Pursuant to RCW 42.30.110(1)(8) Commissioner Stone called an Executive Session to order at 10:33
a.m. to go until 11:03 a.m. regarding Job Applicant/Evaluation. The session was extended from
11:03 a.m. to 11:10 a.m. In attendance were Commissioners Carter, Stone and Jones, and Suzi Fode
with New Hope. Commissioner Stone closed the session at 11:10 a.m.

p.m. to go until 2:54 p.m. regarding Negotiations. The session was extended from 2:54 p.m. to 3:00
p.m. In attendance were Commissioners Carter, Stone and Jones, Tony Menke, Decorah Anderson,
and Kirk Eslinger. Commissioner Stone closed the session at 3:00 p.m.

made by Commissioner Carter, seconded by Commissioner Stone to approve the consent
agenda with the following amendments: denying item 2, and amending item 10, reducing the

AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amounts of $149,820.70 and
$1,804,417.66)
2. Held from the June 7, 2022 Consent Agenda: Recommendation from the Grant County Finance
Committee to reduce the registered warrant amount for Quincy Valley Medical Center /Hospital
District No. 2 from $2 million dollars to zero. (This recommendation was denied by the
Commissioners. No reduction of registered warrants will be done.)

2022 DSFT/IHC HV Tanker Pump Tender.
10. Request from Grant County Fire District No. 3 / Quincy, to utilize $°2F89.3, $68..893.57 of the
$100.,000.00 American Rescue Plan Act (ARPA) funds that was allocated to their district, to fund
three vital needs: Automatic External Defibrillators (AED),, Fit Testing Machine, and Health and
Wellness program for responders. (See amended amount above)
11. Request from Grant County Fire District No. 14 / Electric City, to utilize the $100.,000.00
American Rescue Plan Act (ARPA) funds that were allocated to their district, for partial
reimbursement of a Type VI Rapid Attack Vehicle (Brush Truck).

12. Request to purchase a compressor and related parts for the Law and Justice building
compressor number one that is failing. The purchase would be through McKinstry in the
amount of $34,. 560.70 utilizing Facilities and Maintenance Repairs Operating Expense Budget

13. Request from the administrator for authorization to electronically sign through Docu-Sign an
Interagency Agreement IAA23832 with the Washington State Administrative Office of the Courts
for BECCA Programs and services. Term is July 1, 2022 through June 30, 2023 in the maximum
amount of $93,458.00.
14. Request from the administrator for authorization to electronically sign through Docu-Sign a
Washington State Department of Commerce, Community Services and Housing Division, Office
of Crime Victims Advocacy, VOCA Victims of Child Abuse and Neglect Initiative, Grant
Agreement No. F19-31219-476. The Term is July 1, 2022 —June 30, 2023 in the amount of
