5. Resolution authorizing execution of Interlocal Cooperation Agreement between Grant County
and Grant County Fire District No. 10, for the Fire District to utilize County fueling stations. The
agreement was executed on July 14, 2020.
6. Resolution authorizing execution of Intergovernmental Cooperation Agreement between Grant
County and Grant County Conservation District for the Voluntary Stewardship Program. The
agreement was executed on June 22, 2021.
7. Resolution authorizing execution of Interlocal Cooperation Agreement between Grant County
and Whitman County to provide labor, equipment, material, service or other goods to the other
county. The agreement was executed on December 22, 2020.
8. Resolution authorizing execution of Interagency Agreement between Grant County Juvenile
Court and North East WA Educational Service District 101 to provide educational instruction to
court involved youth attending the Success through Academic Connections (SAC) Day Reporting
School's Virtual Program. The agreement was executed on December 22, 2020.
9. Recommendations from the Strategic Infrastructure Program (SIP) Committee for funding the
following project requests:
• SIP #2021-05: Grant County Public Hospital District #4/ McKay Healthcare and
Rehabilitation Center, requested $250.,000 grant, Phase 1 Capital Improvement Plan —
Emergency Generator Expansion. The committee recommends a $208.,000 grant.
• SIP #2021-06: Town of Coulee City, requested $40,000 grant, Coulee City Campground
Utility Design. The committee recommends a $40,,000 grant.
• SIP #2021-07: Grant County Port District #1/Port of Quincy, requested $300,000 grant,
Intermodal Yard Container Expansion. The committee recommends a $227,000 grant.
10. Recommendation to release approved funds (Installment #2) for Strategic Infrastructure
Program - SIP #2021-01 Grant County Hospital #4 — McKay Healthcare, McKay Phase 1 Capital
Improvement Plan in the amount of $6,359.72.
11. Request from the Town of Coulee City for an extension on their Strategic Infrastructure Program
grant SIP No. 2020-02— Coulee City Rodeo Ground Improvements project from August 18, 2021
to December 31, 2022.
FACILITIES AND MAINTENANCE
12. Request to award the bid for the Fence Replacement project at the Health District in Moses Lake
to Cortez Fencing in the amount of $4,341.42 (including tax). This was approved in their 2021
Capital Expenditures budget using REET 1 funds for the amount of $4.,200.00. The balance of
$141.42 will be absorbed in their budget.
FAIRGROUNDS
13. Held from the August 31, 2021 Consent Agenda: Request to limit the age of RV's camping at the
Grant County Fairgrounds, to no RV's older than a 2001. This will be effective immediately but
not apply to Fair.
14. Request authorization to submit a grant application to the Washington State Department of
Agriculture (WSDA) for a health and safety matching funds grant. WSDA would provide
$250.,000.00 and the county must match that amount, if approved.

GRANT INTEGRATED SERVICES
15. Request for out of state travel for Bernadette Crawford to attend the 31St annual National
Leadership Forum from January 31, - February 3, 2022 in National Harbor, MD.
16. Request for out of state travel for Bernadette Crawford to attend the a Technology of
Participation training from October 19 — 20, 2021 in Phoenix, AZ.
JUVENILE COURT AND YOUTH SERVICES
17. Interagency Agreement IAA22132 between the Washington State Administrative Office of the
Courts and Grant County Juvenile Court for the Support of the CASA/Volunteer Guardian Ad
Litem program to increase the number of children served by court-appointed special advocates
(CASAs)/volunteer guardians ad litem as defined by RCW 13.34.030(11) in dependency matters
or to reduce the average caseload of volunteers. Term is July 1, 2021 through June 30, 2022.
PUBLIC DEFENSE
18. Pursuant to RCW 27.24.040, submittal of the 2020 Annual Report which includes the Law Library
Inventory List, Detailed Trail Balance, and Treasurer Report (schedule of cash activity) for the
Grant County Law Library.

19. Request to purchase (1) 2022 Chevrolet Silverado from Bud Clary Chevrolet in the amount of
$40.,620.73 including taxes from Department of Enterprise Services contract # 05916. Purchases
will be delivered and invoiced as part of the 2022 Equipment Expense Program.
20. Request to purchase (1) 2022 Ford F-350 from Bud Clary Ford Hyundai in the amount of
$52.,821.70 including taxes from Department of Enterprise Services contract # 05916. Purchases
will be delivered and invoiced as part of the 2022 Equipment Expense Program.
3:00 p.m. — 3:15 p.m. Open Record Public Hearing, Ordinance No. 21 -080 -CC adoption for a
moratorium on Wind/Solar projects
Open Record Public Hearing as required in RCW 36.70A.390 to accept public comments on the
Wind and Solar Development Moratorium enacted on August 3, 2021 through Ordinance No.
21 -080 -CC. Any interested persons may appear regarding these matters.
3:15 p.m. -3:30 p.m. Open Record Public Hearing, Ordinance creating Ch. 6.50 of the Grant
County Code titled "Tear Gas"
Open Record Public Hearing to consider an ordinance that would add a new Chapter 6.50 to title
6 of the Grant County Code titled "Tear Gas" and delegating executive authority created by
ESHB 1054, passed April 23, 2021, regarding the Use of Tear Gas. Any interested persons may
appear regarding these matters.
