MONDAY, SEPTEMBER 26, 2022
The Grant County Commissioners session began at 10:00 a.m. with all Commissioners in attendance.
Commissioner Jones attended via Webex.

attendance at 9am. Commissioners Carter and Stone did not attend so
due to lack of a quorum, the meeting was cancelled.

Halie Garcia and Ariel Lybarger attended from Moss Adams.
Janice Flynn, Administrative Services Coordinator stated these are her questions:
• Application process not needed
• Not establishing subrecipients
• Need help with money awarded (narratives) at how Grant County awarded the money
based on final rule
• Need beneficiary agreement
• Proof of 501C3 and other documents
• Determine which pot of money the funds will come from (mental health, domestic violence:
under loss revenue) Maybe move them to another funding source.
• Reporting completed (may need to amend previous funding)
• What funds are left?
• THEN need assistance on the application process with remaining funds.

Moss Adams stated they would need work sessions to go over these processes. They would then be
able to provide a Statement of Work (SOW)for costs and what services they will provide. 1-1.5% of
ARPA funds received is their standard costs. Cost of Work Session? SOW would bean estimated
percentage
They can get a SOW and Master Services Agreement (MSA) completed. As soon as those are in
place they will schedule work session (virtual or in person) and can schedule that early October.
The Commissioners requested Moss Adams to send to the Clerk of the Board the MSA and SOW to
be added to their 10/4/22 Consent Agenda.
Half Day work session may be needed for their first work session. The Commissioners can decide if
they are virtual or in person.
11:00 a.m. —11:30 a.m. Budget and Finance Update
• The Commissioners went through the August 2022 report brought in by the Auditor's Office.
• Admissions Tax meeting with Sheriff/Development Services regarding event that is being held
illegally in Quincy.
• They reported that the County is under in expenses and revenue. The Treasurer stated the
revenues will increase by the end of the year. Admissions Tax will be coming in from the Gorge.
• Katie Smith, Chief Accountant reported on the Healthcare fund. May need to transfer funding
from the Reserve Account towards the end of the year if expenses continue to increase.
• Potential increase to the employee/employer health benefit contribution in 2023.
• Make the Budget and Finance meeting / Finance Committee meeting one long hour long
meeting
• The two vehicles that were in the possession of Weed District 51, one has been towed and
placed into the Sheriff's Work Release facility. The second truck won't start and its too old to
have a key made. Does Adams County want a portion of the sale once these are sold?
• ERP system is still being reviewed; contracts have been submitted to the Prosecuting Attorney.

• Courthouse Security (CC) —Phoenix Protective Corporation called in sick and left us with no
security. It was suggested to use corrections staff.
• Interstate Semi Traffic on County Road in Warden /County Engineer Response
• 1/10th 1% mental health tax (RJ) —should this be placed on the ballot in 2023?
• Phoenix Protective Corporation Contract (TG) —Security Committee is not currently active.
Consider a single point of entry again at the courthouse complex.
• Signage in Spanish around courthouse (TG/CC) —Legislators that were recently visiting the
campus noticed that our signs are not in multiple languages. Tom Gaines stated its not currently
a requirement, that he knows of.
• Electric Vehicle (EV) Charging Stations (TG) — 2023 budget?
• Burn Ban extended? The BOCC said no.

Pursuant to RCW 42.30.140(4)(a) Commissioner Stone called an Executive Session to order at
2:04 p.m. to go until 2:14 p.m. regarding Negotiations. In attendance were Commissioners
Carter, Stone, and Jones (via Webex), and Kirk Eslinger and Decorah Anderson, Human
Resources, Barbara J. Vasquez, Clerk of the Board, and Suhail Palacios, Juvenile Court and Youth
Services. The session was continued to 2:20 p.m. Commissioner Stone closed the session at 2:20
p.m.
Pursuant to RCW 42.30.110(1)(8) Commissioner Stone called an Executive Session to order at
2:26 p.m. to go until 2:36 p.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones (via Webex), and Kirk Eslinger and Decorah Anderson,
Human Resources. Commissioner Stone closed the session at 2:36 p.m.

3:30 p.m. — 4:00 p.m. B Hill, Public Defense Update Commissioner Stone was in person,
Commissioner Jones was on Webex, and Commissioner Carter did not attend.
• He has been talking to Human Resources about a position job description for his Administrative
Assistant and was wondering if the Board has seen anything. They did not recall.
MISCELLANEOUS ITEM
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their
September 23, 2022 payroll.
TUESDAY, SEPTEMBER 27, 2022
The session was continued at 8:30 a.m. with Commissioners Stone and Carter in attendance.
Commissioner Jones attended via Webex/Phone. (There was a power spike that shutdown the hearing
room kit. It was back up and running at 9:00 a.m.)

• Issue at the state level regarding mental health examinations and crime labs. Requested the
BOCC write a letter to legislators over the concerns.

• Prevention & Outreach: Overdose Awareness Day at the courthouse went well.
• Services provided through ABPA Funding
• Health Care Authority Updates — Detox Center possibly in Moses Lake; They will be receiving
more funding from HCA to be used for recruitment and retention.
• Psych ARNP Position — would like to offer a sign -on bonus and have an employee contract.

