MONDAY, JULY 12, 2021 The Grant County Commissioners session began at 8:15 a.m. with all Commissioners in attendance. 8:15 a.m. — 8:25 a.m. District Court Judges — Decision of Appointments Commissioner Carter opened the meeting by thanking all of the candidates. They were reviewed by the Bar Association and a screening committee. Interviews were held July 7, 2021 with: Gwinn, Brian Wallace, Nicholas Chadwick, Kenneth Gigliotti, Anna Earl, Patrick A motion was made by Commissioner Stone, seconded by Commissioner Jones to appoint Brian Gwinn to fill the immediate open Judge position replacing Tyson Hill. And to appoint Nick Wallace to replace retiring Judge Janice Whitener -Moberg in September 2021. Letter of appointment for Melissa Olson (representing General Public as primary member) and Bruce Ekholt (also representing General Public as primary member) to the Solid Waste Advisory Committee (SWAG). (Approved). 3. Request for a budget extension for the Veteran Assistance Fund in the amount of $75,.000.00 due to the high volume of Veteran Assistance Claims being filed. Funding will be transferred from the VAB Reserve Fund (104.146). (Approved, the public hearing was set for August 24, 2021 at 3:00 p.m.) 4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.0901 as recorded on a listing and made available to the Board. (Approved in the amount of $270.,926.82). SHERIFF'S OFFICE 6. Recommendation to award the bid for the Installation of a Distributed Antenna System within the Grant County Jail to the lowest bidder RACOM in the amount of $40,928.59. (Approved). FACILITIES AND MAINTENANCE 7. Contract with Skaug Brothers Inc. for the Health District Flooring Replacement project (FM2110) for the removal, installation, and disposal of the flooring in the Health District offices located at 1038 Ivy St, Moses Lake. Contract amount is $40,,848.37 with a term ending September 1, 2021. (Approved) CENTRAL SERVICES 8. Request to contract with MJ Neal and Associates to create plans, specifications, and bid documents to create an accurate budget and bid the construction of a new Development Services building. (Withdrawn). GRANT INTEGRATED SERVICES 9. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services through the Quincy Partnership for Youth contract, during May 2021 in the amount of $141.38 to the Grant County Health District. (Approved). 10. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services, during June 2021 in the amount of $457.50 on Washington State Department of Corrections (DOSA) contract. (Approved). NEW HOPE / KIDS HOPE 11. Washington State Department of Social and Health Services County Program Agreement No. 2163-21532 for a Community-based Domestic Violence Program, Emergency Shelter and Supportive Services. The amount is $515,888.00 with a term beginning July 1, 2021 through June 30, 2022. (Approved) Page 7 of 8 Grant County Commissioners Minutes Week of July 12, 2021 3:00 p.m. — 3:30 p.m. Open Record Public Hearing, (contd from 6/29/21) Vacation of M -NW, S of 24 -NW Road and right of way (Mayer/Billingsley) - The Commissioners held an Open Record Public Hearing to consider vacating M -NW roadlog 33790 south of Rd 24 -NW in S 1 and 2, T 22 N, R 24 E WM as petitioned by Raymond Mayer / Loretta Mayer and Billingsley Ranch LLC (Brent Billingsley). This hearing is being continued from June 29, 2021. Keith Elefson, County Engineer, stated he continues to recommend denial of this vacation application. He received feedback from the Bureau of Land Management (BLIVI) and they are against vacating this road. The response back from the Department of Natural Resources (DNR) is "they oppose any vacation of public road right of way leading to DNR land. However, if sufficient alternate access exists, such a vacation may be acceptable. It appears that alternate access exists to their land." Loretta Mayer asked about the "few" people that BLM stated use the road that is under consideration for vacating. Who are they? Call in users spoke against the vacation. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public comment portion of the hearing. The motion passed unanimously.
