I am requesting the county to create a new special revenue ffind - Vessel Registration Fees
142.001. This ftind will account for vessel registration fees received from. the state. The -use of
these fiTnds are legally restricted to boating safety education and enforcement per the intent
found in F 79A.60,010, and the conditions in RCW 88.020.640, I 88.0-2.650 and WAC
352-65.
Upon. creation of the fund, I am requesting a cash transfer of $117,855.25 from Current Expel -Ise
001.000 to Vessel Registration Fees 142.001. 1 have worked with the Sheriff s office to
detennine this amount reflects the total vessel registration fees currently maintained in Current
Expense. Be gi*

Additionally, I am. requesting a budget transfer of $30,000 from Current Exp n e

Lastly, I am requesting a budget extension of $118,440.60 for Current Expense and. an extension
of $206,881.20 for Vessel. Registration Fees.

allocation must be based on the numbers of registered vessels by county of moorage. Each
benefiting county is responsiblefor equitable distribution ofsuch allocation to other
jurisdictions with approved boating safety programs within the county. Any fees not allocated
to counties due to the absence of an approved boating safety program must be allocated to
the state parks and recreation comm issionfor awards to local governments to offset law
enforcement and boating safety impacts of boaters recreating injurisdictions other than

dollars perfiscalyear must be allocated to counties by the state treasurer or boating safety,
education, and law enforcement programs,,

administered by the state parks and recreation commission provide 'Wash ing ton's citizens
with clear and reasonable boating safety regulations and penalties. Therefore, the legislature
intends to recodify, clarify, and partially decriminalize the statewide boating safety laws in
order to help the boating community understand'and comply with these laws.
