Amendment within their Urban Growth Area. A motion was made by Commissioner Jones,
seconded by Commissioner Carter, notifying the City that Clemons, Rutherford and Assoc,
Brotnov Architecture and Planning, Damien Hooper and Tom Gaines are the Authorized
Agents for the County. The motion passed unanimously.

2. Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
o A group of citizens who live in the McConihe Area came to discuss and a business that
has moved into their area and parking large semi -trucks around their property. The
zoning of the area is Rural Residential 1. This issue should have been turned into Code
Enforcement. Commissioner Stone was going to look into this and get back to the
group,
3. Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Jones, to approve the agenda as presented. The motion passed unanimously.
4. Correspondence (ie. Emails that have come in that need response, letters of support etc)
5. Commissioners Roundtable — Miscellaneous Discussion
6. Consent Agenda- (Items 1 through 29) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If separate discussion is desired,
that item may be removed and placed under Board Discussion/Decision. A motion was made by
Commissioner Carter, seconded by Commissioner Jones, to approve all items on the consent
agenda except items 7 and 11. These items were denied. Item 17 was withdrawn by the
Prosecuting Attorney. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and
those expense reimbursement claims certified by the auditing officer as required by
RCW 42.24.090, as recorded on a listing and made available to the Board. In the amount
of $2,,024.,475.79.

2. Approval of January 31, 2022 Commissioners Minutes.

4. Out of state travel request for the 2022 year for WSU Extension office to travel to
Oregon State University Hermiston Agricultural Research & Extension Center, and
Moscow, ID to conduct their jobs as needed.

5. Reimbursement request from the Housing Authority of Grant County on the
Department of Commerce Emergency Solutions Grant (ESG-CV) No. 20-4613C-100 in the
amount of $70.48.
6. Reimbursement request from the Housing Authority of Grant County on the
Department of Commerce Consolidated Homeless Grant (CHG) No. 22-46108-10 in the
amount of $33,683.02.
7. Reimbursement request for Strategic Infrastructure Program (SIP) Project No. 2021-02
Infrastructure Support for Replacement Public Hospital for Grant County Hospital
District #1 -Samaritan Healthcare, in the amount of $50.,000.00 grant. Denied
8. Held from the February 8, 2022 Consent Agenda: Request to purchase scanner for the
Board of Equalization in the amount of approximately $2,105.87. Funding would come
from the approved 2022 budget by transferring funds internally, utilizing unused funds
from the 001.126.00.0000.5142413201 -Temporary Help Budget Line.
9. Letter of appreciation to Janet Eckenberg for her service on the Grant County Fair
Advisory Committee (FAC).
10. Extension request for Strategic Infrastructure Program (SIP) Project No. 2020-06- Port of
Quincy Intermodal Yard Container Expansion Phase 2 to extend completion date to
March 31, 2022.
11. Recommendation from the Strategic Infrastructure Program Committee to approve the
SIP No. 2022-01 Grant County Port District #1—Port of Quincy application. in the amount
of $300,,000.00 grant for the Intermodal Yard Container Expansion. Denied

12. Request for revised policy on youth rates to utilize fairground facilities. Proposed is that
all youth programs use the Fairgrounds facility free of charged based on availability and
not impede programs that are paying to rent the facility.
13. Request to proceed with the installation of new 16 -stall shed row in the amount of
$107,771.53 including tax from the only qualified bidder, Stan's Construction. This
project will be funded from the Capital Budget 132.178.00.9116.5947256210. If
approved, a contract with Stan's Construction will be signed.
14. Request to purchase arena lighting from lowest priced vendor, Plat Electrical Supply, in
the amount of $22,593.85. This project will be funded from Facilities and Maintenance
Capital Project 132.178.00.9112.594186210 REET 2.
15. Request to purchase new Bobcat Skid Steer Loader from Clark Equipment Co, in the
amount of $52,031.17. The total amount is over the approved capital account budget so
the remaining $2,031.17 will be paid from the fairground's equipment budget line 6400.
16. Lease Agreement (Residential Premises with New Hope (Emergency Shelter Renewal).
Term is March 1, 2022 through March 1, 2024.

PROSECUTING ATTORNEY'S OFFICE
17. Appointment and Oath of Office of Special Deputy Prosecuting Attorney for Tim
Rasmussen, Stevens County Prosecuting Attorney, with the purpose of representing the
State of Washington in all criminal investigations, court proceedings, and other actions
related to a matter in which Grant County Prosecuting Attorney Kevin McCrae has
conflict. Term is from January 1, 2022, until the conclusion of services. Withdrawn by
the Prosecuting Attorney.

18. Request to purchase Cutting Edges for Snowplows and Graders from Rebuilding &
Hardfacing Inc. in the amount of $15,580.30 through Department of Enterprise Services
Contract No. 03014.
19. Request to purchase parts to repair Western Star Dump Truck #3415 from Dobbs
Peterbilt in the amount of $9,205.31.
20. Authorization to call for bids for 2022 Crushing and Stockpiling. Bid opening will be
March 81 2022 at 1:00 p.m. at Public Works.
21. Authorization to call for Request for Qualifications for Consulting Engineering Services
for Grant County Road, Bridge, and Public Works projects. Anticipated term begin date
is April 4, 2022 through April 5, 2025.
22. Authorization to accept Amendment Twenty -Five with Paramatrix for the FY 2022
Ephrata Landfill Engineering and Environment Services. Amendment increases the scope
of work and budget to include additional tasks.
23. Agreement for Partnership with the Moses Lake Community Coalition; City of Moses
Lake to promote community mental health, suicide prevention, and active youth
mentorship. Term of agreement is January 1, 2022, through December 31, 2022.

