North Shore Acres has doubled in size in the last ten years. There, has also been an increase in air traffic at the Grand Coulee Airport (including Life Flight) and several new hangars added for local aviation. Sunbanks Resort has added new campsites and villas in addition to hosting music festivals, weddings and other activities. Steamboat Rock State Park has increased from 3522 acres to 5043 acres. Northrup Point watercraft access has become increasingly popular and now hosts fishing tournaments. Northrup Canyon day use area is a very popular hiking and bird watching area. in addition to providing firefighting services to the entire GCFD14's jurisdiction and the areas listed above we are also responsible for providing initial attack for any fire within the district. We have contracts, with local volunteer, fire departments who provide fire protection and mutual aid to Electric City, Grand Coulee, Elmer City, Coulee City, Almira, Grant County, Okanogan County, Lincoln County, Douglas County, Colville Tribes, Bureau of Reclamation,, Bureau of Land Management and the Department of Natural Resources. Recently the Washington: Surveying and Rating Bureau completed its evaluation of the fire protection capabilities as they relate to fire insurance ratings. GCFD14 had improved from Class 7 to, Class 6 effective November 1, 2020. Currently GCFD14 owns two Wildland (Brush) Fire Trucks: 1. 2006 Ford F550 XL Super 4X4 dually flatbed with a 5,00 -gallon tank/pump. 2. 2008 Ford F550 XL Super 4X4 dually flatbed with a 300 -gallon tank/pump. Both of these vehicles are stationed at the Grand Coulee Volunteer Fire Station, Grand Coulee, WA under a contract with GCFD14. A new vehicle would be stationed at the Electric City Volunteer Fire Department, Electric City, WA under a contract with GCFD14, National Fire Protection Association (NEPA) guidelines state any trucks over 20 years old will see no value from upgrading and after 25 years should be retired. In order to provide adequate fire protection to our district and maintain our current fire protection classification we believe it is imperative that GCFD14 purchase a new Type VI Rapid Attack (Brush Truck) vehicle and equipment. The equipment we have researched and desire to purchase would be equipped with a remotely operated front nozzle so firefighters could remain in the vehicle while dousing the fire and not have to breath toxic smoke. This is especially critical when: responding to vehicle, aircraft and RV fires. This equipment has been estimated at $97K not including tax or license. A 2023 Ford Model F550 crew cab chassis will cost $80K including taxes. GCFD14 has been budgeting for the last 7-10 years for the purpose of purchasing a new vehicle; however, with our limited funding from the tax levy and stipends from Washington State Parks and Grant County PUD, it is a very slow process to build up the funds necessary for this purchase. Should the Board of Grant County Commissioners, approve the $100K ABPA funding for these purchases, GCFD14 would provide matching funds to make the purchases possible this year. OEM PAINTED CHASSIS CAB The chassis cab shall be painted standard OEM red from the chassis manufacturer. WHEEL RIMS The aluminum rims are a three-piece forged aluminum wheel with steel plate centers and shall be powder coated black. Rubber bead locks will be provided on each wheel. Spare tire to be of standard size as supplied. FRONT BUMPER Full strength BUCKSTOP bumper consists of Y4" steel in the primary impact zone and winch center and 3/16" steel under the headlights. Very difficult- to dent in animal strikes, very resilient in other collisions. REMOVABLE GRILL GUARD — Serviceability. In cases where you need to service your radiator or grill, simply take of the grill guard — no need to un -wire the winch and lights and remove the entire bumper. Also, in the event of an extreme accident, the Grill Guard can be replaced without having to be cut off, re -welded, and re -painted. WINCH ACCESS DOOR — Keep your winch out of the weather. Top access door latches to protect the winch and gives a clean look to the truck. When using the winch, remove the access Door for an ample 2 -foot opening to get at winch controls and cable spool. RUST PREVENTION — The best you can buy — sandblast and two -coat powder. BUCKSTOP bumpers are powder coated with an industrial strength, baked -on finish. Each bumper is fully sandblasted, coated with primer powder coat, baked. and pre -cured, re -shot with topcoat, and baked and cured one more time. All critical seams are welded, inside and out. An open seam is a sure place for rust to develop. BUCKSTOP bumpers all have OEM "J" type tow hooks or re -located factory tow hooks. These hooks are easy to work with having plenty of clearance for attaching on a chain or tow strap and 180 degrees of pulling angle. BODY AND COMPARTMENT CONSTRUCTION All body panels and compartment floors shall be fabricated with 1/8" (.125) alloy 3003 tread rite aluminum sheets for the doors and aluminum sheets for the remainder of the boxes. July -15, 2021 REV 2 Page 4 of 25 WW True North Emergency Equipment- Wildland Type VI COMPARTMENT DRAIN HOLES Each compartment shall have drain holes to allow standing water to exit the compartment underneath the apparatus. COMPARTMENT LIGHTING Each lighted compartment shall be lit with a rugged LE® strip