Pursuant to RCW 42.30.110(1)(8) -Job Applicant/Evaluation and RCW 42.30.110(1)(f) —
Personnel Disciplinary Matters, Commissioner Stone called an Executive Session to order at 1:01
p.m. to go until 1:16 p.m. In attendance were Commissioners Carter, Stone and Jones, and Sam
Castro, Public Works. The session was then continued to 1:22 p.m. Commissioner Stone closed
the session at 1:22 p.m.

2. Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None
3. Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Jones, to approve the agenda as presented but holding item 5. The motion passed
unanimously.
4. Correspondence (ie. Emails that have come in that need response, letters of support etc)
5. Commissioners Roundtable —Miscellaneous Discussion
6. Consent Agenda (Items 1 through 27) -All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If separate discussion is desired,
that item may be removed and placed under Board Discussion/Decision. A motion was made by
Commissioner Carter, seconded by Commissioner Jones, to approve the consent agenda as
presented but holding item 5. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and
those expense reimbursement claims certified by the auditing officer as required by
RCW 42.24.090, as recorded on a listing and made available to the Board. Approved in
the amount of $870,,304.29.
COMMISSIONER'S OFFICE
2. Approval of January 24, 2022 Commissioner minutes.
3. Invoices
4. Reimbursement #8, request #8 from Opportunity Industrialization Center (OIC) on
Department of Commerce CDBG CV -1 grant No. 20-6221C-111 in the amount of
$18,386.16.
5. Request to purchase scanner for the Board of Equalization in the amount of
approximately $2,105.87. Funding would come from the approved 2022 budget by
transferring funds internally, utilizing unused funds from the
001.126.00.0000.5142413201 -Temporary Help Budget Line. Item being held for further
review.

6. Amendment C on the Washington State Department of Commerce Community Services
and Housing Division Housing Assistance Unit Shelter Program Grant, No. 21-4610C-104.
Amendment purpose is to update the scope of work to add bed inventory and amends
the end date to June 30, 2023.
7. Memorandum of Agreement, Appendix A in the amount of $104,728.00 with the
Washington State University Extension. Agreement period is January 1, 2022 through
December 31, 2022.
8. Reimbursement request from the Housing Authority of Grant County on the
Department of Commerce Eviction Rent Assistance (ERAP) 2.0 Grant No. 21-4619C-108
in the amount of $1,,113,889.52 for January 2022 expenses.
9. Reappointment letter for Wesley Sieg to the Noxious Weed Control Board for a 4 -year
term beginning March 1, 2022 through February 28, 2026.
10. Reappointment letter for Ron Tebow to the Noxious Weed Control Board for a 4 -year
term beginning March 1, 2022 through February 28, 2026.
CENTRAL SERVICES
11. Application for Site -Specific Comprehensive Plan Map Amendment with the City of
Ephrata to amend use to an Urban Public Facility Zone for a County Jail. The parcels nos.
are 16086603, 16086602, 160853000. The parcels are currently zoned Rural Residential
1 and Rural Residential Commercial.
DISTRICT COURT
12. Interlocal Agreement Between the City of Soap Lake and Grant County for the Provision
of Court Services Within the Municipal Department of the District Court. Term of
agreement is January 1, 2022 through December 31, 2026.
13. Interlocal Agreement Between the City of Grand Coulee and Grant County for the
Provision of Court Services Within the Municipal Department of the District Court. Term
of agreement is January 1, 2022 through December 31, 2026.
FACITI LITES AND MAINTENANCE
14. Request to proceed with ADA Handicap Accessible Door openers project for Auditor's
Office - Licensing and Recording as well as Elections office to only bidder Skaug Brother's
Glass in the amount of $9,,873.00. Project will be funded from Facilities and
Maintenance Capital project code 308.000.00.0000.594186210. Contract with Skaug
Brothers was signed.

15. Previously approved on the January 17, 2022 consent agenda, itis now determined a
budget extension needs to be requested. Request for final payment be made to
Community Attributes Inc. (CAI) in the amount of $9,381.88 for the Economic Impact
Study that was completed in 2021. Funds will be paid from REET Fund#133.184.

PROSECUTING ATTORNEY'S OFFICE
16. Appointment and Oath of Office of Special Deputy Prosecuting Attorney for Bryton
Redal of Evans, Craven and Lackie, P.S., to perform and render legal assistance, advice,
and litigation if necessary. Term is from appointment through December 31, 2022.
17. Appointment and Oath of Office of Special Deputy Prosecuting Attorney for Sean Boutz
of Evans, Craven and Lackie, P.S., to perform and render legal assistance, advice, and
litigation if necessary. Term is from appointment through December 31, 2022.
18. Appointment and Oath of Office of Special Deputy Prosecuting Attorney for Christopher
Ries of Ries Law Firm P.S., to perform and render legal assistance, and counsel regarding
the duties and responsibilities pertaining to Daryl Pheasant, elected Treasurer of Grant
County. Term is from appointment through December 31, 2022.
19. Appointment and Oath of Office of Special Deputy Prosecuting Attorney for Anthony
Menke of Menke Jackson Beyer, LLP, to perform and render legal assistance and counsel
regarding labor law, employment law and personnel matters. Term is from appointment
through December 31, 2022.

Entrust Community Services to provide Individual Supported Employment and
Community Inclusion services. Term is July 1, 2021 through June 30, 2022.

25. Purchase order No. 397 in the amount of $25,408.53 for annual renew of software and
Grant County Amendment No. 3, Edneticsnne-Compute, Network and Protect Contract
No. EO-WAGRCO-02012019-1,
26. Purchase order No. 398 in the amount of $59,620.00 from Esri Inc. for annual software
maintenance to be split between Building/Planning and Public Works.
27. Purchase order No. 399 for Ednetics for yearly maintenance fees in the amount of
$15,237.79.
7. Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent
Agenda. These items will be acted upon in one motion) A motion was made by Commissioner
Jones, seconded by Commissioner Carter, to approve the three (3) walk-on items as
presented. The motion passed unanimously.

o Request from the Chief Accountant to transfer $500.,000.00 from the
Benefit Reserve Fund (#525) to the Interfund Benefit Fund (#505) due to
the high claim costs incurred in January.
o Structural Engineering Fee Proposal from Pacific Engineering for the
Fairgrounds 4H Roof Truss Repair. The proposed fee is $5,,800.00.
o Invoice from Jurassic Parliament in the amount of $1.,600.00 for a Video
Conference Training on Parliamentary Procedures and Mastering
Commission Meetings.
