In the opinion of Central Services, the most efficient and cost-effective way to build the new jail is by
utilizing a General Contractor/Construction manager at risk.
In this process, we must request approval from astate-approved board before advertising for the General
Contractor. One of the barriers to gaining consent is not having a qualified construction manager (CM) on
the project if you have not previously utilized this construction process. Without this component, it is
challenging to receive approval from the Capital Projects Advisory Review Board in Olympia (CPARB).
Central Services reached out to Dick Bratton, an independent construction manager who came highly
recommended by the construction manager for Samaritan hospital, Joe Kunkle, who I have spoken with
numerous times about various projects, including the hospital project and the inclusion of the Coroner's
office.
After meeting with Dick Bratton, I was convinced that he and his expertise add significant value to the
project team and help guide us through the review process by CPARB and further in the nuance of writing
an RFQ for this specific procurement process. He will be valuable at various times after the project's
initial phase as an active consultant when we need him.
His cost is $180.00 per hour, and I would expect his total costs to be below $70,000 if retained fully for
the project from inception through completion. I don't expect this to be the case. However, I am trying to
consider all contingencies.
With the Boards, permission Central Services will add this consultant to the team under a personal
services contract and fund it through the Jail fund.