light; running vertically along the compartment door opening and activated by an automatic switch. This style of lighting shall provide uniform and consistent illumination throughout the compartment. COMPARTMENT Ll and RI- Under the Bed Right and Left Side There shall be a compartment located behind the chassis cab, below the flatbed towards the cab with an approximate door opening of 24" wide x 18.5" high and a single, vertically hinged swinged drop-down door. The compartment door handle shall be locking. The compartment shall have a usable depth of approximately 18)) There shall be floor matting installed in the compartment to provide traction and drainage should water enter the compartment. This compartment door opening shall be supplied with one (1) lighting strip. COMPARTMENT L2 and R-2- Mounted to the toI2 of the bed Right and Left Side There shall be a compartment located above the rear chassis wheels, running the length of the flatbed with an approximate door opening of 91" wide, 27" tall and 18.75" deep and a single, horizontally hinged, door opens upward, held in place with 1- gas shock at the 90 -degree level. I The compartment door handle shall be locking. The compartment shall have a usable depth of approximately 18.75". There shall be floor matting installed in the compartment to provide traction and drainage should water enter the compartment. July -15,2021 REV 2 Page 5 of 25 VVW True North Emergency Equipment- Wildland Type VI QUNNAGE STORAGE There shall be a dunnage storage area built integral above the left side and right -side compartments, running the full length of the cabinet body (91) The dunnage area shall be approximately 9" in height and accessible from the top. This area shall be equipped with drain holes to allow standing water to exit. NOTE: Lighting will not be provided in this area. SPECIFICATIONS WHELEN CENATOR LIGHTBAR The main structure of the lightbar must be one-piece extruded aluminum bottom and two-piece extruded aluminum top held on by 4 screws per side. Lightbars with plastic/polycarbonate tops are not acceptable. The lightbar shall house all electronic components. The lightbar shall measure: a maximum of 2.7 inches high x 12.4 inches gide .x 54 inches long excluding mounting brackets. The lightbar must have Hi/Low power control of any or all LED warning modules and must allow for individual control and switchi . ng of the LED Light heads to accomplish. the progress intensity lighting required of the department. Lightbars that do not offer this ,feature are not acceptable. The lightbar shall contain one (1) internal control module 1/0 board which shall contain all the electronics required to operate all internal light heads. This single module is required for ease of servicing the lightbar, The lightbar's primary warning shall have a maximum of four (4) linear Super LED modules [1 in each corner] with only the four corner modules to meet SAE Class I 360-deg'ree requirements. Lightbars that utilize more than four modules to meet SAE 4845 Class I requirements are not acceptable. A copy of the Testing Lab or AMECA Certificate confirming that the lightbar conforms to SAE Class 1 requirements is required with this bold. Failure to submit, this document will disqualify the bidder. The Super LED alley light must produce a 200 spotlight, and the light output must not be blocked by a screw boss, screw, web in the lens, etc. With a measurement no greater than 3 inches wide x 1 inches high, each alley light must contain one (1) Super -LED mounted in a row with a precision deep reflector for maximum light output. Lightbars that do not use Linear LED's as primary warning are not acceptable. The lightbar shall have Linear- LED @ modules in the four corners. Each Linear' 12 corner module shall consist of a minimum of twelve (12) Super -LEDs permanently mounted within a single "removable" highly mirrored parabolic reflector for maximum light output corner light modules that utilize multiple reflectors or mirrors are not acceptable since they do not provide a true even light spread. The twelve (1 2) LEDs shall be mounted in a straight line and have a single diffuser panel mounted in front of them for maximum light output. All inboard Linear -LED panels shall be the same design as the Linear12 described above. The light heads shall be modular so that the corner module and inboard modules are interchangeable allowing for ease of configurability and serviceability. All light heads must be Super -LED. There shall be no lens dividers or obstructions between light modules, this gives the visual effect of one simultaneous row of LEDS. The use of halogen or incandescent lamps is unacceptable and will cause July -1.5, 2021 REV 2 Page 6 of 25 WW True North Emergency Equipment- Wildland Type V1 the bid to be considered non-responsive. The 1/0 module shall be 100% solid state with built-in reverse -polarity protection and output -short protection. They shall operate from 10-16 VDC with no degradation in flash rate and shall operate through a temperature range of -30 degrees Celsius to 60 degrees Celsius. The lightbar shall be designed to have - up to ten (10 ) lamps to the front, ten (10) lamps to the rear, and one (1) on each end. The lenses shall be constructed of polycarbonate with built-in spreader optics and a horizontal non -fluted strip across the center of each lens for