The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
Commissioner Jones attended via Webex
8:30 a.m. —10:00 a.m. D Stone, Grant County Public Health Briefing for Healthcare & Schools
8:30 a.m.-9:00 a.m. Superior Court Update
• Drug Court starts this week. There are no participants yet, but all of the players will be getting
together with team meetings and discussing participants. It takes 2 years average to graduate
from the program.
• Recommends a consultant for the Therapeutic Court / Community Court.
• Desperate need for Judicial Officers — part time Court Commissioner. The work behind the
scenes is not getting completed. Maybe it's time to approach the legislature for a 4t" Superior
Court Judge?
9:00 a.m. — 9:30 a.m. S Heston, Trask Insurance / WRCIP Insurance Update
• WRCIP acronym will soon be changing. "Rural" will be dropped by the end of the year.
• Renewal season is upon us and its almost completed.
• Safety Committee will be applying for a scholarship for Sharps Containers for the Courthouse
Complex

• County Administrator— discussion was held on if there was a need for this position.
• Veteran Service Officer Update (AG) —Anthony Garcia gave veteran statistics
• WSAC —Legislative Steering Committee Member: Commissioner Stone to be the 2023 member.
10:30 a.m. —11:30 a.m. A Williams, City of Moses Lake Update
• Support of the Sheriff's Office request to increase the wages of the Corrections staff. Chief Fuhr
also would like to see the Work Release building to reopen. Sheriff Rectenwald discussed the
COVID requirements and what led to close the work release facility. When the restrictions are
lifted in October, more staffing would be needed.

• Kirstin Sackett and Kirk Holmes came to discuss Reuse and Redevelopment of the Moses Lake
Wellfield Contamination Superfund Site. The groundwater at the site is contaminated with
trichloroethylene (TCE). This is affecting businesses wanting to relocate to the area.
• PFAS —the foam to put out fires. It is being used at the Port of Moses Lake training areas.
Environmental Protection Agency (EPA) is also concerned.
• The Federal Government is working on the Moses Lake Wellfield Superfund site. (EPA)
• Recording Fee Surcharge Agreement —wanting to make sure the City is still planned to receive
funding. Janice Flynn stated it is on her radar.

• Change of Value Notices being sent out September 17, 2022... Due October
• T2 Vendor is saying we need to update our servers. Mellissa will decline that suggestion.
• GIS position in Development Services is open again.
• Minimum sale $52,700 for surplus of Royal City parcel

• Review of Consent Agenda Items
• Employee Appreciation BBQ —10/5/22 is the set date. Approximately $100 per Elected
Official.
• ARPA Funding for Conservation District, Royal Water District, and City of Warden (DS)
• Surplus of County Parcels in the Royal Slope Area —Darryl Pheasant stated that 2 parcels
should be sold together and the Board must set the minimum bid. A condition should be
placed about the selling of these parcels together. The Assessor stated she recommends
$52,,700.00 minimum bid. Public hearing was set for 10/11/22. The assessed value is
$45,000.00, although the website says $10,000.00. At the public hearing the Board should
clarify the easement that was placed and lot consolidation. There's no defined easement,
it's the entire triangle parcel. (parcel nos. 15-1556-000 and 15-0797-001)
• Part time court commissioner —discuss during the 2023 budget discussion
• Board of Health Resolution- Commissioner Stone within 30 days we must appoint a vacant
position. The American Indian 70.05.040 RCW — solicit and nominate the position. Move up
an alternate? How can we get the 8t" member? Resolution must be changed, on how to fill
a vacancy. Send on to Rebekah for legal review.
• 2022-2025 Health Services Agreement between the County (Jail/Sheriff's Office) and
Remedy Inmate M3edical Services was placed on hold until the agreement is signed by the
provider and the insurance portion is agreed upon.

Pursuant to RCW 42.30.140(4)(a) -Negotiations and RCW 42.30.110(1)(g) —Job Applicant /
Evaluation, Commissioner Stone called an Executive Session to order at 2:30 p.m. to go until
3:00 p.m. In attendance were Commissioners Carter, Stone and Jones (via Webex), Kirk Edinger
and Decorah Anderson, Human Resources, Barbara J. Vasquez, Clerk of the Board, and Ryan
Rectenwald, Joe Kriete, and Phil Coates, Sheriff's Office. The session was continued to 3:25 p.m.
Commissioner Stone closed the session at 3:25 p.m.
3:30 p.m.- 4:00 p.m. Tourism Commission Discussion
Amanda Laramore and Shawn Cardwell came in to discuss the direction of the Tourism
Commission. The contract for Bill Burke expires 12/31/22. It will need to be discussed if Mr.
Burke wants to stay on, after discussion at the last Tourism meeting. Commissioner Stone asked
if an RFP is needed for a new Marketing manager. An outline of the Tourism Commission
members expectations would be helpful. With the implementation of the LTAC committee, the
budgeting is very confusion for all.
Commissioner Jones asked about the future of Tourism. Integrating a broader spectrum of
tourist activities. The industry: restaurants, exotic places to stay, the Arts/Culture, rodeos and
demo derby. Commissioner Carter stated wine, the Gorge should also be advertised. The
parades should be advertised on the website. "Authentic Experience" is the new buzz draw.
"AgriTourism" Hire someone to look for the smaller city events and place them on the tourism
website?
Online presence vs. in print advertising.

and Jones attended via Webex. (Commissioner Carter was in the office for the 8:30 a.m. meeting)

Pursuant to RCW 42.30.140(4)(x) Commissioner Stone called an Executive Session to order at
8:03 a.m. to go until 8:29 a.m. regarding Negotiations. In attendance were Commissioners
Carter (Webex), Stone and Jones (Webex), Kirk Eslinger and Decorah Anderson, Human
Resources, Barbara J. Vasquez, Clerk of the Board, and Sam Castro, Sam Dart, and Dave Bren,
Public Works. Commissioner Stone closed the session at 8:29 a.m.

