Please accept this letter as Grant County's Agent Authorization for the parties listed below to act
on behalf of the Grant County Board of County_ Commissioners regarding the Comprehensive
Plan Amendment application to include APNs 16-0866-002, 16-0866-003, and 12-0853-000 in
the Urban Growth Area associated with the City of Ephrata.

Detailed Description of Request (please attach additional sheets if needed):
Amend and expand the existing comprehensive plan for new urban public facility zone or other mutually acceptable
zone that will serve the citizens of Grant County and the City of Ephrata.
Are there any other Governmental applications required or in the process? If so, please list:
1. Normal due diligence for property development such as a Phase I environmental assessment. Identifications
of recognized environmental concerns (REC). Identified REC area in the Phase I will be followed up by specific
tests during Phase II assessment. Phase II testing (underway now) would occur prior to or in conjunction with
demolition of structures and re -grading the site. Further testing would done if discoveries were made while as
demolition or grading was underway. Cultural survey has been completed with a positive finding for
construction.
2. A future Storm water pollution prevention plan (SWPP)would be in place before site operations begin.
3. Future right of way improvements and extension of utilities to the site will needed to support the jail and
other planned public facilities and will require a right of way permit. These improvements include road
widening and paving, curbs, bus stops, sidewalks, and mitigation for stormwater. Utilities needed for buildings
and facilities include sewer, water, electricity,and communications. cations. Although design is not part of this
application anyone can provide input and comments to shape the development.

scheduled with mapping of debris currently underway, load bearing studies and general site investigation,
currently putting together an early site package for cleanup and grading to go out for bid.

Commercial and/or Institutional facilities -Hours will vary depending on use. 24-7 operations are expected.
Do you have any plans for future additions, expansions, or further activity related to or connected with,
this proposal?
Yes, Other than the proposed jail It is expected that other public facilities and public agencies will be
interested in relocating to this property (City of Ephrata has shown interest in procuring land for future use)
