Applicant/Evaluation, Commissioner Carter called an Executive Session to order at 9:03 a.m. to

COMMISSIONERS OFFICE
1. Commissioners Office and Public Defense Vouchers for approval. (Approved).
2. Request #1 for release of grant funds on Strategic Infrastructure Program SIP #2021-01 for Grant
County Hospital District #4—McKay Healthcare, Phase 1 Capital Improvement Plan in the
amount of $7,400.00. (Approved).
3. Authorization for Release of the balance of BOCC Approved Funds for Strategic Infrastructure
Program SIP #2018 -08 -City of Warden, Wasterwater System Lift Station in the amount of
$379.,558.79 to the City of Warden. (Approved).
4. Authorization for Release of the first installment of BOCC Approved Funds for Strategic
Infrastructure Program SIP #2020 -06 -Port of Quincy — Intermodel Yard Container Expansion —
Phase 2 in the amount of $147,,962.99 to the Port of Quincy. (Approved).
AUDITOR'S OFFICE
5. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of
$178,017.37, $664,620.26 and $350.00).
PUBLIC DEFENSE
6. Settlement Agreement and Complete Release of All Claims by and between Errol Varnadore and
Grant County in the sum of $4,200.00 in the State v. Varnadore matter. (Approved).
SH ERI FF"S OFFICE
7. Mutual Aid Agreement by and between the Grant County Health District and the Grant County
Sheriff's Office to provide support in the District's Mass Vaccination Plan with the Washington
State Department of Health. This was effective January 21, 2021. (Approved).
8. Recommendation from the Grant County Sheriff's to close the Work Release facility.
(Approved).
9. Out of State Trave Request for Emergency Management Specialist Matt Klein to attend the
Incident Command Systems (ICS) Train -the -Trainer program in Emmitsburg, MD from 8/8/2021
— 8/13/2021. FEMA will be funding the flight; the Emergency Management Institute will provide
lodging and there is no -charge tuition for the course. (Approved).
PUBLIC WORKS
10. Resolution No. 21 -077 -CC Notice of Hearing for an Ordinance modifying Chapter 11.36.020 to
Grant County Code Title 11: Vehicles and Traffic Allowing the Use of Wheeled All -Terrain
Vehicles upon Designated County Roads. Hearing to take place August 10th, 2021, at 3:00 PM.
(Approved)
11. Resolution No. 21 -078 -CC Notice of Hearing in the matter of declaring certain county -owned
property surplus and ordering the sale thereof. Hearing to take place August 10th, 2021, at 3:10
PM. (Approved).

NEW HOPE
12. Washington State Department of Commerce Grant Agreement No. 22-31219-012 with New
Hope through Office of Crime Victims Advocacy Community Services and Housing Division in the
amount of $199,,988.00 for SFY 2022-2023 Crime Victim Service Center Grant. Term is July 1,
2021 through June 30, 2023. (Approved).
3:00 p.m. -3:30 p.m. Open Record Public Hearing, Consideration of the Vacation of a Grant
County Park — Parcel No. 120047002, as petitioned by Hymes and
Rosenow
The Commissioners held an Open Record Public Hearing to consider vacating a portion of the
Brunch Estates Plat (AFN 152), specifically the lot labeled "Public Park" further identified as
Assessor Parcel Number 12-0047-002 pursuant to Grant County Code 22.04.480 and RCW
58.17.212, as petitioned by Mike Hymes and Kathy Hymes and Rick Rosenow.
Damien Hooper, Director of Development Services described the vacation request. They have
adopted to RCW 58.,17.212 by reference in the county's subdivision code and are moving
forward pursuant to those standards. He stated if the Board choses to not hold title on this
property, it will be divided amongst the 2 properties on either side of it. There will be no
auction of this property. At this time, the property has not been improved to make a park.
Discussion ensued.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Stone, seconded by Commissioner Jones to approve the vacation as
presented. The motion passed unanimously. (Resolution No. 21 -079 -CC)
3:30 p.m. — 4:30 p.m. Open Record Public Hearing, 2021 Comprehensive Plan Amendments
The Commissioners held an Open Record Public Hearing to consider the 2021 Comprehensive Plan
Amendment applications. Tyler Lawrence, Assistance Development Services Director, presented the
applications as were recommended by the Planning Commission. SEPA review was completed for these
proposals and Grant County issued a determination of Non -Significance. There are 2 motions for each
application: approval of the Comprehensive Plan and the Zone Change.
File #P 21-0118 (Comp. Plan Amendment/Rezone) and P 21-0119 (SEPA) from Nick and Donna
Tommer. The applicant has submitted a Site Specific Land Use Re -designation application
requesting the subject property be re -designated to Rural Residential 1 from Residential Low
Density along with an application for a rezone from Urban Residential 2 to Rural Residential 1.
The application also requests the Soap Lake Urban Growth Area be reduced to exclude these
parcels. The proposal site is comprised of three parcels totaling approximately 95 acres in size.
The proposal site is located on the east side of SR 17 N immediately east of Soap Lake, in a
portion of Section 13, T. 22 N, R. 26 E, and Sections 18, T. 22 N., R. 27E, W.M., Grant County,
WA.

