Strategic Infrastructure Project Recommendation SIP No. 2020-02
Dear Ms. Flynn:
This correspondence is to request an extension on the deadline for completion of the Strategic
Infrastructure Project Recommendation SIP No. 2020-02 for the Coulee City Rodeo Ground
Improvements project from August 18, 2021 to December 31, 2022. The SIP grant included
partial construction funds. The Town has not yet fully obtained the construction funding, and
doesn't anticipate construction occurring until 2022. The additional time will give the Town the
opportunity to obtain additional construction funding, and complete the construction engineering
portion of the project.
Your understanding and assistance is appreciated. Please let us know if you have any questions
or would like additional information.

Hi Mayor and Natalie,
Sorry again for the confusion about the due date for the SIP funds, in the transition from Larry to myself, the detail of
the funding date was lost, and I was proceeding with the assumption that we would be working to wrap up the design in
time to apply for Additional SIP funds for construction on October 15. We had planned on the following schedule:
30% design: August 1, (Survey Basemap complete and concept selected, attached are the selected concepts for water
and sewer.)
50% design: September 1, (concept drafted onto Basemap, this )
99% design October 1, (Plans and Specs fully developed)
At 99%, we would shelf the design until we had the construction funds for the work. The reason for not calling it 100% is
that the specifications will require likely some minor revisions depending upon the funds that are used for construction,
and any new requirements for projects that might be enacted between Oct 1 and the bid time.
We are at about 40% right now and should be able to hit the 50% mark by the end of next week (8/27). This schedule is
still achievable, but it is not probably that same one that is needed for the funding extension since our contract is for
$57,,500 and the City has $105k. The original funding application appears to have been a request for $275k, and was
only partially funded to include the design and it appears construction engineering. The problem with that is the
$47500 will have to continue to request extensions until the project is constructed. I suggest we ask for an extension
until the end of 2022, now because the project was only partially construction funded, and the City needs to obtain the
rest of the funding through an additional request to SIP in October.
Attached is a suggested letter for the request. We previously sent these requests to June Strickler, the Administrative
Services Coordinator for the County Board of Commissioners. It looks like Janice Flynn is now the person with that title. I
apologize again for the confusion on our part. Please let me know if I can help with the extension request.
