Pursuant to RCW 42.30.140(4)(a) Commissioner Carter called an Executive Session to order at
2:01 p.m. to go until 2:30 p.m. regarding negotiations. In attendance were Commissioners
Carter, Stone and Jones, and Kirk Eslinger, Human Resources Director, Decorah Anderson, Sam
Castro, as well as Suhail Palacios. The session was then continued to 9:51 p.m. Commissioner
Carter closed the session at 2:51 p.m.

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 3 and 5 on the agenda as presented, holding item 4 for further review. The motion passed
unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of

4. Request to implement a rate increase to the 2022 Grant County Fair rates and miscellaneous
Fairgrounds rates. (Held for further review)
PUBLIC WORKS
5. Request to purchase Road Salt through State Contracts in the amount of $142,942.80 delivered,
excluding sales tax from EnviroTech Inc. through Washington State Department of Enterprise
Services Contract No. 02714. Price per ton is $170.17. (Approved)
3:00 p.m. -3:10 p.m. Open Record Public Hearing, Declaring County Property Surplus located
in Quincy (Parcel Nos. 040017000, 040018000, 040019000, 040020000)
The Commissioners held an Open Record Public Hearing to consider Property Surplus located in
Quincy (Parcel Nos. 040017000, 040018000, 040019000, 040020000) for sale to the City of
Quincy and setting assessed value as minimum.
Sam Castro, Public Works Director gave a brief synopsis of the surplus and the intent to sell the
property to the City of Quincy for the amount of $84.,000.00.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Stone to approve the surplus as presented.
The motion passed unanimously. (Resolution No. 21 -106 -CC)
3:10 p.m. -3:20 p.m. Open Record Public Hearing, Declaring County Property Surplus —Gloyd
Drop Box (Parcel No. 170928002) Hearing to declare surplus property
for sale to the United States Bureau of Reclamation located in S 141 T 20
N, R28 EWM.
The Commissioners held an Open Record Public Hearing to consider the surplus of Parcel No.
170928002 for sale to the United States Bureau of Reclamation located in S 14, T 20 N, R 28 E
WM, formerly known as the Gloyd Drop Box.
Sam Castro, Public Works Director gave a brief synopsis of the surplus and the intent to sell the
property to the United States Bureau of Reclamation (USBR) for the amount of $46,165.00.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Stone, seconded by Commissioner Jones to approve the surplus as presented.
The motion passed unanimously. (Resolution No. 21 -105 -CC)
