Stone, Vice -Chair Rob Jones, Member (via Webex) Barbara J. Vasquez, Clerk of the Board Tyler Lawrence, Deputy Director of Development Services Public: See sign in sheet 3:00 p.m. The Commissioners held an Open Record Public Hearing to consider the 2021 Comprehensive Plan Amendment applications. Tyler Lawrence, Assistance Development Services Director, presented the applications as were recommended by the Planning Commission. SEPA review was completed for these proposals and Grant County issued a determination of Non -Significance. There are 2 motions for each application: approval of the Comprehensive Plan and the Zone Change. • File ##P 21-0118 (Comp. Plan Amendment/Rezone) and P 21-0119 (SEPA) from Nick and Donna Tommer. The applicant has submitted a Site Specific Land Use Re -designation application requesting the subject property be re -designated to Rural Residential 1 from Residential Low Density along with an application for a rezone from Urban Residential 2 to Rural Residential 1. The application also requests the Soap Lake Urban Growth Area be reduced to exclude these parcels. The proposal site is comprised of three parcels totaling approximately 95 acres in size. The proposal site is located on the east side of SR 17 N immediately east of Soap Lake, in a portion of Section 13, T. 22 N, R. 26 E, and Sections 18, T. 22 N., R. 27E, W.M., Grant County, WA. o Commissioner Stone moved to uphold the recommendation of the Planning Commission and approve the subject redesignation from Residential Low Density to Rural Residential 1 and removal from the Soap Lake UGA with the nine (9) findings of fact in the affirmative. Commissioner Jones seconded and the motion passed unanimously. o Commissioner Stone moved to uphold the recommendation of the Planning Commission and approve the subject rezone application from Urban Residential 2 to Rural Residential 1 with ten (10) findings of fact in the affirmative. Commissioner Jones seconded and the motion passed unanimously. • File #P 21-0133 (Comp. Plan Amendment/Rezone) & P 21-0134 (SEPA) from Leslie Ziegler. The applicant has submitted a Site Specific Land Use Re -designation application requesting the subject property be re -designated to Rural Residential 1 from Irrigated Agriculture along with an application for a rezone from Agriculture to Rural Residential 1. The proposal site is comprised of a single parcel totaling approximately 40 acres in size. The proposal site is located on the east side of Rd. C NE, approximately a 1/2 mile north of North Frontage Rd. E, in a portion of the NW % of S. 27, T. 19 N, R. 27 E, W.W. Grant County, WA (Parcel #16-1554-000). o Commissioner Jones moved to uphold the recommendation of the Planning Commission and approve the subject redesignation from Irrigated Agriculture to Rural Residential 1 with the nine (9) findings of fact in the affirmative. Commissioner Stone seconded and the motion passed unanimously. o Commissioner Stone moved to uphold the recommendation of the Planning Commission and approve the subject rezone application from Agriculture to Rural Residential 1 with ten (10) findings of fact in the affirmative. Commissioner Jones seconded and the motion passed unanimously. • File #P 21-0139 (Comp. Plan Amendment/Rezone) & P 21-0140 (SEPA) from Royal Slope Solar. The applicant has submitted a Site Specific Land Use Re -designation application requesting the q g subject property be re -designated to Rural Resource from Irrigated Agriculture and Rural Remote along with an application for a rezone from Agriculture and Rural Remote to Rural Resource. The proposal site is comprised of multiple parcels totaling approximately 2988 acres in size. The proposal site is located west of Rd. R SW and south of SR 26 W, in a portion of Sections 3, 27, 33 and 34, T. 17 N, R. 23 E, and Sections 1, 2, and 12, T. 16 N., R. 23E, W.M., Grant County, WA (32 parcels totaling 2900+ acres). Applicant Justin Brown and Juwi America /Royal Slope Solar presented the application. Questions were asked and discussion ensued. o Commissioner Jones moved to uphold the recommendation of the Planning Commission and approve the subject redesignation from Irrigated Agriculture to Rural Residential 1 with the nine (9) findings of fact in the affirmative. Commissioner Stone seconded for discussion purposes only. Commissioner Stone spoke against the large solar project being proposed for Grant County. Commissioner Carter called for the question: Commissioner Carter and Jones voted in favor; Commissioner Stone voted against. o Commissioner Jones moved to uphold the recommendation of the Planning Commission and approve the subject rezone application from Agriculture and Rural Remote to Rural Resource with ten (10) findings of fact in the affirmative. Commissioner Carter seconded to approve the application. Commissioner Stone voted against. • File #P 21-0142 (Comp. Plan Amendment/Rezone) & P 21-0143 (SEPA) from Low Family Land LLC. The applicant has submitted a Site Specific Land Use Re -designation application requesting q g the subject property be re -designated from Master Plan Industrial to Irrigated Agriculture along g with an application for a rezone from Master Plan Industrial to Agriculture. The proposal site is comprised of three parcels totaling approximately 167.2 acres. The proposal site is located on Rd. 0 NW immediately north of SR 28 W, in a portion of the SW % of S. 10, T. 20 N, R. 24 E JO W. M ., Grant County, WA (Parcel #s20 -O341-000.,20-0614-000, & 20-0615-000). o Commissioner Stone moved to uphold the recommendation of the Planning Commission and approve the subject redesignation from Master Plan Industrial to Irrigated Agriculture with the nine (9) findings of fact in the affirmative. Commissioner Jones seconded and the motion passed unanimously. o Commissioner Stone moved to uphold the recommendation of the Planning Commission and approve the subject rezone application from Master Plan Industrial to Agriculture with ten (10) findings of fact in the affirmative. Commissioner Jones seconded and the motion passed unanimously. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public comment portion of the hearings. The motion passed unanimously. A motion was made by Commissioner Stone, seconded by Commissioner Jones to approve all of the 2021 Comprehensive Plan Amendment Applications as presented.
