The Grant County Commissioners session began at 9:30 a.m. with all Commissioners in attendance.

stipulation that the applicant maintain a ROW.

• The Sheriff discussed recruitment/retention issues their office is currently having.
• Corrections Officers are having to work in conjunction with the 1 nurse they have on staff.
TUESDAY, AUGUST 9, 2022
The session was continued to 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update
• Agreement with PUD for boat usage is almost ready. The Clerk of the Board will be calling the
PUD with issues on attorney fees/pollution insurance.

• ARPA Contracts — Rebekah is still working on the review of them.
• They are looking for attorneys; they are shorthanded.
9:00 a.m. —10:00 a.m. K Smith, Accounting Department Update
• Oracle Cloud is the software that was chosen for our new ERP system. Plan is to go live January
2024.
• Graviton is the company who will assist with the implementation and transfer of data.
• Need to establish a "steering committee" to work through the major process decisions that will
come up. A commissioner will sit on that committee.
• Public Works will work with Graviton to coordinate CAMS and Oracle.
• Project Manager position will be needed for the implementation.
• Accounting has offered to take over many of the payroll functions from Public Works.
• Centralized policies need to be implemented before Oracle begins.
• Are there computers at each outlying Public Works Districts? The Commissioners will look into
this, so employees can use it for a timesheet.
• Request for an additional employee "project position" for payroll review, during the project
implementation.
• Tom Gaines assisted in the discussion with computers at each Road District. He will look into it.

• Chiller Installation at the Law and Justice Building —ready for installation
• New Landscaper starts 8/15

• Exterior Wash Lighting at the front of the courthouse —found that the installation cost is approx.
$60.,000. Staff thought they could do it with in house labor, but it was found that it cannot be
done and an outside entity will need to do the installation. We currently have all equipment.
REET or Current Expense funds would need to be used.
• Travel for International Facilities and Maintenance Association (IFMA) —would like to send a
couple of employees.
Fairgrounds
• Issues during construction —ripped up lines and crushed pipes. All fixes are paid for by the
contractor
• Fly Predators —its working!
• Bathroom Issues —pumps were not working
• Chris Travel for NFR Rodeo
• Smulligan's Building —moving forward a group discussion should be encouraged

Pursuant to RCW 42.30.110(1)(i) - Litigation, Commissioner Stone called an Executive Session to
order at 10:51 a.m. to go until 10:59 a.m. In attendance were Commissioners Carter, Stone and
Jones, Kirk Eslinger, Human Resources, Rebekah Kaylor, Chief Civil Deputy Prosecuting Attorney,
Barbara Vasquez, Clerk of the Board and Tom Gaines, Central Services Director. Commissioner
Stone closed the session at 10:59 a.m.
11:00 a.m. —12:00 p.m. Human Resources —Personnel (Anticipated Executive Session)
Pursuant to RCW 42.30.110(1)(f) —Personnel Disciplinary Matters, Commissioner Jones called an
Executive Session to order at 11:04 a.m. to go until 11:34 a.m. In attendance were
Commissioners Carter, and Jones, Kirk Eslinger, Human Resources. The session was continued to
11:45 a.m. Commissioner Jones closed the session at 11:45 a.m.
1:00 p.m. -2:00 p.m. Public Works Update
• Solid Waste — doing a feasibility study and will provide a recommendation to the BOCC, along
with a rate study.
• Public Works General Update —Bridge 229 that was damaged by car, at Rd 5 -SE. Repairs are
approx. $150,000. His insurance only covers $50,000. / Surface Transportation Block Grant —
1.5million to 5 cities within Grant County /Intersection at Rd N and 7 -NE (possible sand barrel
project)
• Public Works Engineering/Roads (15 min.) —Dave Bren stated he added the temporary closure
of Road 22 -NE in case the commissioners had second thoughts. There will be signage at each
end of the road to advertise alternate truck route.
• Equipment Repair and Replacement (15 min.)

• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) Travis Smith
discussed a porch permit he submitted to Development Services
• Approval of Agenda: A motion was made by Commissioner Jones, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (ie. Emails that have come in that need response, letters of support etc.) Glen

