After review and discussion, a motion was made by Commissioner Carter, seconded by
Commissioner Jones, to award the paper of record from July 1, 2022 through June 30, 2023 to
the Columbia Basin Herald in the amount of $5.50 per column inch. The motion passed
unanimously.

Personnel Action Request (PAR) for the salary, wage and/or position change for Rachel Jorgensen,

The Commissioners approved an amendment to Policy No. 1202.11—Out of State Travel to remove
1202.11.1(b) which stated each employee will need to use the "Airline Comparison Tool" form.
The Commissioners approved an amendment to a previous recommendation for 2022 Wage
Enhancement Payment for New Hope/Kids Hope. Portion d. was removed stating the payment
would be included on their April 10, 2022 paychecks.
Pursuant to RCW 42.30.140(4)(a) Commissioner Stone called an Executive Session to order at 9:03
a.m. to go until 09:30 a.m. regarding Negotiations. In attendance were Commissioners Carter,
Jones and Stone (via Webex), Kirk Eslinger and Decorah Anderson with Human Resources, and Del
Anderson with Renew. The session was continued to 9:45 a.m. Commissioner Stone closed the
session at 9:45 a.m.
Pursuant to RCW 42.30.110(1)(8), Commissioner Jones called an Executive Session to order at 9:47
a.m. to go until 10:00 a.m. regarding Job Application/Evaluation. In attendance were Commissioners
Carter, Jones, and Kirk Eslinger and Decorah Anderson with Human Resources. Commissioner Jones
closed the session at 10:00 a.m.

3. Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Jones, to approve the agenda as presented. The motion passed with 2 Commissioners in
attendance. (Commissioner Stone was out)

6. Consent Agenda- (Items 1 through 25) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If separate discussion is desired,
that item may be removed and placed under Board Discussion/Decision. A motion was made by
Commissioner Carter, seconded by Commissioner Jones, to approve the agenda as presented
removing item #17 per Public Works request, as well as moving item #9 to the next weeks
agenda (4/11/22). The motion passed with 2 Commissioners in attendance.

allocation of grant funds from the Local Solid Waste Financial Assistance Grant from the

1. Walk-on Items: A motion was made,by Commissioner Carter, seconded by
Commissioner Jones to approve the walk-on items as presented. The motion passed
with 2 Commissioners in attendance.
o Out of state travel request in the amount of $2,821.81 for Darci Alamos with
Renew to attend the RX Drug Abuse and Heroin Summit in Atlanta, Georgia
April 17, 2022 through April 21, 2022. This will be funded out the Behavioral
Health fund.
o Letter of support to Representative Dan Newhouse, for Grant County
Conservation District's FY23 Community Project Funding Request to improve
Moses Lake's water quality.

The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
• Central Services Fund #132, Department #178 in the amount of $608,110.00 from REET 1 to
fund the Bathroom Project (CSD2201fg) at the fairgrounds. This project was budgeted but
the final bid came in higher than projected.
• Central Services Fund #1261 Department #168 in the amount of $20,548.41 from REET 1
funds to fund the Barn Water Addition Project (CSD2202fg) at the fairgrounds.
• Central Services Fund #001, Department #112 in the amount of approximately $65.,887.96
for the addition of a new Landscaper position in Central Services from fund
001.112.00.0000.518301100.
• Superior Court Fund #001, Department #103 in the amount of $109.,041.00 to receive funds
from Northwest HIDTA Prevention and Treatment Initiative to fund the Drug Court Program
for the 2022 calendar year (001.103).
• Superior Court Fund #001, Department #103 in the amount of the amount of $122,262.10 to
receive Department of Justice grant funds for their Drug Court Program.
Tom Gaines, Central Services Director described his requests. The extension request for the
bathroom project was originally $608,,110.00 but it was discovered that there was a carryover of
funds from 2021. A budget transfer from REET monies, 11t quarter in the amount of $250,,000.00
(126.168) is now being requested.
Mr. Gaines stated the barn water addition is a transfer to assist with the expenses; and the
Landscaper position was approved in the 2022 budget but he didn't carry it over correctly, so this is
being requested.
Shareen Laughlin from Superior Court gave a brief description of their request. Katie Smith clarified
that the expenses total $99.,669.25 and the DOJ grant was only going to cover $91,669.25.

There is a difference of $8,000.00 that will come from Law and Justice funds. The Board determined
that the remaining $22,.592.85 will also be taken from Law and Justice Funds.
A motion was made by Commissioner Carter, seconded by Commissioner Stone, to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Carter, seconded by Commissioner Jones to approve the budget extensions but
amending the amount to the bathroom project to $358,,110.00 and approving a transfer in the
amount of $250.,000.00 from REET funds. Commissioner Stone's connection to Webex was lost. The
motion passed by 2 Commissioners. (Resolution No. 22 -036 -CC signed on 4/19/22)
