The Grant County Commissioners session began at 9:30 a.m. with Commissioner Jones and Carter in
attendance. Commissioner Carter attended via Webex. Commissioner Stone was out and excused.

Pursuant to RCW 42.30.110(1)(g) Commissioner Jones called an Executive Session to order at
2:01 p.m. to go until 2:16 p.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter (via Webex) and Jones, Chris Young and Jim Cook, Development Services,
and Kirk Eslinger (via Webex) and Decorah Anderson, Human Resources. Commissioner Jones
closed the session at 2:16 p.m.
Pursuant to RCW 42.30.140(4)(a) Commissioner Jones called an Executive Session to order at
2:33 p.m. to go until 2:50 p.m. regarding Negotiations. In attendance were Commissioners
Carter (via Webex) and Jones, and Kirk Eslinger (via Webex) and Decorah Anderson, Human
Resources. The session was continued to 3:15 p.m. Commissioner Jones closed the session at
3:15 p.m.
Personnel Action Request (PAR) for the salary, wage and/or position change for Dell Anderson
and Troy Wilson, Renew. (Approved)
Recommendation Memorandum fora 2022 Enhancement Fund for Directions in Community
Living (DCL/Renew) to increase staff wages as part of a Budget Reconciliation package, House
and Senate negotiated and released Supplemental Budget for Supportive Living providers.

Stone to approve the agenda as presented. The motion passed unanimously.

o Moses Lake Irrigation and Rehabilitation District (MLIRD) request to the
Commissioners for the appointment of a new Director, to the Position #2 left vacant
by Kaj Selmann (RCW 87.03.081). The Commissioners decided to advertise the
position and look for applicants.

• Consent Agenda — (Items 1 through 17) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone, seconded by Commissioner Carter to approve items 1 through
16, and withdrawing item 17. Item 15 for Renew, must follow purchasing policy, and purchase
items through Technology Services. The motion passed unanimously.
AUDITOR'S OFFICE
.1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.0901
as recorded on a listing and made available to the Board. (Approved in the amounts of
$2,,400.00 and $1,,329,,324.96)
2. Request to establish a new fund #194.001 titled "ARPA PILT fund" to receive approximately
$1,,846.,448.00 from the US Treasury through the American Rescue Plan Act Local Assistance and
Tribal Consistency Fund. (Resolution No. 22 -103 -CC)
COMMISSIONER'S OFFICE
3. Approval of Commissioners Minutes for the following weeks: August 1, 8, 15, 22, and 29, 2022,
as well as September 5,12,19,26, 2022.

5. Letter of recommended appointment for Tom Bennett as the Grant County Representative of
the Hanford Advisory Board.
6. Letter of appointment for Chad Leeder to the Grant County Solid Waste Advisory Committee
(SWAG).

(SWAC).
8. Contract with Zak Kennedy, Potts and Associates to provide legislative services in Olympia
during the legislative sessions, in addition to sessions provided by the Washington State
Association of Counties (WSAC). Term is January 1, 2023, through December 31, 2024, for the
amount of $5,280.00 per year.

9. Grant County Board of Equalization request for Notice of approval to hear Property Tax Appeals,
Grant County Legislative Authority per RCW 84.48.010. The request is to convene for the
purpose of hearing appeals filed for the current year.
DISTRICT COURT
10. Request to proceed with the remodel of the deconstructed bathroom on the 3rd floor to provide
County employees with a lactation room. The estimate for the remodel is $25,000.00, funding
source to be determined by the Commissioners. (Budget to be paid from Central Services
Budget.)
PROSECUTING ATTORNEY
11. Grant County Service Contract with Dennis Fountain for Leadership and Personal Growth
Consultation for the Grant County Prosecutor's Office. Term of agreement is upon signature
until the agreed-upon completion date. Total cost is $11,034.00.
PUBLIC WORKS
12. Approval request to implement a Volunteer Roadside Litter Program.
13. Request authorization to release aright -of -way bond (104734543) for Yellowstone Pipe Line /
Phillips 66 Company in the amount of $2,000.00.
RFNFW
14. Request to purchase Microsoft Office upgrade from SHI in the amount of $9,234.49 for software
to be compatible with TEAMS. Purchase will be made from account 108.150 (Capital Outlay).
15. Request to establish a new fund, Renew Computer Replacement Fund # 115.108 for the
replacement of antiquated and malfunctioning computer equipment as well as adoption of
policy of said fund. (Resolution No. 22 -104 -CC)
SHERIFF'S OFFICE
16. Request to surplus a 2009 SeaDoo (Serial #YDV51216E909) (Asset #102984) with a value of
$700.00., a 2007 SeaDoo (Serial #YDV30506D707) (Asset #102729) with a value of $1000.00, and
a 2016 EZ Loader Jet Ski Trailer (VIN #1ZEABLHE6GA003129) (ASSET 105561) with a value of
$500.00. It is the intent to auction these items using Yarbro Auctions. (Resolution No. 22 -105 -
CC)
17. Interlocal Cooperation Agreement between Ephrata School District and Grant County Sheriff's
Office for police coverage at school district events. Term of agreement is October 1, 2022,
through August 31, 2027. (Item withdrawn by the Sheriff)

3:15 p.m. -3:20 p.m. Open Record Public Hearing, Superior Court Drug Court Criminal Justice
Treatment Act Budget Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request
from Superior Court in the amount of $1,000.00 (Fund# 001.103) to receive grant funds from
the Criminal Justice Treatment Act (CJTA) to fund the administrative purposes for the Drug Court
Program.
Tifini Fairbanks, Superior Court Drug Court Coordinator gave a brief synopsis of their request.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in
attendance. A motion was made by Commissioner Carter, seconded by Commissioner Jones to
approve the budget extension as presented. The motion passed with 2 Commissioners in
attendance. (Resolution No. 22 -106 -CC)