maximum light output at the "zero" H -V point. The LED panel must be mounted within the lightbar. Systems In which the LED panel/lens assembly makes up the outside configuration of the lightbar are not acceptable. The lightbar must utilize angle piece polycarbonate domes that slide into the extrusion and are held in place by an aluminum top that secures to the lightbar via four screws. The one-piece dome shall have a single sealing point that wraps around all the internal components to protect the lightbar from weather elements. Lightbars that utilize domes held in place by clips are unacceptable as the domes will allow sunlight to wash out the warning light, and clips can fail over time. The outer lens color shall be clear. The domes should be sprayed with a hard coat to protect them from weather elements. There shall be two (2) cables exiting the lightbar on the passenger side. Each cable shall be heavy duty water resistant. The following cables should be provided, a 2 conductor 8 -gauge power and ground cable and a 2 conductor 20 -gauge serial cable. The external cable shall be a minimum of 17 feet and exit the passenger side of the lightbar. The serial cable shall plug into an electronic control module which must communicate all lightbar operating functions to the lightbar. There must be a minimum of eighteen (18) function wires on the ECM that are programmed -via software to allow for simple programming of each individual light head, including On/Off operation, choice of four phases and multiple flash patterns, cruise light intensity, Hi/Low control, and Traffic Advisor T11 patterns. The nonconductor cable can be connected to any ground side switching controller to perform traffic advisor functions. The lightbar shall have a photocell as standard feature. The photocell will automatically put the lightbar into low power mode during nighttime .operation. Operating under lowpower during nighttime conditions enhances officer safety by not obscuring motorist's vision with bright light, but instead providing them with better visibility of the vehicle and its surroundings. The standard mounting kit ' shall include a combination permanent mount and gutter mount. All hardware shall be stainless steel. Gutter straps must be designed for most late model vehicles. 295SLSA6 SIREN AMPLIFIER The siren shall be a 295SLSA6 ("Hands -Preen, with i- ices and Scan -Lock siren tones). The siren amplifier shall be 12 volts DC and capable of operating at 100/200 watts RMS output. The siren amplifier shall be a six -function siren, plus radio repeat and public address. The default siren tones are: MANUAL; WAIL (800 to 1600 Hz -12 cycles per minute); YELP (8+00 to 1600 Hz -180 cycles per July -15, 2421 REV 2 Page 7 of 25 WW True North Emergency Equipment= Wildland Type V1 minute); PIERCER (800 to 1600 Hz - 800 cycles per minute); and AIRHORN (coni posite - constant). In the "Hands Free" mode, and with the On/Off power switch in the "On" position, the siren shall be in "Stand -By" mode, awaiting instructions. The siren will progressively change from Tone I "wail" to Tone 2 "yelp" to Tone 3 "Piercer" simply by tapping the horn ring only once, each time. Twoquick taps will restore the siren to "stand by". This eliminates the need for one -hand driving while fumbling for the siren controls (both hands stay on the steering wheel, and both eyes are always on the roa.d). This shall reduce the risk of accident. The Power On/Off switch can control transfer of Horn Ring to OEM horn or siren amplifier. The siren will also have two manual functions which allow for additional siren tone choices. Auxiliary Yelp The amplifier shall have one recessed "preset" volume control for the radio rebroadcast, and an external adjustable volume control for the microphone. The siren shall include a Si -Test@ mode, a significant risk -management advantage which provides real time indication of equipment malfunction status. This feature instantly assures the operator of pro perwarning capability and two -speaker operation for high-risk situations. It also eliminates the need for annoying siren testing during vehicle inspection (silent test). The siren must have a siren interrupt (Parr. Kill with restart) feature. All siren functions shall be backlit with adjustable- intensity (via auto dimmer switch) for ease of night-time visibility. The siren shall be mounted on a slide -out chassis including a quick disconnect plug for ease of maintenance, replacement, or exchange. The siren can be activated from an "Aux Enable" input such as a slide switch control, power switch control or other relay -activated connections. The siren system shall come completely assembled with a four -position slide switch and sixpush buttons programmable through front panel switches and rear scan -lock button for security at the user level. All switches must utilize relays to control all lightbar or'accessory functions. The unit shall be supplied with a minimum of three (3) 20 -amp relay outputs and six (6) 15 amp relay outputs. The slide switch can be programmed to activate any combination of the nine outputs. The third "on" position of the slide such may be used to control the siren. All six Push Button switches must have the ability to be programmed in one of four Modes. These four modes are: Mode 1: - Momentary, Switch activated for as long as the switch is depressed.
