Public Works Director Date: July 6, 2021 Re: Moses Lake Bridge Interlocal Agreement Commissioners, Serial No. 21.106 Public Works has been approached by the Port of Moses Lake, the City of Moses Lake, and ASPI Group regarding the proposed Moses Lake Bridge Interlocal Agency Agreement on several occasions. The Board of County Commissioners directed limited involvement to minimize costs spent on this project in February 2020. Grant County Public Works has not been directed by the current Board to modify or revise the Interlocal Agency Agreement. The proposed Interlocal agreement falls short of describing the goals and responsibilities of each stakeholder. The ILA as proposed has no dispute resolution provisions. The project has been pitched as a freight mobility corridor and will span approximately 1 I miles from I-90 to Highway 17. This is a transportation corridor project which includes construction of a new bridge. The corridor primarily utilizes County Road right-of-way; however, a portion of the project lies within property owned by the ASPI Group and other private landowners. This is a major undertaking and has not included discussions with Washington State Department of Transportation that we are aware of. WSDOT Bridge Division and a Freight Mobility Division should be involved in the discussion. WSDOT also receives nearly half of the revenues generated through the collection of Motor Vehicle Fuel Tax Dollars. It is our opinion that WSDOT should be brought in as an additional stakeholder, as this connects two state highways, and will connect to the interchange at Hiawatha Road. In the event that the Board would like to proceed with Grant County as the lead agency, we propose that a Project Manager/Grant Writer be hired to dedicate to this project. We would also request that each primary stakeholder (Grant County, the Port of Moses Lake, the City of Moses Lake, WSDOT and the ASPI Group) contribute equally to the costs associated with this position, until such a time as adequate grant funding is secured to fund the position. Additionally, the ASPI Group should be required to dedicate the right-of-way required for construction through their property and fund the construction of the road through their property. This should be done either under Grant County oversight if they chose to construct this section of road, or as part of the project. If it is done as part of the project, Grant County would invoice the ASPI group for any of the design, permitting, and construction of the project within their property boundaries. The proposed project has many characteristics of a State Highway. The proposed corridor plans include connectivity to Interstate 90 and Highway 17. If the bridge is constructed it would be the second longest bridge owned by a County in Washington State. The replacement costs would exceed 100 million dollars in my opinion. Grant County Public Works does not have the staffing required to meet the intentions of the ILA agreement. It is our recommendation to inform the Port of Moses Lake and City of Moses Lake that Grant County Public Works will not be the Lead Agency. Respectfully, Samuel Castro, C.P.O.