24. Equitable Sharing Agreement and Certification for the Agency FY 2022 Budget in the
amount of $11.,110.,896.00.
25. Request to purchase 14 Cradlepoint IBR900 packages in the amount of $20.,061.61 from
Ednetics. This will be purchased from FLEET Repairs -Maintenance budget line
001.114.903 2.5 21204800.
26. Request to purchase 14 Sector Printer/ Barcode Scanner packages in the amount of
$10.,982.00 from Datec Incorporated. This will be purchased from FLEET Repairs -
Maintenance budget line 001.114.9032.521204800.
27. Request to purchase tactical first aid kits from BMK Ventures, Inc. in the amount of
$12,043.62. This will be purchased from Capital Purchases budget.
28. Request to purchase 11 Eagle 3 Dual Ka -band Antenna with same direction, fastest and
scan mode radar instruments in the amount of $30,310.80 from Kustom Signals, INC.

29. Request to purchase Lafayette Instrument LX6000 Polygraph from Lafayette Instrument
in the amount of $6,263.35.
7. Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent
Agenda. These items will be acted upon together. A motion was made by Commissioner Jones,
seconded by Commissioner Carter, to approve the two (2) walk-on items as presented. The
motion passed unanimously.
o Walk-on items:
2022 Professional Services Agreement, Part-time County Road Engineer,
between Grant County, Public Works, and Susan Kovich, a registered licensed
professional engineer, to provide interim county engineer services until a full-
time county engineer is hired.
Resolution No. 22 -018 -CC providing for a part-time county engineer with Susan
Kovich, P.E. until a full-time engineer can be hired.
8. Adjournment
3:30 p.m. — 3:40 p.m. Open Record Public Hearing, Ordinance amending Ch. 11.04 of the
Grant County Code titled "Speed Limits".
The Commissioners held an Open Record Public Hearing to consider an Ordinance amending Ch.
11.04 of the Grant County Code titled "Maximum Speed Limits" (Rd 5-NW/Whitetrail Rd).
Sam Castro, Public Works Director, stated that the Commissioners received a petition signed by
37 constituents which was in 2 parts:
a) Change the speed limit back to 35 mph on Road 5 -NW between Highway 281 and Road
R -NW.
b) Change the speed limit from 60mph to 45 mph on Road 5 -NW between Road R -NW and
Road T -NW.
Mr. Castro stated that the notice of hearing contained part a) only. Public Works will address
part b) in the future via a public hearing. A map was displayed on the screen.
Mr. Castro mentioned a traffic study that had been completed in August 2021 showing that the
speed limit average was 53 mph and in the 851h percentile. The average daily traffic count was
4589 cars. He submitted a recommendation to reduce the speed limit from 45 mph to 35 mph.
Review of the accidents in the area were due to inattention, speeding, fell asleep and distracted
which are all driver caused accidents.
Commissioner Stone asked the audience if anyone was there to speak against the lowering of
the speed limit. No one raised their hand. The rest of the audience wanted to speak in favor of
the speed limit lowering.

Thayne Rich spoke for the group of people that signed the petition to lower the speed limit. He
thanked everyone for placing the reader board out in the area with the public hearing
information on it.
Roy Sharp, a resident of Road 5 -NW asked what is the real purpose of lowering the speed limit?
Was the traffic survey done before the construction of the round -a -bout? He stated that all
traffic was detoured through Road 5 and now it's a more known road. Trucks and cars no longer
have to travel through Quincy. He stated there is no real purpose to lowering the speed limit
because it makes no difference. There is no enforcement of the speed limit in the area.
Commissioner Jones stated that when he is traveling on Rd 5 to Wenatchee, his GPS tells him to
drive that area which will increase the traffic in that area.
Beau Lamens — Grant County Sheriff's Office Motor Traffic Unit Supervisor. The Sheriff is in
support of the speed limit lowering. He says most the of the speeders are from out of town.
GPS directs commercial vehicles that way. Possible advanced signage in the area. The
decriminalization of traffic stops has made an impact.
Thayne Rich — why lower the speed limit? Public generally drives 10 over so they feel that
reducing the speed will help with this.
A motion was made by Commissioner Jones, seconded by Commissioner Carter, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Carter, seconded by Commissioner Jones to adopt the ordinance as presented.
The motion passed unanimously. r
3:40 p.m. -3:45 p.m. Open Record Public Hearing, Development
The Commissioners held an Open Record Public Hearing to consider amendments to the
Development Services Land Use application and Permit Fee schedules.
Tyler Lawrence, Assistant Director, described the proposed amendments.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Carter to approve the fee schedules as
presented, noting the addition that a yearly update will be based on the Consumer Price Index
(CPI) 12 -month change established in December annually to be effective on or about January 1
of each year. The motion passed unanimously.