• Commissioners Roundtable — Miscellaneous Discussion
o CC: Bridges International, a nonprofit corporation needs their annual report $20
filing fee paid. Commissioner Carter is requesting the County pay this to the State.
(moved to discussion/decision area)
o American Legion ARPA Funding request
Consent Agenda — (Items 1 through 23) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent
agenda with adding the statement "Krupp & Highway 28" to item #20, modifying the amount
on #11 from $40,000.00 to $37,000.00. Minutes should reflect that Commissioner Stone would
have approved the full $40,000.00 amount, but Commissioner Jones and Carter did not want
to "round up".
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. In the amount of $760,894.16.
2. Authorization of Canvassing Board Representatives - Auditor's Staff, to act under
authority given in RCW 29A.60 for Dedra Osborn, Kaylyn Orozco, and Aleanah Lopez to act as
representatives for the County; and for Alana DeGooyer, Sally Goodwin, Karrie Stockton and
Sherri Housknecht to handle the ballots through the mail room process for the General Election
to be held on November 8, 2022.
3. Designation of County Commissioner Danny Stone to serve as the County Legislative Authority
on the Canvassing Board for the General Election to be held on November 8, 2022.
4. Request to install a Ballot Box at Grant County Road District 1(Hartline). Public Works also
recommends approval.
COMMISSIONER'S OFFICE
5. Invoices
6. City of George request for extension of time on Strategic Infrastructure Project (SIP) 2019-07,
Frontage Road Infrastructure Improvements, to August 5, 2023 due to delays associated with
the ongoing COVID-19 pandemic.
7. Letter of appointment to Alan Dillin to the Water Conservancy Board as primary, voting
member. Term is October 19, 2021 through October 18, 2027.
8. Thank you for your service letter to David Stevens for his service on the Water Conservancy
Board.
9. Amendment C of the Washington State Department of Commerce Community Services and
Housing Division Housing Assistance Unit Consolidated Homeless Grant (CHG) contract No. 22-
46108-10. Amendment adds language regarding fraud and other loss reporting and increases
the contract by $49,412.00 for a new contract amount of $1,,785,,018.00.
10. Reimbursement request #13 from Housing Authority of Grant County on the Department of
Commerce Consolidated Homeless Grant (CHG) No. 22-46108-10 in the amount of $37.,177.39.
11. Recommendation from the American Rescue Plan Act (ARPA) Committee to award �4A�A8�AA
$37,500.00 in ARPA funding for lost revenue for the American Legion Post 157.

12. Request from City of Warden for payment #1 in the amount of $33,430.44 on Strategic
Infrastructure Program (SIP) project No. 2020-04, Warden Commercial Truck Parking Facility.
13. Request from the Health District to use county property for an International Overdose
Awareness Day Event to be held on August 31, 2022 from 4:30pm — 6:30pm on the courthouse
lawn. If approved, a contract will be signed.
14. Reimbursement request #10 from the Housing Authority of Grant County on the Department of
Commerce Eviction Rent Assistance Program (E -RAP 2.0) Grant No. 21-4619C-108 in the amount
of $933,964.44.
DISTRICT COURT
15. Interlocal Agreement with the City of Quincy for the provision of Court Services within the
Municipal Department of the District Court. There is no contract term.
JUVENILE COURT AND YOUTH SERVICES
16. Request from the administrator for permission to DocuSign the Memorandum of Understanding
with Educational Service District 105 (ESD) for the purpose of providing educational
opportunities and transitional services to at -risk youth from ESD 105 region schools and drop-
outs. Term is September 1, 2022 through August 31, 2023.
17. Out of state travel request for Joshua Travail Parker to attend the 45th National Child Welfare
Law Conference in Baltimore City, MD from August 21— 24, 2022. Administrative Office of the
Courts will be paying all expenses.
NEW HOPE/KIDS HOPE
18. Request from the Director for permission to DocuSign an Amendment A to Washington State
Department of Commerce, Community Services and Housing Division, Office of Crime Victims
Advocacy, SFY 2022-2023 Crime Victim Services Center Grant No. 22-31219-012 to reduce the
match requirement for this grant.
PUBLIC WORKS
19. Request to purchase one (1) 2023 Ford F150 4x4 Ext Cab pickup in the amount of $53,240.66.
This will be for the Public Works Motor Pool and purchased from Bud Clary Ford/Hyundai
though a Department of Enterprise Services Contract No. 05916.
20. Recommendation from the County Engineer to temporarily close Road 22 -NE Krupp & Highway
28 to Class 7 and 8 trucks and reduce the speed to 35mph. This will be in effect for 90 days
beginning August 10, 2022 to provide time for the County Engineer to evaluate safety concerns.
SHERIFF'S OFFICE
21. Request to surplus a Glock 17 Duty Pistol (Asset #105189/SN: NXS865) for retiring Detective
Matt Messer. (Resolution No. 22 -078 -CC)

22. Budget extension request in the amount of $39,700.16 to receive funds from a Washington
State Homeland Security Program Grant No. E20-074-1 to purchase Riot Agent Cannisters and
Air Purifying respirator systems for the Moses Lake Tactical Response Team. (The public hearing
was set for August 23, 2022 at 3:30 p.m.)
TECHNOLOGY SERVICES
23. Purchase Order No. 429 in the amount of $37,,273.90 to Axon for the annual renewal of Basic
Evidence.Com Body Cameras. Standard Terms and Conditions will be signed.