• Campground upgrades needed, also an ADA Camping spot.

• Construction costs are elevated due to supply cost increases.

• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
o Mike Collazo —lives in Soap Lake —asks about putting a Boys and Girls Club in Soap Lake.
Kids need a place to go and play. Also stated the Fire Stations are not up to par.
Commissioner Stone will contact mayor for what things there are to do for kids in soap
lake.

o Greg Herr— 3277 Rd 14 NW -509-750-5662 dealing with the Sheriff's Office for the last
2 years for Code Enforcement. The property behind him is in total disarray. The
Prosecuting Attorney is currently handling this issue.
Approval of Agenda A motion was made by Commissioner Jones (via Webex), seconded by
Commissioner Carter to approve the agenda as presented. The motion passed unanimously.

o Castle home on Airway Drive — Code Enforcement continues.
o Code Enforcement — is there an Excel Spreadsheet on all open cases? How many cases
are there?
o DS — Possibly change the wording in the ER&R policy: certain miles OR certain years.
Public Works will bring this back to the Board for review.
0 40,000 miles or 5 years for motorcycles for replacement. Does Sheriff want a
motorcycle unit?
Consent Agenda — (Items 1 through 11) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion.
If a separate discussion is desired, that item may be removed and placed under Board
Discussion/Decision. A motion was made by Commissioner Jones, seconded by Commissioner
Carter to approve the consent agenda as presented. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amount of $901,,314.15)
COMMISSIONER'S OFFICE
2. Special occasion liquor license application for Boys & Girls Club of the Columbia Basin and their
event to be held at Big Bend Community College, 7662 Chanute St. NE, Moses Lake on October
11 2022, from the Washington State Liquor and Cannabis Board.
3. Letter of support to the Mattawa City Council for the approval of CAD Homes request for
annexation into the City of Mattawa to provide more housing and opportunities for residents to
own homes.
4. Reimbursement request #14 from the Housing Authority of Grant County on the Department of
Commerce Consolidated Homeless Grant (CHG) No. 22-46108-10 in the amount of $43,.153.41
for August 2022 expenses.
5. Reappointment of Robert Schrom to the Housing Authority of Grant County for another 5 -year
term beginning September 13, 2022 through September 12, 2027.
CENTRAL SERVICES
6. Request to approve, and award contract to Farmers Electric in the amount of $50,859.11 to
replace wash lighting for the courthouse. This will be paid from Courthouse 308 bond fund.

7. Held from the September 6, 2022 Consent Agenda: Request to implement a 2023 rate schedule
and updated changes for the Grant County Fair and the Grant County Fairgrounds.

8. Department of Social and Health Services (DSHS) County Program Agreement DV Advocates and
Services- SFY 23, agreement No. 2263-44087 to provide flexible funding assistance to meet the
immediate needs of survivors of domestic violence and associated administrative costs. Term of
agreement is August 1, 2022 through June 30, 2023 in the amount of $85,360.00. DSHS is
requesting that this agreement be signed with an August 1, 2022 date of execution.

and Grant County (Renew) to provide services to Medicaid Clients.

10. Purchase Order No. 433 to TeamViewer for Renewal Subscriptions in the amount of $14,049.91.
11. Purchase Order No. 434 to CDW-G in the amount of $16,,128.25 for the purchase of 16 HPE
Midline Helium hard drives, HPE Smart Array controller, as well as a HPE SAS Internal cable kit.

o Walk-on: Sheriff Office request for Out of State Travel for James Weaver for inmate
transport / extraditable warrant in Halena, MT on September 17, 2022. A motion was
made by Commissioner Carter, seconded by Commissioner Jones to approve the walk-
on item as presented. The motion passed unanimously.

3:00 p.m. —4:00 p.m. Moss Adams- ARPA (American Rescue Plan Act) Fund Management
Presentation
The Commissioners met with Moss Adams to discuss Grant Compliance and ARPA Consulting
Services. In attendance from Moss Adams: Halie Garcia, Director and Ariel Lybarger, Manager.
They can assist with County Planning, County Execution and Monitoring and Subrecipient
Monitoring, along with Project Reporting and Closeout.
They developed the application and its hosted through Moss Adams through the County
Website.
Cost varies depending on the entity needs. Approx. 1-1.5% of the award fee. Billing is done
monthly.

MISCELLANEOUS ITEMS
2022 Agreement regarding Use of County Property for Public Purpose with Hands and Paws, for use of
the courthouse lawn for their animal adoption event from September 16-18, 2022.
Request from the Veteran Service Officer for an exception to the length of aid we can assist a veteran's
dependent. Specifically, to assist a spouse whose husband passed away, the Veteran Administration did
not stop all benefits, and the spouse had to pay back $535.11.
