A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 14 and 16 through 20 on the agenda as presented. Commissioner Stone added the verbiage
"wind or solar projects" to item 15, as presented in the ordinance to be signed. The motion passed
unanimously.

2. Reimbursement #7, Request #7 for June 2021- Release of Funds on a Community Development
Block Grant (CDBG) Public Services grant from the subrecipient, OIC of Washington, for

(HUD) grant funds Contract No. 20-62210-005 in the amount of $10,561.87 for use in Energy
Assistance. (Approved)
AUDITOR'S OFFICE
3. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those

11. Request for out of state travel for Suzi Fode to attend a Women's Luncheon who's keynote

14. Contract with Children's Advocacy Centers of Washington (CACWA) No. 190 -A -GRANT -CAP -21
(CACWA Capacity Grant and CAPTA 2021-2022) in the amount of $98,148.00 with a term of July

DEVELOPMENT SERVICES
15. Consideration of an Ordinance to enact a moratorium on any new solar and solar development
land use permit applications pursuant to RCW 36.70A.390 for an initial period of 6 -months.
Moratorium on any and all new commercial and industrial wind or solar projects regardless of
Permit type, providing for a public hearing, and providing that the moratorium, unless extended,
shall sunset within 6 months of the effective date of adoption. (Approved,, Ordinance No. 21-

16. Resolution relating to Comprehensive Planning in Grant County in accordance with the
Washington State Growth Management Act (RCW 36.70A) and amending the Comprehensive
Plan, associated Zone Changes and Unified Development Code Amendment. The public hearing

GRANT INTEGRATED SERVICES
17. Washington State Department of Social and Health Services (DSHS) County Program Agreement
No. 2163-23533, Working Advance Long-term Payable. Term is July 1, 2021 through June 30,
2022 and integrates all superseding and merging all previous agreements. (Approved)
18. Recommendation to purchase furniture for their new Mattawa Office from OMNIA Partners Co -
Op Purchasing Contract No. R191804 in the amount of $9,398.23. (Approved)
19. Recommendation to purchase furniture for their new Ephrata Office from OMNIA Partners Co -
Op Purchasing Contract No. R191804 in the amount of $33,511.30. (Approved)
20. Interagency Agreement with the Grant County Health District to coordinate the Youth Marijuana
Prevention and Education Program, as funded by the Washington State Department of Health.

21. Special occasions liquor license application for Tacoma Pierce County Crime Stoppers, University
Place, WA and their August 19 — 22, 2021 event at the Sage Creek Campground, from the
Washington State Liquor and Cannabis Board. (Approved)
3:30 p.m. — 3:35 p.m. Open Record Public Hearing, Sheriff's Office and Grant Integrated
Services/Developmental Disabilities Budget Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
Sheriff's Office request in the amount of $2,100.00 to lease 100 sq ft of office space at the
Port of Mattawa Office located at 20140 Rd 24 -SW, Ste G, Mattawa WA for a substation
office.
Grant Integrated Services/Developmental Disabilities in the amount of $82.,000.00 for
Behavioral Health funding operating transfers and the cost of fencing that was
inadvertently budgeted in the wrong fund.
Tom Jones, Sheriff discussed his request. No employee from GrIS was in attendance.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Stone, seconded by Commissioner Jones to approve the budget extensions as
presented. The motion passed unanimously. (Resolution No. 21 -084 -CC)
3:35 p.m. — 3:45 p.m. Open Record Public Hearing to consider an ordinance amending Ch.
11.04 of the Grant County Code titled "Maximum Speed Limits".
Specifically, the following:
The Commissioners held an Open Record Public Hearing to consider petition from Glennda Gaudetto
lower the speed limit on Road 14.6 NW.
Keith Elefson, County Engineer stated the request is to lower the speed limit from 35mph to 25mph.
