The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.
Commissioner Jones attended via Webex.

• The Commissioners received a 60 day notification from the Noxious Weed Control Board of
Grant County that they are opting out of the Interlocal Agreement for spray application services.
The agreement was signed on February 22, 2022.
Pursuant to RCW 42.30.110(1)(g) Commissioner Stone called an Executive Session to order at 9:47
a.m. to go until 10:00 a.m. regarding Job Applicant/Evaluation. In attendance were Commissioners
Carter, Stone and Jones (via Webex), and Kirk Eslinger, Human Resources Director. Commissioner
Stone closed the session at 10:00 a.m.

• Discussion was held on payroll throughout the county and how it is being managed.
• ARPA — Estimate 2.68 over 1 million in 2022. In 2023 — 3.3 million: give out as a retention bonus
instead of adding to wages.

• OIC of Washington requested Commissioner Carter sit on this board. She is not able to take on a
new board.
• Budget call memo re: salaries. Amend the current memo for 2023.
2:00 p.m. -3:30 p.m. K Eslinger, Human Resources Update
Commissioners Stone and Carter signed the Working Agreement with the Grant County Public
Employees Association — Public Works Unit with the term of January 1, 2021— December 31,
2023.
Pursuant to RCW 42.30.110(1)(8) Commissioner Stone called an Executive Session to order at
2:46 p.m. to go until 3:00 p.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones (via Webex), Kirk Eslinger and Decorah Anderson,
Human Resources, and Barbara J. Vasquez, Clerk of the Board. The session was continued from
3:02 p.m. — 3:12 p.m. Commissioner Stone closed the session at 3:12 p.m.
MISCELLANEOUS ITEMS
The Chair of the Board signed the Christine E. Oakshott (Oakshott FU 151 Blk 71 Short Plat) File # P 22-
0129 (preliminary P 21-0315) Final Plat Submission and Review.
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their August
26, 2022 payroll.
TUESDAY, AUGUST 30, 2022
The session was continued to 8:30 a.m. with all Commissioners in attendance. Commissioner Jones
attended via Webex.
8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update
• Perkins Coie engagement letter to provide legal services regarding the new jail project.
• Dano request for financial assistance in Bar Complaint, up to $20.,000.00.
• Department of Natural Resources presentation of Trust Land Transfer (TLT) Pilot Project 2023-
25. Grant County is not high on the priority list. BOCC is invited to attend a public meeting on
9/6/22.
• Fish and Wildlife signage at the Sand Dunes —they do not have funding for signage.
• Commissioners received another records request for text messages.

o Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Jones, to approve the agenda as presented. The motion passed unanimously.

o ARPA sent to Commissioners from Clerk of the Board re: contracting with either Clifton
Larson Allen and Moss Adams.

o Consent Agenda — (Items 1 through 14) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent
agenda, knowing that item 9 needs signature and approved contingent upon approval of
comprehensive plan and hold old item 13 until 9/6/22, amending the fund# for item 14. The
motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amount of $912,573.37)
COMMISSIONER'S OFFICE
2. Invoices (An invoice from Standard and Poors was submitted via the County Treasurer. The
previous amount was amended to a new approved amount)
3. Grant County, Washington Limited Tax General Obligation Bonds, 2022, documents for New Jail.
4. Letter of support for People for People's application to the Washington State Department of
Transportation for the Public Transportation Consolidated Grant Application.
5. Special Occasion Liquor License for the Sagebrush Seniors of South Grant County and their
October 15, 2022 event at the Sagebrush Senior Center in Mattawa, from the Washington State
Liquor and Cannabis Board.
6. Interagency Reimbursement Agreement (IAA22169),, Amendment 1 with the Washington State
Administrative Office of the Courts for the purpose of reimbursing for extraordinary costs that
arise from the County's role in operating the state's criminal justice system including
resentencing, vacating prior convictions for simple drug possession, making refunds and
certifying refunds of legal financial obligations (LFOs) and collection costs under the Blake
decision. Term of the amendment is July 1, 2021, through June 30, 2023. (Resolution No. 22-
084 -CC)
7. Allocation Agreement Governing the Allocation of Funds Paid by the Settling Opioid Distributors
in Washington State.

8. Budget extension request in the amount of $50,,000.00 to pay invoices on Sandra Van Osten's
contract for her consulting services regarding homeless programs. (The public hearing was
scheduled for September 20, 2022 at 3:30 p.m.)
9. Recommendation from the Strategic Infrastructure Program Committee to approve the SIP No.
2022-03 Town of Coulee City -Utility Design Plan in the amount of $40,000.00 grant for the Utility
Design and plan for Coulee City Park, Campground, and Marina. (Approved but contingent
upon approval of Comprehensive Plan Amendments and signature from Coulee City)
10. Reimbursement #311 Request #21 on Washington State Department of Commerce Emergency
Solutions Grant #20-4613C-100, administered through the City of Moses Lake, in the amount of
$94,273.20 for July expenses.

11. Easement and Right of Way, Electric Distribution Line(s), and Communications Facilities between
Grant County (Grantor) and Public Utility District No. 2 (Grantee) for Tax Parcel #18-1554-000
for PUD installation of electrical service.

12. Request for Out of State Travel for Dale Weaver to attend the NAADAC (National Association for
Alcoholism and Drug Abuse Counselors) Annual Conference in Indianapolis, IN from October 6,
2022, through October 11, 2022.
SHERIFF'S OFFICE
13. Health Services Agreement between Grant County Jail and Remedy Inmate Medical Services to
provide reasonable and necessary basic medical care to inmates of the Grant County Jail. Term
of agreement is July 4, 2022 through December 31, 2025. Item to be held and moved to the
9/6/22 Consent Agenda.
VETERAN SERVICES
14. Budget extension request in the amount of $100,000.00 from the Veterans Reserve Fund
(104.146.00.0000.3111308000000) to the following accounts: (The public hearing was
scheduled for September 20, 2022 at 3:30 p.m.)

3:00 p.m. — 4:00 p.m. Beverly Water District Meeting
Carmen Bennett, Office Manager and Commissioner Suzan Lowell to discuss the Beverly Water
District that they are in the process of developing a Small Water System Management Program,
which once approved by Health, will make the district eligible to apply for Health Drinking Water
State Revolving Fund (DWSRF) funding for our priority system improvements. DWSRF
applications are due by November 30, 2022. We anticipate that the district will be offered some
loan funding, and some 'subsidy' (loan that does not need to be repaid) by DWSRF.
