Wireless vault near the entrance of their two cell towers located at 2245 W.
Baseline Rd and their HUB site located at 23108 Road 1 NW (S 32, T 19, R 23 and S
31, T 19, R 23).
Keith Elefson, County Engineer, described the project.
A motion was made by Commissioner Stone, seconded by Commissioner Jones to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Stone
moved to approve the franchise application as presented. Commissioner Jones seconded and
the motion passed unanimously. The hearing adjourned. (Order Granting Franchise signed)
3:00 p.m. — 4:00 p.m. Open Public Meeting, New County Jail Location — Public Comment
The Commissioners held an Open Public Meeting to take public comment on the location of the
new jail. Commissioner Carter stated there were few comments received.
Tom Gaines, Central Services Director discussed the project and how they looked at 3 separate
locations for consideration: the current jail site, Randolph Road by Big Bend Community College
in Moses Lake, or by the Work Release facility in Ephrata.
Tom tones, Sheriff stated there was a site survey analysis and a population analysis: a 512 -bed
facility is being recommended. The current jail holds 185 (built for 84 inmates) and the work
release holds 100 inmates.
Public comment was opened in which questions were answered about the project. The
anticipated opening of the new jail is 2 years.
The official recommendation by the Law and Justice Council will be acted upon at the 3/2/21
Consent Agenda meeting.

1. Commissioners Office and Public Defense Vouchers for approval. (Approved)
2. Reimbursement #4, Request #4 on the Washington State Department of Commerce Shelter
Program Grant No. 21-4610C-104, in the amount of $5,750.61 for pass through funding for
HopeSource on January 2020 expenses. (Approved)
3. Amendment A to the Washington State Department of Commerce, Community Services and
Housing Division, Housing Assistance Unit, Shelter Program Grant No. 21-4610C-104, in the
amount of $523.,375.00 for pass through funding for the City of Moses Lake and HopeSource
(Ellensburg). Period of performance is August 1, 2020 through June 30, 2023. The Amendment
updates the Scope of Work and adjusts the budget categories. (Approved)
4. Amendment B to the Washington State Department of Commerce Community Services and
Housing Division, Housing Assistance Unit, Eviction Rent Assistance Program (ERAP) Contract No.
21-4614C-108. The Amendment increases the grant amount by $481,270.00 to a new total of
$1.,540,078.00. (Approved)
5. Recommendation from the Veteran Services Coordinator, with the support of the Veterans
Advisory Board, to change the Veterans Assistance Fund Policy as follows: (Approved)
a. Increase burial/cremation assistance from $1,500.00 to $2,.500.00.
b. Remove the number of times of usage of individual assistance (i.e., utilities,
rent/mortgage, etc) to allow usage up to the yearly limit.

6. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,

$50,411.84, $46,,365.78 and $538.,345.58)
TECHNOLOGY SERVICES
7. Purchase Order No. 348 in the amount of $261823.61 to Karpel Solutions for the Annual PBK
Maintenance Agreement for the Prosecuting Attorney's Office. (Approved)
8. Purchase Order No. 349 in the amount of $35.,423.80 to ADANI for the Annual
Service/Maintenance Contract for the Sheriff's Office. (Approved)
CLERK'S OFFICE
9. Budget extension request in the amount of $11,663.00 to begin an E -Filing of Documents project
with Cities Digital. The hope is they will receive a reimbursable grant from CARES Act funding
through the Administrative Office of the Courts. If they do not receive the grant, they would like
to proceed with the project and ask for the budget extension from Current Expense funds.
(Approved. It was determined that a budget extension was not needed, and that Auditor's
O&M Funds will be used)
PURLIC WORKS
10. Request to purchase one (1) 2021 Ford Police Interceptor AWD Pursuit -rated Utility/SUV for the
Sheriff's Office, in the amount of $47,948.57 (including sales tax) from Columbia Ford through
the Washington State Department of Enterprise Services contract #05916. (replaces wrecked
Charger) (Approved)
11. Request to purchase two (2) 2021 Ford Police Interceptor AWD Pursuit -rated Utility/SUV for the
Sheriff's Office (Sergeants), in the amount of $94,334.02 (including sales tax); and seven (7)
2021 Ford Police Interceptor AWD Pursuit -rated Utility/SUV for the Sheriff's Office (Patrol), in
the amount of $335,,640.00., all from Columbia Ford through the Washington State Department
of Enterprise Services contract #05916. (Approved)
12. Recommendation to award the Broom Wafers 2021 project to Ironclad Company in the amount
of $11.,256.25 (not including sales tax). (Approved)

3:00 p.m. — 4:00 p.m. Open Public Meeting —Possible Grant County Drop Box Closure
Discussion (Mattawa and Coulee City)
The Commissioners held an Open Public Meeting to take comment on the recommendation of
the Solid Waste Advisory Committee (SWAG) to close the Mattawa and Coulee City drop boxes.
Sam Castro, Public Works Director, began by stating the Board and Public Works have received
numerous comments requesting to keep the drop boxes open, primarily the Mattawa drop box.
He stated this is a fee-based service and not provided from taxes that people pay.
Commissioner Stone presented a PowerPoint Presentation and also stated that he has received
many calls on this topic and wants to do what is best for the residents of Grant County.
There were 18 participants on the WebEx virtual meeting. Most participants wanted to request
that the Mattawa drop box remain open. The drive time from Mattawa/Desert Aire to the
Ephrata Landfill is approximately 2 hours round trip. That's too long. It was understood that the
drop box needed to support itself. If closed, there would be more trash along the sides of the
road, especially during events in the area.
Lars Leland, Port of Moses Lake stated if it were to be kept open, the Port is willing to be a
participant and possibly sign a lease with Waste Management.
Mark Wash, Consolidated Disposal stated that Douglas County has a Collection District where
they contract with a private organization. Maybe this could be looked in to for Grant County?
Reach out to Waste Management.
The Commissioners thanked everyone and will take all of the comments under consideration.
MISCELLANEOUS ITEMS
Commissioner Stone was authorized to sign the Grant County Health District voucher listing in the
amount of $230,,126.39.
