Pursuant to RCW 42.30.140(4)(a)- Negotiations and 42.30.110(1)(1) Litigation, Commissioner
Carter called an Executive Session to order at 9:31 a.m. to go until 9:41 a.m. In attendance were
Commissioners Carter, Stone and Jones, and Kirk Eslinger, Human Resources Director. The
session was then continued to 9:46 a.m. Commissioner Carter closed the session at 9:46 a.m.

42.30.110 (1)(b) -Real Estate Acquisition)
Pursuant to RCW 42.30.110(1)(b) Commissioner Carter called an Executive Session to order at
10:10 a.m. to go until 1020 a.m. regarding Real Estate Acquisition. In attendance were
Commissioners Carter, Stone and Jones, Damien Hooper, Development Services Director and
Tom Gaines, Central Services Director. The session was continued to 10:28 a.m. Commissioner
Carter closed the session at 10:28 a.m.

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 4 on the agenda as presented. The motion passed unanimously.
1. Voise Pit Mitigation Agreement between Grant County, Grant County Public Works, and the
Grant County Conservation District. Public Works is developing a gravel quarry (Noise Pit Site) in
S 36, T 20 N, R 30 E, NE of Ruff, WA. This agreement will fund shrub steppe habitat mitigation.
(Approved).
2. Request to Purchase (1) 2021 Chevrolet Tahoe Police Pursuit Vehicle for the Sheriff Department
K9 Unit. Purchase amount is $47,318.77 from Department of Enterprise Services Contract
#05916. (Approved).
3. Local Agency Agreement No. LA10132 between Grant County and Washington State
Department of Transportation for the Dodson Road Overlay to resurface the existing HMA
pavement with an HMA overlay, shoulder finishing, traffic control and other work. (Approved).
4. Local Agency Agreement No. LA10125 between Grant County and Washington State
Department of Transportation for the U -SE Overlay to resurface the existing HMA pavement
with and HMA overlay, shoulder finishing, guardrail, and traffic control. (Approved)

A motion was made by Commissioner Jones, seconded by Commissioner Stone, to approve items 1
through 26 on the agenda as presented. The motion passed unanimously.
COMMISSIONERS OFFICE
1. Commissioners Office Invoices and Public Defense Invoices for approval. (Approved).
2. Request from the Ephrata Chamber of Commerce to use county property to hold their annual
Car Show on July 17, 2021 using County Parking Lot F and power. (Approved)
3. Agreement regarding use of county property with the Ephrata Chamber of Commerce, relating
to item 3 above. (Approved).
4. Washington State Military Department SECO County Coordinator Professional Development
(CPD) Contract No. E22-019 for SFY2022 in the amount of $43,421.00 with Grant County/Multi
Agency Communications Center (MACC) for State Enhanced 911 Funds; and Signature
Authorization Form. Term is July 1, 2021 through August 15, 2022. (Approved).
5. Request from the City of Warden for an extension to their Strategic Infrastructure Program
Project No. 2020-04 for their Commercial Truck Parking Facility. They would like the new
extension date to be February 28, 2022. (Approved).
6. Thank you for your service letter for Carol Whiteside and her service on the Solid Waste
Advisory Committee. (Approved).
7. Washington State Department of Commerce Interagency Agreement through the Community
Services and Housing Division, Housing Assistance Unit for Consolidated Homeless Grant (CHG)
No. 22-46108-10. The amount is $1.,188,395.00 with a term of July 1, 2021 through June 30,
2023. (Approved).
AUDITOR'S OFFICE
S. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$845,p646.58)
NEW HOPE / KIDS HOPE
9. Washington State Department of Social and Health Services DSHS Contract Amendment No. 3 to
Contract No. 1863-31475 to their DVPA Intervention (Direct Services) funding. The contract is
increasing by $139,793.00 to a new total of $546.,919.00 and a new end date of June 30, 2022.
(Approved).
10. Washington State Department of Social and Health Services DSHS Contract No. 2112-22136
Client Service Contract for Workfirst, Family Violence Services. The amount is $31,000.00 with a
term of July 2, 2021 through June 30, 2023. (Approved).
11. Washington State Department of Commerce Grant Agreement No. S22-31108-009, Community
Services and Housing Division, Office of Crime Victims Advocacy, SFY 2022 Violence Against
Women DVLA Grant Program. The amount is $23,247.00 with a term of July 1, 2021 through
June 30, 2022. (Approved).

TECHNOLOGY SERVICES
12. Purchase Order No. 372 in the amount of $12,574.57 to Ednetics for Netcloud Mobile Software
Maintenance. (Approved).
DEVELOPMENT SERVICES
13. Contract for Services with Northwest Code Professionals for building permit review services.
Contract is effective upon signature through June 18, 2022. (Approved).
14. Second Addendum to Contract for Professional Services (Hearing Examiner) with Andrew
Kottkamp. (Approved).
FAIRGROUNDS
15. Request to install wire mesh in the Commercial Building due to bird penetrations under the
flashing. The cost is $4,,728.34 (incl tax) utilizing the 2021 Capital budget that was going to be
used for the Water Tank Renovation. Stan's Construction will be performing the work.
(Approved).
16. Request to install bollards on the walkways. The cost is $1,893.50 (incl tax) utilizing the 2021
Capital budget that was going to be used for the Water Tank Renovation. Stan's Construction
will be performing the work. (Approved).
JUVENILE COURT AND YOUTH SERVICES
17. Washington State Department of Commerce Grant Agreement No. F19-31219-456 Community
Services and Housing Division, Office of Crime Victims Advocacy, VOCA Victims of Child Abuse
and Neglect Initiative. Grant amount is $74,992.00 with a term of July 1, 2021 through June 30,
2022. (Approved).
GRANT INTEGRATED SERVICES
18. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services'
Prevention and Recovery Center (PARC), for March 21, 2021 Supplemental #1, in the amount of
$1,.553.57 on Washington State Health Care Authority Contract No. K3919. (Approved)
19. Request for the following budget extensions for Grant Integrated Services GrIS and
Developmental Disabilities: (Approved, the public hearing was set for August 3, 2021 at 3:30
P.M.)
a. $57,000.00 for Behavioral Health Funding Operating Transfers that was under budgeted.
b. $25,000.00 for Fencing that was inadvertently budgeted in GrIS capital outlay instead of
DD capital outlay.
c. Transfer of $25,.000 from GrIS to DD per item b above.
20. Amendment Number 3 for the Washington State Health Care Authority, Client Services Contract,
Criminal Justice Treatment Account (CJTA) Funded Treatment and Recovery Support Services,
through Grant Integrated Services, Contract No. K3958. The amendment increases the contract
total by $331,956.00 to a new contract total of $569.,193.00. (Approved).

23. Request to hire Stan's Construction and Son, LLC for the modification to the seclusion room
located at Crisis Solutions. The cost is $14,850.80. (Approved).
24. Request to purchase office furniture for their new Ephrata location from Complete Office
Furniture in the amount of $25,.869.30 using the OMNIA Partners Co-op purchasing contract no.
R191804. (Approved).

Washington State Health Care Authority Client Services Amendment No. 4 to Contract No. K3919 for
CPWI Prevention Services. This amendment increases the amount by $300,000.00 to a new total of

The Commissioners approved and signed the Public Works County Payroll Salary Fund for their July 2,
2021 payroll.
