Keith Elefson, County Engineer, stated these items are being surplus'd for sale at
www.publicsurplus.com.
A motion was made by Commissioner Stone, seconded by Commissioner Carter, to close the public
comment portion of the hearing. The motion passed with 2 Commissioners in attendance. A motion
was made by Commissioner Stone, seconded by Commissioner Carter to approve the surplus as
presented. The motion passed with 2 Commissioners in attendance.
1:40 p.m. —1:50 p.m. Open Record Public Hearing, Amending the Comprehensive Six Year
Transportation Improvement Program for 2021-2026
The Commissioners held an Open Record Public Hearing to consider an amendment to the
Comprehensive Six Year Transportation Improvement Program for 2021-2026.
Keith Elefson, County Engineer, discussed the amendment being proposed. They added a few
projects and a section of Dodson Road; moved up a few projects to this year (Dodson and U -SE).
Some of the funding sources in the last amendment were in accurate and they are being
corrected.
Commissioner Stone asked about the listed "miscellaneous projects". Keith stated it is a catch
all line item that sets aside funding in case urgent road funds are needed. 4 phases to Dodson
Road were added.
A motion was made by Commissioner Stone, seconded by Commissioner Carter, to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in
attendance. A motion was made by Commissioner Stone, seconded by Commissioner Carter to
approve the amendment to the Comprehensive Six Year Transportation Improvement Program
for 2021-202 as presented. The motion passed with 2 Commissioners in attendance.

1. Request to purchase Culverts from Pacific Corrugated Pipe Co. in the amount of $10,9115.88.
They were the lowest bidder. (Approved).
2. Request to purchase Telespar Anchors through a Washington State Department of Enterprise
Services Contract No. 02415 in the amount of is $38,048.40. (Approved).
3. Resolution in the matter of setting the equipment rental rates, effective June 2021. (Approved,
Resolution No. 21 -061 -CC)
4. Request to lease equipment for Vegetation Management from Woodland Resource Services Inc.
in the amount of $ 2,125.00 per week, $500.00 training charge, tax in the amount of $ 3,216.25,
for a total cost equaling $ 41,966.25. (Approved).
5. If #4 above is approved, signature on Equipment Lease Agreement between Woodland Resource
Services, Inc. and Grant County Public Works for the rental of (1) 2015 Ford F-550. Rental
provided to Vegetation Management program from June 14, 2021 ending on or before October
15, 2021. (Approved).

GRANT INTEGRATED SERVICES

14. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services'
Prevention and Recovery Center (PARC), during April 2021, in the amount of $28.,626.46 on
Washington State Health Care Authority Contract No. K3919. (Approved).
15. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services
through the Moses Lake HYP 365 contract during May 2021 in the amount of $2,853.27 to the
Grant County Health District. (Approved).
SHERIFF'S OFFICE
16. Budget extension request in the amount of $6,300.00 to lease 100 sq ft of office space at the
Port of Mattawa Office for a substation, with payment coming from Law and Justice funds.
(Approved, the public hearing was set for August 3, 2021 at 3:30 p.m.).
17. If #16 is approved, signature on Port of Mattawa (Port District No. 3), Grant County Sheriff,
Small Office Lease for a substation office located at 20140 Rd 24 -SW, Ste G, Mattawa, WA. Term
is July 1, 2021 through December 31, 2022. (Approved).
18. Request to surplus a Yamaha F150XL boat motor (Asset# 100777), a Flashcam 880 Vandalism
Deterrent camera (Asset# 102891), and a Motorola Mobile Radio (Asset# 102361). These items
are no longer operative and will be destroyed at an incinerator in Spokane. They also have 48
VHF Portable Radios that are outdated technology and no longer serviceable. They will also be
destroyed at the incinerator (Approved).
19. Request to surplus a 2007 SeaDoo Jetski (Asset# 102729) and a 2007 Karavan Jetski Trailer.
These items have an estimated value of $3,,800.00 and will be sold.at auction (TBD): A public
hearing will be scheduled, if approved to surplus. (Approved, The hearing was set for July 20,
2021 at 3:00 p.m.)
20. Request to surplus 51 portable VHF radios and transfer to other law enforcement agencies in
Washington State that are still using the VHF system. (Approved).
MISCELLANEOUS ITEMS
Commissioner Stone was authorized to sign the Grant County Health District voucher listing in the
amount of $150,.404.35.
