• Emergency Management is the third mission of the Grant County
Sheriff's Office
• Not a law enforcement or corrections mission
• Emergency management is "the managerial function charged with
creating the framework within which communities reduce
vulnerability to hazards and cope with disasters."
• The Sheriff is the county's Emergency Management Director
• Staffed by a Chief Deputy and three Emergency Management
Specialists
• "Not cops, not corrections, not clerks,"
• An after -action review (AAR) is a team -based process following a
particular training exercise, an incident or a premplanned event
• An AAR focuses on an event and allows participants to discover
and review
• WHAT happened,
• WHY it happened, and
• HOW to sustain strengths and improve on weaknesses
This is a no-fault environment
Be respectful towards others
This AAR is divided into two main categories
• Internal Courthouse Operations, and
• Incident Management
Each category will include
• What went well, and
• What needs improvement
1. Input was solicited from all courthouse employees via email.
2. Employees with input were asked to submit their input to their
supervisor/elected official/department head.
3. Each supervisor/elected official/department head was asked to
send the collected input to Kyle Foreman.
4. Input was analyzed and apparent similar input was combined
into one item.
• On Friday, May 6, an unknown male delivered a package for
Commissioner Carter to the office of the Board of
Commissioners.
• A BOCC staff member then moved the package to Commissioner
Carter's office.
Thinking the package was suspicious, BOCC staff called the
sheriff's office. unaersnerITT Hectenwaia viewed the package
advised the BOCC that the courthouse should be evacuated.
• The courthouse, annex, and law and justice center were
evacuated. Jail inmates were sheltered -in-place.
• Ephrata police and fire, and AMR were requested to assist.
• The WSP bomb squad was requested.
• The Incident Command Post (ICP) was established outside the
courthouse, then moved inside the Emergency Operations Center
(EOC) in the law and justice center.
• WSP Bomb Squad techs determined the package's contents
were not an explosive device.
• The man who left the package was observed on security
cameras.
• Hazard was recognized and LE notified
• Evacuating buildings was the correct decision due to the hazard
• Note: the courthouse is in Ephrata PD'sjourisdiction so call 9-1-1,
not the sheriff's office extension

Oftentimes,, there are no law enforcement officers inside the sherif
office.
1. No mass notification alert issued through Safety Center app or
employee alarm system
■ Who owns this system and who is responsible for activation?
■ Is there a need for a new internal emergency notification system?
2. Lack of evacuation signs/maps in buildings
■ Who's responsible for maps and signs?
3. Lack of employee education, training, and exercises on
emergency procedures led to confusion among some employees
• Designated assembly areas for evacuated employees
4. The public continued to enter the courthouse facilities after
employees were evacuated
1. Review and update internal safety plans
2. Supervisors share safety plans with employees
3. Safety plans need to be exercised with employees
• Historically, the barrier has been Superior Court because safety drills interrupt court
proceedings
1. Perimeter established
2. Using "SECURE" (encrypted) radio channel
3. Command Post established outside
4. Transfer of Command was announced.
5. Emergency Operations Center activated
6. EFD and AMR included in response
7. Public mass notifications issued via Nixie and social media
helped manage the public and the press.
