Re: Emergency Procurement for Sheriffs Training Building
The Sheriff utilizes a conditioned metal pole building in Moses Lake to perform training that
cannot be performed in another location due to the number ofparticipants. Typically, these
participants are in uniforms, wearing tactical equipment, and clothing, including Kevlar vests. In
an unconditioned environment, this training becomes tough, if not impossible, to properly train
and perform the essential functions due to the heat.
Recently the air conditioning unit on the building failed, and the Sheriffs maintenance personnel
attempted to repair it but was unsuccessful. He then called a local company and was advised that
the unit should be replaced due to the age and the type of refrigerant and that a successful repair
would not last.
I have confirmed this with the Contractor (Novak Heating and Air, located in Moses Lake, WA)
and agree with his assessment. Novak provided aquote to replace the failed unit with a like unit
at $17,000.99. 1 am asking the board to declare this as an emergent need providing Central
Services the ability to waive competitive bidding per our procurement policy. I have highlighted
the passage I believe justifies this request. The funding for this repair will come from multiple
sources within the Sheriff and Corrections office. The unit is currently in stock with a 3 -day ship.
"If an emergency exists, the person or persons designated by the BOCC to act in the event of an emergency may
declare an emergency exists, waive competitive bidding requirements, and award all necessary contracts on behalf
of the County to address the emergency.
For purposes of this section "emergency" means unforeseen circumstances beyond the control of the municipality
that either: (1) Present a real, immediate threat to Me
