Pursuant to RCW 42.30.110(1)(f) Commissioner Carter called an Executive Session to order at 1:14
p.m. to go until 1:24 p.m. regarding Personnel Disciplinary Matters. In attendance were
Commissioners Carter, Stone and Jones, and Dell Anderson, Grant Integrated Services -Executive
Director. Commissioner Carter closed the session at 1:24 p.m.

No. 21 -029 -CC and passing a new ordinance to recreate Ch. 6.46 of the
Grant County Code titled "Controlled Substances" banning knowing
possession of unlawful controlled substances and readopting an
amendment to Ch. 1.32 of the Grant County Code titled "Code
Enforcement and penalties."
The Commissioners held an Open Record Public Hearing to consider an Ordinance rescinding
Ordinance No. 21 -020 -CC and No. 21 -029 -CC and recreating Ch. 6.46 of the Grant County Code
titled "Controlled Substances" banning knowing possession of unlawful controlled substances
and readopting an amendment to Ch. 1.32 of the Grant County Code titled "Code Enforcement
and Penalties."
Kevin McCrae, Civil Deputy Prosecuting Attorney stated that this ordinance is in response to the
Supreme Court decision Stave vs. Blake decriminalizing all drugs. This ordinance would allow
Grant County to recriminalize unlawful drugs. This weekend, the legislature passed a bill that
will recriminalize drugs, so he is asking that the commissioners not pass this ordinance. He
suggests holding another hearing to pass a new ordinance to rescind the previous 2 ordinances.
David Hunt asked about the process that the Commissioners followed to advertise this hearing.
A motion was made by Commissioner Jones, seconded by Commissioner Stone to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Stone
moved to deny the ordinance as presented. Commissioner Stone seconded and the motion
passed unanimously. The hearing adjourned.

Personnel Action Request (PAR) for the salary, wage and/or position change for Tyson Hill,

The Commissioners held an Open Record Public Hearing to consider a budget extension request
from the Central Services Department in the amount of $27,000.00 to purchase additional
features for the CivicPlus computer software license (Budget 3505) that will make changes to
the new web page.
Tom Gaines, Director, described his request.
A motion was made by Commissioner Jones, seconded by Commissioner Stone to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Jones
moved to approve the budget extensions as presented. Discussion by Commissioner Stone to
revisit the use of Cares Rescue Plan funding. Commissioner Stone seconded and the motion

Machinery in the amount of $13,314.24. (Approved).
2. Execution of contracts between Grant County and Tommer Construction for Stratford Road
Reconstruction Project (CRP 17-06) in the amount of $1.,040,.804.80. (Approved).
3. Local Agency Standard Consultant Agreement for Architectural/Engineering with Varela
Engineering and Management for the 2021 Grant County Pavement Condition Survey Rating in
the amount of $63,329.00. (Approved).

The Commissioners held an Open Record Public Hearing to consider the vacation of the unbuilt right of
way — alley, Fordair, S 26, T 25 N, R 28 E, WM.
Sam Castro, Public Works Director, read into the record the Engineers Report, as he was not present at
the hearing:
The Board of County Commissioners of Grant County Washington has received a petition to
vacate that portion of County Right-of-way surplus being a portion of the Trinidad Plat Alley in
Block 7 and right-of-way between Blocks 7 and 4; lying in the NW1/4 of the NW1/4 Section
18 of Township 20 North, Range 23 East W.M., all in Grant County, Washington, as hatch
marked on the attached Exhibit A.
The Board of County Commissioners determined that consideration should be given to the
petition and directed the County Road Engineer to prepare a report on the proposed vacation
and abandonment for a public hearing to be held at 1:30 PM, Tuesday, the 27`''r Day of April,
2021. The Notice of Hearing was published in the County Official Newspaper and the Notice of
Hearing was posted at each termini in compliance with RCW 36.87.050.
The proponents of the petition own the majority of the frontage along the petitioned County
Surplus Right-of-way; these roads are not active on the County Road System. The affected
parcels are owned by the proponents.

/find that, this section of County Right-of-way Surplus is not necessary and useful to the
public and the public would be benefitted by its vacation and abandonment as a reduction in
liability and maintenance, with no exceptions except utilities.
A motion was made by Commissioner Stone, seconded by Commissioner Jones to close the public
comment portion of the hearing. The motion passed unanimously. Commissioner Stone moved to
approve the vacation as presented. Commissioner Jones seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. 21 -034 -CC)

expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of

4. Contract with Stan's Construction and Son for the Cattle Chute Project in the amount of
$10,682.59. This was approved on the April 5, 2021 Consent Agenda. (Approved).
CENTRAL SERVICES
5. Recommendation to begin the process to purchase land from the Moses Lake School District
that is adjacent to the Grant County Fairgrounds. (Approved).
TECHNOLOGY SERVICES
6. Purchase Order No. 359 in the amount of $16.,496.38 to Equivant for Sheriff's Office Northpointe
Suite Compas with GovCloud Annual License Renewal. (Approved).
7. Pluralsight agreement for Purchase Order No. 357 that was approved on April 13, 2021 for the
Annual Business Enterprise licenses. (Approved).
DEVELOPMENT SERVICES
8. Environmental Systems Research Institute, Inc. (Esri) Small Municipal and County Government
Enterprise Agreement for access to the Esri software, used for the Geographic Information
System (GIS) technology. Term is upon signature and requires a 3 -year commitment.
(Approved).
GRANT INTEGRATED SERVICES
9. Held from the April 20, 2021 Consent Agenda: Agreement for Partnership with the Moses Lake
Community Coalition — City of Moses Lake and Grant Integrated Services for Community Mental
Health, Suicide Prevention, and Active Youth Mentorship services. Term is January 1, 2021
through December 31, 2021 in the amount of $10,000.00. (Approved).
10. Molina Healthcare of Washington, Inc. Provider Services Agreement to provide Medicaid
payments from their contracted Managed Care Organization. Term is January 1, 2021 through
December 31, 2021. (Approved).
11. Amerigroup Washington, Inc. Provider Agreement to provide Medicaid payments from their
contracted Managed Care Organization. Term is January 1, 2021 through December 31, 2021.

" 12. Recommendation to award the bid for their Ephrata Office —Front Door project to Valley Lock

SHERIFF'S OFFICE
13. Request to waive the bidding requirements for the emergency repair and asbestos removal of
floor tiles in an area of the main jail, using Asbestos Central LLC for the amount of $5.,135.00.
This will be funded through Fund 001.115 and will require a budget extension for this expense.

Tuesday, April 27 - consent ... no motion mentioned
The first one was a typo but You didn't mention who made the motion on consent items on April 27 like you did on the
other weeks.