Emilio Iniguez, Juvenile Detention Manager and Cory Stevens, Juvenile Court Administrator
came in to discuss the Chelan County Juvenile Detention Center in Wenatchee. They would like
to see Grant County move from Martin Hall in Medical Lake to their facility, for Juvenile
Detention. If transportation is needed, that may take a bit of time. Grant County currently has
five beds that are paid for at Martin Hall.

Jones requested to hold item 5 until the 10/3 Consent Agenda.
A motion was made by Commissioner Carter, seconded by Commissioner Jones to approve the
consent agenda, holding item 5 until the 10/4/22 Consent Agenda. The motion passed
unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amount of $737,077.61)
2. Cash transfer request in the amount of $78,476.40 from the American Rescue Plan Act (ARPA)
Fiscal Recovery Fund #191.001.00.0000.597000010 to New Hope Fund
#128.167.00.0000.397000000 for the 2022 ARPA for January through August 2022 Expenditures.

10/4/22 Consent Agenda)
6. Resolution No. 22 -093 -CC authorizing the execution of interagency agreement (interlocal
agreement) between Washington State Administrative Office of the Courts and Grant County
Juvenile Court for the Support of CASA Programs, interlocal signed by the board on August 11,
2022.
7. Agreement amending Washington State Department of Commerce Eviction Rent Assistance
Program (ERAP) 2.0 Grant No. 21-4619C-108, subrecipient agreement between Grant County
and Housing Authority of Grant County signed the 2nd day of November, 2021 and amended
April 5, 2022. Amendment increases payable amount, to the subrecipient by $466,181.00 for a
new total amount of $13,209,413.88.

8. Agreement amending Washington State Department of Commerce Eviction Rent Assistance
Program (ERAP) 2.0 Grant No. 21-4619C-108, subrecipient agreement between Grant County
and Opportunities Industrialization Center (OIC) signed the 9t" day of November, 2021 and
Amended on May 3, 2022. Amendment increasing payable amount to the subrecipient by
$45,326.00 for a new total amount of $675,861.53.
9. Resolution No. 22 -091 -CC in the matter of amending resolution No. 22 -062 -CC, reorganizing the
Grant County Board of Health and adding language regarding vacancies and absences (originally
signed August 2, 2022, this is a resolution number correction).
10. Resolution No. 22 -092 -CC in the matter of amending resolution No. 22 -091 -CC and reorganizing
the Grant County Board of Health: seat #8 for the American Indian Health Commission.
11. Fire District #14, Electric City request to purchase a new rapid attach brush truck and equipment
in the amount of $100,000.00 from their designated American Rescue Plan Act (ABPA) funding.
12. Resolution No. 22 -094 -CC authorizing the execution of the interlocal agreement between Grant
County and the City of Quincy for the provision of court services within the Municipal

3:15 p.m. — 3:45 p.m. Open Record Public Hearing, Application to Vacate the entire Franz
Short Plat, Replat #1
The Commissioners held an Open Record Public Hearing to consider vacating the entire
subdivision of the Franz Short Plat, Replat #1 (AFN 1099748), further identified as Assessor
Parcel Numbers 31-2252-000, 31-2253-000, 31-2254-000, 31-2255-000 and the included
dedicated roadway and associated road Right of Way pursuant to Grant County Code 22.04.490
and RCW 58.17.2121 as petitioned by Vic Jansen and Dave McKinnon of Terteling Properties LLC
(agent Gil Alvarado, GAJ Planning LLC). This includes Lots 1 thru 4, Franz Short Plat, Replat #1
and included dedicated Road, Lot 2 and 3, Franz Short Plat, in the South half of the Northwest
quarter of Section 32, Township 19 North, Range 29 East, W.M.
Gil Alvarado, GAJ Planning LLC is the representative for the Terteling Group and is the parent
company of Western States Equipment. They represent the Agri -Service in Moses Lake. They
would like to vacate the entire plat and all right of way. In order to build a new right of way,
they had to reach out to the neighbor and they will need to move a road to the east. They have
an agreement with one of the adjoining landowners and they have filed a construction and
terminate easement, which has been recorded with the Auditor's Office. Bogaard Enterprises
owns parcel no. 180261001.
Dave Bren, County Engineer, wanted to see if the Board can get a letter of assurance from the
property owners that they understand / copy of the written agreement.
Commissioner Carter expressed her concern of the possibility of land locking one of the property
owners. There is an agreement between the Tertling Group and the Bogaards for the road.
Need before the next hearing: recorded agreement and the purchase and sale agreement
between the Tertling Group and the Bogaards.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to continue the
hearing until October 4, 2022 at 3:10 p.m. The motion passed unanimously.

Capacity and Concurrency is the main concern by the City of Ephrata. Rachel from SCJ is their
land use specialist. The City received the Comprehensive Plan Amendment application from the
County on the new jail property.
Long range City plans: Keeping their options open. Sewer and water are a necessity for the
area. Discussion ensued about sewer systems.
Tom Gaines reiterated that the County wants this to work well with the City.
