Negotiations, Commissioner Carter called an Executive Session to order at 9:26 a.m. to go until 9:50
a.m. In attendance were Commissioners Carter, Stone and Jones, Tom Gaines, Central Services
Director, and Kirk Eslinger, Human Resources Director. The session was continued to 9:55 a.m.
Commissioner Carter closed the session at 9:55 a.m.

Disciplinary Matters, Commissioner Carter called an Executive Session to order at 10:01 a.m. to go

1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$667,1712.09)

4. Special occasion liquor license for Desert Aire Golf and Country Club and their event at the DA
Golf Course on October 2, 20211, from the Washington State Liquor and Cannabis Board.

5. Letter of appointment to Kevin Burgess to the Board of Equalization fora 3 -year term beginning
September 14, 2021 through September 13, 2024, as an alternate member. (Approved)
6. Interagency Reimbursement Agreement IAA22169 with the Washington State Administrative
Office of the Courts for the purpose of reimbursing Grant County for extraordinary costs of
resentencing and vacating sentences under Blake and for the cost of refunding legal financial
obligations (CFO's) under the Blake decision. Term is July 1, 2021 through June 30, 2022.

7. Resolution No. 21 -099 -CC opposing infringements on the inalienable rights of the people and to
reaffirm support for the US and Washington State Constitutions in Grant County. (Approved)
CENTRAL SERVICES
8. Request to award the bid for the repair of the two wells and monitor at the Fairgrounds to LAD
Irrigation in the amount of $25,514.73. Funding will come from left over funds from the MUSCO
lighting project. (Approved)
9. Request for a contract revision to the new fairgrounds bathroom and kitchen project to provide
design and bid/construction documents for a sprinkler system. MJ Neal is currently performing
the design work and the cost would add $29.,427.50 to the contract currently in place. Funding
will come from the remaining monies from the MUSCO lighting project. (Approved)
GRANT INTEGRATED SERVICES
10. Grant and Adams County Developmental Disabilities Subcontractor Agreement with First Choice
Employment Services to provide Individual Supported Employment. Term is July 1, 2021
through June 30, 2022. (Approved)
11. Grant and Adams County Developmental Disabilities Subcontractor Agreement with Goodwill
Industries of the Inland Northwest to provide Group Supported Employment, Community
Inclusion, and Individual Supported Employment. Term is July 1, 2021 through June 30, 2022.

13. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services'
Prevention and Recovery Center (PARC), during June 2021 Supplemental #2 on Washington
State Health Care Authority Contract No. K3919. This is to transfer $5.,476.06 from one grant to

NEW HOPE / KIDS HOPE
14. Budget extension request in the amount of $32,,900.00 to receive American Rescue Plan funds
approved by the commissioners (128.170) to be used for salaries, benefits, rent and professional
services. (Approved)
15. Amendment A to Grant Agreement No. F19-31219-401 with the Washington State Department
of Commerce Office of Crime Victims Advocacy Community Services and Housing Division
through New Hope for children's advocacy center child centered services VOCA initiative. The
amendment increases the grant by $126,713.03 to a new contract amount of $253,887.03.

16. Authorization to call for Bids on Dodson Road Overlay Project, CRP 21-07. Bid opening date will

18. Authorization to purchase herbicide for Vegetation Management. Total purchase price is
$16,953.90 not including tax. Purchase will be made from only bidder, Wilbur Ellis Co.
