Receipt/evaluation of complaints/charges
against a public officer/employee.
Evaluation of qualifications of an applicant.
Labor Relations: planning/adoption of
strategy/position re collective bargaining,
negotiations, grievance or mediation.
Leave benefits for lateral hires: Reiterates permission granted by the BOCC to the Sheriff in late
2020 to provide a hiring incentive to attract training lateral hires for Corrections and Patrol,
effective 1/1/21.
Pursuant to RCW 42.30.140(4)(a) —Negotiations; 42.30.110(1)(f) —Personnel Disciplinary
Matters; and 42.30.110(1)(g) -Dob Applicant/Evaluation, Commissioner Carter called an
Executive Session to order at 9:17 a.m. to go until 9:32 a.m. In attendance were Commissioners
Carter, Stone and Jones, Kirk Eslinger and Decorah Anderson, Human Resources, Garth Dano,
Prosecuting Attorney, and Jodi Zimbelman, Public Records Officer. The session was continued to

Pursuant to RCW 42.30.110(1)(b) Commissioner Carter called an Executive Session to order at 10:54
a.m. to go until 11:00 a.m. regarding Real Estate Acquisition. In attendance were Commissioners Carter,
Stone and Jones, and Tom Gaines, Central Services Director. Commissioner Carter closed the session at
11:00 a.m.

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 12 on the agenda as presented. The motion passed unanimously.

2. Special occasion liquor license application for Desert Aire Country Club, Mattawa, WA and their
July 17, 2021 event at the Desert Aire Columbia Room and Pool, from the Washington State
Liquor and Cannabis Board. (Approved).
3. Reimbursement #11 Request #1 from Subrecipient- OIC of Washington, on the Washington State
Department of Commerce CDBG-CV1 Public Services Grant Contract No. 20-6221C-111 in the
amount of $73,343.38. (Approved).
4. Request for release of funds in the amount of $673.89 to Debbie Roe for a Fairgrounds claim for
damages to her trailer that sustained damage while driving over an irrigation box lid that flipped
up on the fairgrounds. (Approved).
5. Request #2 from the Housing Authority of Grant County on their Washington State Department
of Commerce Treasury Rent Assistance Program (TRAP) Grant Contract No. 21-4616C-108 in the
amount of $536.,482.17. (Approved).
AUDITOR'S OFFICE
6. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$1,419,245.08).

8. Purchase Order No. 367 to Ednetics in the amount of $5,,183.06 for Annual Service Renewal for
Net App E2800. (Approved).
9. Purchase Order No. 368 to Ednetics in the amount of $8.,011.59 for Annual Service Renewal for
Net App E2860. (Approved).
10. Purchase Order No. 369 to Ednetics in the amount of $32.,080.95 for QUAD upgrade for FPR
2110 and Catalyst Core Network. (Approved).
11. Purchase Order No. 370 to Dude Solutions in the amount of $25.,513.51 for Saas, SG Smart
Connect Annual Renewal used by Development Services. (Approved).

12. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services
through the Quincy Partnership for Youth contract, during May 2021 in the amount of $4,,683.66
