Re: Fm2111 YS Moses Lake and FM2112 Health District Moses Lake
Dear Board of County Commissioners.
This year's Capital budget includes projects to refurbish the exteriors of the Grant County Facilities
located at 1008 and 1038 Ivy St in Moses Lake. (Youth Service and the Health District, respectively).
The buildings are painted with lead-based paints on the wood surfaces and have vinyl siding, becoming
brittle due to age. We published a bid to renovate each of these buildings.
The project's scope is to renovate Youth Services' exterior and include replacing the vinyl siding with
HardiPlank lap siding, replacing the vinyl soffit with aluminum soffit, and prepping and coating the
existing window frames and the remaining wood surfaces. The budgeted amount for this project was
$38,000. The bid submitted to renovate the exterior of the Youth Services is $56,769.08, tax included.
The building is 1225 square feet in size.
Renovation of the Grant County Health District includes replacing the vinyl siding with HardiPlank lap
siding and prepping and re -coating the remaining wood surfaces. The bid for this work is $72,953.20. We
utilized $525804.89 of the $60,000 approved budget, replacing the damaged soffit that contained lead-
based paint and replacing the wood soffit with aluminum. The building is 10,940 square feet.
The total required funding to do all renovation totals $129,722.28. The remaining budget for these
buildings is $45,195.11. We have $45000 available from an approved water heater replacement project
for the L&J Building. We can defer the Law and Justice building water heater project until that facility is
remodeled and apply those funds towards the total, leaving an unfunded balance of $39,527.17.
It is my opinion that Grant County should move forward with these projects and contract with Stans
Construction and Son to do the work. This letter represents my request to award this work and move
forward after a successful budget extension from BEET funds is performed and approved. ,