o Commissioner Stone moved to uphold the recommendation of the Planning Commission
and approve the subject redesignation from Residential Low Density to Rural Residential
1 and removal from the Soap Lake UGA with the nine (9) findings of fact in the
affirmative. Commissioner Jones seconded and the motion passed unanimously.
o Commissioner Stone moved to uphold the recommendation of the Planning Commission
and approve the subject rezone application from Urban Residential 2 to Rural
Residential 1 with ten (10) findings of fact in the affirmative. Commissioner Jones
seconded and the motion passed unanimously.
File #P 21-0133 (Comp. Plan Amendment/Rezone) & P 21-0134 (SEPA) from Leslie Ziegler. The
applicant has submitted a Site Specific Land Use Re -designation application requesting the
subject property be re -designated to Rural Residential 1 from Irrigated Agriculture along with an
application for a rezone from Agriculture to Rural Residential 1. The proposal site is comprised
of a single parcel totaling approximately 40 acres in size.
The proposal site is located on the east side of Rd. C NE, approximately a 1/2 mile north of North
Frontage Rd. E, in a portion of the NW % of S. 27, T. 19 N, R. 27 E, W.M., Grant County, WA
(Parcel #16-1554-000).
o Commissioner Jones moved to uphold the recommendation of the Planning Commission
and approve the subject redesignation from Irrigated Agriculture to Rural Residential 1
with the nine (9) findings of fact in the affirmative. Commissioner Stone seconded and
the motion passed unanimously.
o Commissioner Stone moved to uphold the recommendation of the Planning Commission
and approve the subject rezone application from Agriculture to Rural Residential 1 with
ten (10) findings of fact in the affirmative. Commissioner Jones seconded and the
motion passed unanimously.
File #P 21-0139 (Comp. Plan Amendment/Rezone) & P 21-0140 (SEPA) from Royal Slope Solar.
The applicant has submitted a Site Specific Land Use Re -designation application requesting the
subject property be re -designated to Rural Resource from Irrigated Agriculture and Rural
Remote along with an application for a rezone from Agriculture and Rural Remote to Rural
Resource. The proposal site is comprised of multiple parcels totaling approximately 2988 acres
in size. The proposal site is located west of Rd. R SW and south of SR 26 W, in a portion of
Sections 3, 27, 33 and 34, T. 17 N, R. 23 E, and Sections 1, 2, and 121 T. 16 N., R. 23E, W.M.,
Grant County, WA (32 parcels totaling 2900+ acres).
Applicant Justin Brown and Juwi America /Royal Slope Solar presented the application.
Questions were asked and discussion ensued.
o Commissioner Jones moved to uphold the recommendation of the Planning Commission
and approve the subject redesignation from Irrigated Agriculture to Rural Residential 1
with the nine (9) findings of fact in the affirmative.
Commissioner Stone seconded for discussion purposes only. Commissioner Stone spoke
against the large solar project being proposed for Grant County.

Commissioner Carter called for the question: Commissioner Carter and Jones voted in
favor; Commissioner Stone voted against. The motion passed with a vote of 2 in favor
and 1 against.
Commissioner Jones moved to uphold the recommendation of the Planning Commission
and approve the subject rezone application from Agriculture and Rural Remote to Rural
Resource with ten (10) findings of fact in the affirmative. Commissioner Carter
seconded to approve the application. Commissioner Stone voted against. The motion
passed with a vote of 2 in favor and 1 against.
File #P 21-0142 (Comp. Plan Amendment/Rezone) & P 21-0143 (SEPA) from Low Family Land,
LLC. The applicant has submitted a Site Specific Land Use Re -designation application requesting
the subject property be re -designated from Master Plan Industrial to Irrigated Agriculture along
with an application for a rezone from Master Plan Industrial to Agriculture. The proposal site is
comprised of three parcels totaling approximately 167.2 acres. The proposal site is located on
Rd. 0 NW immediately north of SR 28 W, in a portion of the SW % of S. 10, T. 20 N, R. 24 E,
W . M ., Grant County, WA (Parcel #s20 -O34.1-000,,20-0614-000, & 20-0615-000) .
o Commissioner Stone moved to uphold the recommendation of the Planning Commission
and approve the subject redesignation from Master Plan Industrial to Irrigated
Agriculture with the nine (9) findings of fact in the affirmative. Commissioner Jones
seconded and the motion passed unanimously.
o Commissioner Stone moved to uphold the recommendation of the Planning Commission
and approve the subject rezone application from Master Plan Industrial to Agriculture
with ten (10) findings of fact in the affirmative. Commissioner Jones seconded and the
motion passed unanimously.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public
comment portion of the hearings. The motion passed unanimously. A motion was made by
Commissioner Stone, seconded by Commissioner Jones to approve all of the 2021 Comprehensive Plan
Amendment Applications as presented. The motion passed unanimously. (Resolution No. 21 -081 -CC
was signed by the Board on August 3, 2021, Consent Agenda)
MISCELLANEOUS ITEMS
AMENDED Washington State Department of Transportation Local Agency Agreement for the U -SE Road
Overlay project for the resurface of existing HMA pavement with overlay, shoulder finishing, guardrail,
etc. (Approved)
