Rent Assistance Programs
The Homeless Assistance Programs adopted a new online application through Submittable. The Rent
Assistance Programs will begin using Submittable once the COVID rent assistance grants are spent out
and the new state rent assistance program begins. Local HB 2163 funds were used in procuring the new
program. We continue to utilize DocuSign for landlords and clients to sign required paperwork.
Both programs continue to use innovative ways to communicate with clients — text, email, phone, Zoom,
in-person, etc. We are seeing more successful follow through with clients due to the expansion of
communication methods.
EMERGENCY HOUSING
FUNDED BY: LOCAL HB 2163 DOCUMENT RECORDING FEES, CONSOLIDATED HOMELESS GRANT (CHG)
Our Emergency Housing project, which consists of 5 units, served 18 families with children. Of these
families, all but 2 moved into a stable housing option (their own rental, transitional housing,
permanently staying with family, etc.). These positive outcomes are directly tied to the weekly case
management HAGC staff provides, as well as Rapid Rehousing Services.
TRANSITIONAL HOUSING

Our 11 units of Transitional Housing housed 19 households. Of the households who have exited the
program, all but 1 moved into a verifiable stable housing option. The 1 household disappeared and we
were unable to gather where they were leaving to.
RAPID REHOUSING

HOUSING &ESSENTIAL NEEDS (HEN), LOCAL HB 2163 DOCUMENT RECORDING FEES
Our Rapid Rehousing Projects continue to be successful. We served 106 unsheltered households over
the year. In that time, 73 households exited the program, with a 99% success rate! We are seeing that
households are needing to stay in the Rapid Rehousing program for much longer than in year's past,
which means we are spending more grant dollars per family than before.
EVICTION RENT ASSISTANCE (ERAP 2.0)
Since the start of ERAP 2.0 on October 15, 2021, HAGC has assisted 3124 households (some households
have received assistance multiple times).
POINT IN TIME COUNT
Data is not yet available and will likely not be available until March. HAGC staff worked with local food
banks, Quincy Community Health, Renew, Rural Resources and other community partners to survey all
areas of the county, except for Moses Lake (this area was surveyed by Hope Source).
