The Commissioners approved and signed the Public Works County Payroll Salary Fund for their March 12, 2021 payroll. TUESDAY, MARCH 16, 2021 The session was continued to 8:45 a.m. with all Commissioners in attendance. 8:45 a.m. — 9:00 a.m. Potts and Associates, Legislative Session Update 9:00 a.m. —10:00 a.m. R Jones, Lodging Tax Advisory Committee (LTAC) Meeting 10:00 a.m. —11:00 a.m. J McKiernan, Fairgrounds Update Planned equestrian events • State approved plan from July 2020 still in effect Staffing status • Posting the Events Coordinator on the 22°d of March with hire date around May 1 • We typically have six starting in April but only hiring 1 for now. • We can look at furlough again in the Fall (Kirk extends past June) Budget look • Comparison of last four years through Feb • Status of events for 2021 compared to 2019 • May require another budget extension in the Fall • Holding back on non -required operational purchases • Can we plan on a similar appropriation for entertainment in 2022? EEOC 1:00 p.m. —1:30 p.m. G Dano, Prosecuting Attorney's Office Update 1:30 p.m. — 2:30 p.m. S Castro, Public Works Update (Items 1 through 3) A motion was made by Commissioner Jones, seconded by Commissioner Stone, to approve items 1 through 3 on the agenda as presented. The motion passed unanimously. 1. Recommendation to award the bid for the 2021 Road Stabilization project to Envirotech Services, Inc. in the amount of $221,802.00 (unit price of $158.43 per ton). (Approved). 2. Contract letter to Envirotech for the 2021 Road Stabilization project (see above). (Approved). 3. Request to the County Road Department for Reimbursable Work with the City of Quincy to remove excess dirt and silt from the tail water ditches as identified. Amount not to exceed is $7,,000.00. (Approved). 2:30 p.m. — 3:00 p.m. Consent Agenda (Items 1 through 16) A motion was made by Commissioner Jones, seconded by Commissioner Stone, to approve items 1 through 6 (amending Item 4) and 8 through 16 on the agenda as presented. Item 7 was held for further review. The motion passed unanimously. COMMISSIONERS OFFICE 1. Commissioners Office and Public Defense Vouchers for approval. (Approved) 2. Resolution No. 21 -018 -CC Authorizing Execution of Interlocal Agreement (signed on November 161 2020) with Grant County, Sheriff's Office, Quincy Police Department, and Washington State Patrol for the -Interagency Narcotics Enforcement Team (INET). (Approved). 3. Resolution No. 21 -019 -CC Authorizing Execution of an Amended Interlocal Agreement (signed on March 2, 2021) with the Town of Wilson Creek for a Yard Waste Collection Program. (Approved). 4. Held from the March 9, 2021 Consent Agenda: Recommendation from the Grant County Health and Wellness Committee to increase the Wellness Program incentive from $50.00 to $500.00 for the 2021 calendar year. (Approved in the amount of $250.00). 5. Ordinance No. 21 -020 -CC creating Ch. 6.46 of the Grant County Code titled "Controlled Substances" banning knowing possession of unlawful controlled substances AND amending Ch. - 1.32 titled "Code Enforcement and Penalties" (Approved). Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $587,761.38). FAIRGROUNDS 7. Request to enter into contract with Right Choice Painting and Ribellia Mobile Blasting for the blasting and painting of the water tank in the rodeo grounds. There was only one (1) bid received for the project (both companies on the same bid) for the amount of $16,616.81. The budgeted amount is $7,500.00; the director has the additional funds to use from another capital project. (Held for further review). SHERIFF'S OFFICE 8. Request to purchase a Guardian Property and Evidence Packaging system in the amount of $10,590.62, from CPI/Guardian. This was approved in their 2021 Capital and is a sole source purchase. (Approved, Resolution No. 21 -021 -CC). 9. Budget extension request in the amount of $22,.558.21 to cover the difference in the yearly cost between a Support Specialist position and an Emergency Management Specialist position. They were approved in the 2021 budget for the Support position but feel the need for an EM Specialist is greater. (Approved, the public hearing was set for April 12, 2021 at 11:00 a.m.) 10. Request to purchase 12 -Cradle Point Internet Receivers in the amount of $17,605.20 from Ednetics through Technology Services off of a Washington State Contract. This purchase was approved in their 2021 Capital budget. (Approved). TECHNOLOGY SERVICES 11. Held from the March 9, 2021 Consent Agenda: AMENDED Purchase Order No. 352 to For The Record (FTR) for the Annual Support Contract for the Courts and Commissioners Hearing room, in the amount of $7,577.16. Includes an Acceptance and Confirmation page for the Software Service Agreement Order Form. (Approved). FACILITIES AND MAINTENANCE 12. Contract with Stan's Construction and Son, LLC for the removal and disposal of existing soffit and fascia and installation of specified materials (per project no. FM 2102) at county property located at 1038 W Ivy St, Moses Lake (Grant County Health District). The amount of the project is $52,804.89. (Approved). Application from Joseph Dahlke for Resale of Tax Title property for Parcel No. 011319000 and 011320000 with a starting bid of $3,600.00. Property is Lots 18 to 24, Block 21 Donaldson's 111 Add, Lots 1 to 13, Block 22, Donaldson's 11t Add. The Treasurer recommends approval of the offer. (Approved and Order signed). JUVENILE COURT AND YOUTH SERVICES 14. Specialized Diagnostic and Treatment Services Contract with Ken Schafer, to provide certified sex offender treatment for individual sex offender counseling and psychosexual evaluations. (Approved). CENTRAL SERVICES 15. Request to hire a Maintenance III position to work at the Fairgrounds. If this position is approved, they request a budget extension in the amount of approximately $48.,600.00. This position was approved in the 2020 budget but was not hired and not carried over into the 2021 budget. (Approved in the amended amount of $78.,000.00 and a hearing set for April 12, 2021 at 11:00 a.m.) GRANT INTEGRATED SERVICES 16. Commercial Lease Agreement with the Grant County Health District to lease a corner portion of the office space located at 840 E. Plum Street, Moses Lake. Term is February 22, 2021 through December 31, 2021 for the lease amount of $500.00 per month.
