Re: Application for ABPA Funding for Moses Lake's Water Quality
Dear Grant County Commissioners & APRA Funding Committee,
If you recall, Grant County Conservation District (GCCD), now Columbia Basin Conservation District
(CBCD), submitted an application for your consideration in November 2021 for funding through the
American Rescue Plan Act (ABPA) to help Moses Lake's water quality, including four projects totaling $2.24
million.
Thankfully, the largest of the four proposed projects, treating Moses Lake's Rocky Ford arm, has been
selected for funding through the FY2023 Agriculture, Rural Development, Food, and Drug
Administration, and .Related Agencies Appropriations Bill. We would like to thank the Grant County
Commissio ers for your letter of support that was provided for GCCD's fu' ding request through
Representative Dan Newhouse's office. Your support was critical in securin $3.1 million for this project.
At this time, we are proposing a new program for your consideration, the "Grant County Healthy Lakes
Blue -Green Algae Tracker." This important program would help engage and inform the public, and increase
the safe use of Grant County lakes. The program would be implemented in collaboration between the Grant
County Health District (GCHD), CBCD, Moses Lake Irrigation & Rehabilitation, and Grant County
Tourism. We are requesting a total of $57,500 for GCHD and CBCD to develop and implement this
program as follows:

$10,000 $8,500
$9,500 $93500
$29,500 $28,000
The Healthy Lakes Algae Tracker program aligns well with the ARPA Final Rule and would greatly benefit
our county. Thank you for your time and consideration. If you have any questions or wish to meet to
discuss further, I can be reached at (509) 681-0548 or at harold-crose@columbiabasincd.org. We look
forward to hearing from you.
Sincere ,
