Items 7 and 15 were held for further review. The motion passed unanimously. ASSESSOR'S OFFICE 1. Petition for Property Tax Refund (RCW 84) in the amount of $297.71 (plus interest) for Joe Hatch and Camilla Hatch for a claim for refund as a result of a manifest error. This form is being signed by the Commissioners due to a conflict of interest. (Approved) AUDITOR'S OFFICE 2. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those.expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amounts of $845,,402.36 and 680273.31) CENTRAL SERVICES 3. Request for out of state travel for Ken White and Lori Halliday to attend the League Footing Academy from January 16-22,,2022 in Austin, TX. (Approved, the public hearing was set for November 23, 2021 at 3:40 p.m.) COMMISSIONERS OFFICE 5. Commissioners Office and Public Defense Vouchers for approval. (Approved) 6. Letter of support for Three Rivers Behavioral Health Recovery Center and their application for funding to provide treatment assessment, medical withdrawal management (detox) and other services in the Tri -Cities. (Approved) 7. DRAFT -Resolution of support for grant county employees seeking protection from medical intrusion and employment termination based on vaccination status. (Hold until 11/2/21 Consent) FACILITIES AND MAINTENANCE 8. Recommendation to award the bid for the carpet replacement project (FM2114) at the District Court Facility on Wheeler Road to Cost Less Carpet of Moses Lake in the amount of $29,370.07. This will be paid from REET 2 (132.178). If approved, a contract with Cost Less Carpet will be signed. (Approved) NFW H®PF 9. Client Service Contract #2112-31239 with Department of Social and Health Services (DSHS) for American Rescue Plan FVPSA Funds for Domestic Violence Services. Term is 10/1/2021 through 9/30/2023. Maximum contract amount is $70,000.00. (Approved) NOXIOUS WEED CONTROL BOARD 10. Budget transfer request in the amount of $4,500.00 from Enforcement Weed Spraying (Fund# 664.001-123) to small tools > $550 (Fund# 664.000-564), to purchase a 10' x 20' storage shed. (Approved) P11R1 it WORKS 11. Request to rent (1) Case 2050 Dozer for the Grant Orchards pit site, from Central Machinery Sales, Inc. in the amount of $10,,636.48 including sales tax. (Approved) 12. Request to purchase rock tines and mower blades from Braber Equipment LTD through Extended Purchase Option of the 2021 Quote call. Items requested to purchase include: (Approved) • One (1) 2022 John Deere 325G compact track loader with post drive, auger, forks, and snow blade for Public Works Bridge Department from Pape Machinery for $94,801.01 including sales tax from Sourcewell contract #032119-JDC. • One (1) 2022 John Deere 6110M tractor with Tiger WILDCAT mower attachment for Public Works Road District #1 from RDO Agriculture Co. for $179,.872.63 including tax from Sourcewell contract #3986 • Two (2) 2022 John Deere motor graders with wings for Road District #2 and District #3 from Pape Machinery for $818,784.26 including tax from Sourcewell contract #032119-JDC 14. Subcontractor agreement between Grant and Adams County Developmental Disabilities and Moses Lake Community Health Center to provide Education and Information Services and Parent to Parent Services. Term is 7/1/2021- 6/30/2022. Maximum agreement amount shall not exceed $47,,277.00. (Approved) 18. Criminal Justice Treatment Act Plan for Grant County in the amount of $90,024.00 for term 10/1/2021— 9/30/2022, which provides substance abuse services. (Approved) 19. Request to purchase a paging solution phone system from Ednetics in the amount of $22,,674.62. (Approved) 20. Reimbursement Request (A-19) for contract work performed by Renew (Formerly Grant Integrated Services) in Aug -21 in the amount of $1,,707.38 on Washington State Health Care Authority Contract No. K5536. A-19 was previously signed on 9/28/2021, line items had to be readjusted and requesting new signature. (Approved) 21. Reimbursement Request (A-19) for contract work performed by Renew in Jul -21 in the amount of $23,877.33 on Washington Health Care Authority Contract No. K3919. (Approved) SHERIFF'S OFFICE 22. Request to purchase Gray Key Essentials package IOS and Android phone device analytic software from Grayshift in the amount of $10,070.00. Requesting permission to use the previously approved capital purchase monies, once earmarked for Emergency Lights $37,448.04, 2021 Sheriff Budget 001.114, for a broader purpose (new vehicle builds), to include emergency lights. (Approved) TECHNOLOGY SERVICES 24. Purchase Order No. 385 in amount of $65,,482.28 to Aumentum Technologies for maintenance fees of Terra Scan software used by the Assessor's and Treasurer's Offices. (Approved) TREASURER'S OFFICE 25. Request to transfer second quarter 2021 Trial Court Improvement monies from the Law and Justice Fund per SSB 5454. The amount is $16,852.00. (Approved) 3:00 p.m. -3: 05 p.m. Open Record Public Hearing, Central Services Budget Extension The Commissioners held an Open Record Public Hearing to consider the following budget extension request from the Central Services Department in the amount of $281,300.00 for the MUSCO .lighting project (126.168). The previous extension request was approved by the Board in 2020 but the funds were put into the General Fund and not carried into the Central Services 2021 budget. Tom Gaines, Central Services Director discussed the request. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public comment portion of the hearing. The motion passed unanimously. A motion was made by Commissioner Jones, seconded by Commissioner Stone to approve the budget extension as presented. The motion passed unanimously. (Resolution No. 21 -111 -CC) MISCELLANEOUS ITEMS The Commissioners approved and signed the Public Works County Payroll Salary Fund for their October 22, 2021 payroll.
