The Commissioners approved and signed the Public Works County Payroll Salary Fund for their February
25, 2022 payroll.
Purchase and Sale Agreement: This agreement controls the terms for conveyance of real property. This
agreement is between Grant County and Karl Northrup and Corina Northrup for the purchase of a
building located at 21 C Street NW, Ephrata (Parcel No. 14-0905-000) for the amount of $455,.000.00.
(This agreement was not accepted by the seller and is now null and void)

support of Grant County's Slavic residents. A motion was made by Commissioner Jones,
seconded by Commissioner Carter to approve the agenda as presented with 1 walk-on being
added. The motion passed unanimously.

Carter to approve all items of the consent agenda except item 14 as there is no budget for the
drug court yet. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and
those expense reimbursement claims certified by the auditing officer as required by
RCW 42.24.090, as recorded on a listing and made available to the Board. In the amount
of $357,371.55.

4. Reappointment letter for Jim Brakebill to the Grant County Veterans Advisory Board for
another 4 -year term beginning March 13, 2022 through March 12, 2026.
5. Appointment letter for Elliot Delong to the Grant County Solid Waste Advisory
Committee representing the Conservation District as a primary, voting member.
6. Amendment B on the Washington State Department of Commerce Community Services
and Housing Division Housing Assistance Unit Consolidated Homeless Grant (CHG) No.
22-46108-10 which adds CHG standard funding in the amount of $120,060.00 for a new
contract amount of $1,735.606.00. Amendment start date is February 1, 2022 through
June 30, 2023.
7. Special occasion liquor license application for Big Bend Community College and their
event to be held at the ATEC Building, 7611 Bolling St., Moses Lake on May 7, 2022.
8. Request from City of Warden to extend the project completion date for Strategic
Infrastructure Program (SIP) project No. 2020-04, Commercial Truck Parking Facility
project to August 10, 2022.
9. Request from the City of Moses Lake to utilize HopeSource as a subcontractor to
provide services identified in the Washington State Department of Commerce Grant
#22-46108-10 Consolidated Homeless Grant funds for Hotel Leasing and Rapid Re -
Housing, to end homelessness.
CENTRAL SERVICES
10. Budget extension request in the amount of $34,,102.03 to perform enhancements to the
current MUSCO lighting project at the fairgrounds to add fiber and network cables to
allow the possibility of cameras as well as a new PA system. This will be a change order
to Neppel Electric. Funding will come from REET 2 funds 132.178.00.9112.594736214
for this capital project.

11. Request to proceed with CDB HVAC replacement project (#FM2206) utilizing Basin
Refrigeration and Heating Inc. The amount of the project is $39, 809.90 including tax
and will be funded from REET 132.178.00.9112.594186210 for this Capital project.
PROSECUTING ATTORNEY
12. Appointment and Oath of Office of Special Deputy Prosecuting Attorney for Leslie
Nellermoe of Nossaman, LLP to perform and render legal assistance and advice relative
to environmental, Superfund Site and Landfill matters. Oath expires December 31,
2022.
RENEW
13. Request to purchase four 2022 Ford Bronco Sport 4x4's from Bud Clary Ford Hyundai
through Department of Enterprise Services to add to current fleet in the amount of
$117,848.14. This is included in the 2022 budget and will be purchased from fund
108.15 0.00.0000.5 64.00.6400 .
SUPERIOR COURT
14. Request to purchase a copier for Drug Court personnel in the amount of $7,978.24
including sales tax. Grant funds for Drug Court program will be used to purchase copier.
This item was denied as there is no drug court fund set up yet.
TECHNOLOGY SERVICES
15. Purchase order No. 402 to Adobe for software renewal in the amount of $31,135.96.
