Re: Request to Proceed. with Hand Rail Repairs
Dear BOCC,
In the 2022 capital budget it was approved to repair the Historic Courthouse Steps. One of the
tasks of this project was to remove the handrails for the contractor to be able to remove the old
coverings and prepare the concrete for resealing. While the handrails were being removed it was
found the mounts were corroded and inseparable on the outer rails and the bolts the held the
center rails were unable to be removed and broke off.
To repair these conditions the rails will need to have the mounting pipes cut off with new one
welded on and then the rails blasted and re -coated. While this work is being done, they will also
be modified to be in compliance with modern building codes.
The project was put out to bid to four contractors. Only one bid was submitted that covered the
scope of the project. Specialty Welding of Moses Lake bid $17500 to rebuild, modify the rails to
code and re -coat.
Therefore, I am respectfully asking the Grant County Board of Commissioners for approval to
proceed with allowing Specialty Welding to do this project. The cost of this will be paid with the
balance of the Front Stairway Repair project from the 308 bond 308.000.00.0000.594186210,
which has a balance of $5184.80 and the remaining $12,315.20 from the Facilities and
Maintenance budget repair account, 001.112.00.0000.518304800, which has a balance of
$77,500.
