Pursuant to RCW 42.30.140(4)(a) Commissioner Carter called an Executive Session to order at
9:04 a.m. to go until 9:19 a.m. regarding negotiations. In attendance were Commissioners
Carter,, Stone and Jones (Webex), and Kirk Eslinger and Decorah Anderson, Human Resources.,
and Suhail Palacios, Juvenile Court and Youth Services Administrator.. The session was then
continued to 9:34 a.m. Commissioner Carter closed the session at 9:34 a.m.

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 16 on the agenda as presented, correcting a scrivener's error in item 3. The motion passed
unanimously.

AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$1,551,926.72)
COMMISSIONERS OFFICE
2. Commissioners Office and Public Defense Vouchers for approval. (Approved)
3. Commissioners June 71 1411 211 2021 Minutes for approval. (Approved, correcting scrivener's
error)
4. Request authorization for the release of Strategic Infrastructure Program funding #3 for SIP
#2021-01 Grant County Hospital #4 —McKay Healthcare, McKay Phase 1 Capital Improvement
Plan. They are requesting the 3rd installment in the amount of $2.,500.00. (Approved)
5. Request authorization for the release of Strategic Infrastructure Program funding #2 for SIP
#2021-04 Port of Warden/Port District #8- Phase 2 Rail and Road Infrastructure Expansion
Project —Road Design and Engineering Portion of Phase 2. They are requesting the 2"a
installment in the amount of $24.,650.00. (Approved)
CENTRAL SERVICES
6. Budget extension request in the amount of $785,000.00 for the acquisition Of certain real
property. The properties total approximately 86.90 acres and include APNs 16-0866-002,,16-
0866-003.,

0866-003, and 16-0853-000. The subject properties are located just outside of'. Ephrata at the
corner of Road B.3 NW and SR 282 West. The total purchase price for all three properties is
$785,000.00 plus associated closing and filing fees (if any). Funding will come from the L&J New
Jail funds. (Approved, the public hearing was set for October 19, 2021 at 3:10 p.m.)
FACILITIES AND MAINTENANCE
7. Contract with Basin Refrigeration and Heating in the amount of $1-2,836.73 to replace the
existing roof top AHU Unit at the Wheeler Road building. Term is upon signature through
October 311 2021. (Approved)
8. Contract with Cost Less Carpet in the amount of $4,113.77 for the carpet replacement project
(FM2109) at the Sheriff's Office in Moses Lake. (Approved)
GRANT INTEGRATED SERVICES
9. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services
during May, August 2021 in the amount of $10,000.00 on Washington State Health Care
Authority Contract No. K5157.
10. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services in
Aug -21 in the amount of $1,.707.38 on Washington State Health Care Authority Contract No.
K5536.

11. Authorization to purchase Alternate Daily Cover ProGuard S132, green dye packs and Hydro Lok
for the Grant County Landfill in the amount of $54.,460.00 delivered excluding sales tax from
New Waste Concepts, Inc., through the extended purchase option from the awarded bid dated
October 27, 2020. (Approved)
12. Authorization to purchase multiple vehicles on the 2022 Equipment Expense Program through a
Department of Enterprise Services contract #05916. (Approved)
13. Request to the County Road Department for Reimbursable Work between Grant County Public
Works and Port District of Ephrata. Work to include overlay and patching of Railroad Street.
Work will be completed no later than November 30, 2021 with a maximum reimbursable
amount of $12.,000.00. (Approved)
TECHNOLOGY SERVICES
14. Purchase Order No. 381 in the amount of $22,722.00 to CDW for Barracuda Support Contract
Annual Renewal. (Approved)
15. Purchase Order No. 382 in the amount of $7.,492.52 to Ednetics for additional microphones for
courtroom WebEx projects. (Approved)
16. Purchase Order No. 383 in the amount of $9,222.67 to Ednetics for Vivotek Cameras, Brackets
and Licensing for Youth Services. (Approved)
