The Grant County Commissioners session began at 9:30 a.m. with all Commissioners in attendance.

2:00 p.m. -2:30 p.m. Open Public Meeting to take comments on the Redistricting of
Commissioner Districts and Precinct Boundaries
The Commissioners held an Open Record Public Meeting to take public comment on the
proposed redistricting of the Grant County Commissioner Districts, using State Census Data and
the information gathered by Sammamish Data Systems. It was noted that the Precinct
Boundary changes will be discussed and voted on at a later date.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. It was then determined that public comment will be
taken until the adoption date of November 23, 2021. The motion was voted on in the negative.
Public comment will continue to be taken. The motion to deny closin the ublic

3:00 p.m. — 3:05 p.m. Open Record Public Hearing, Sheriff's Office Budget Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request
from the Sheriff's Office in the amount of $75.,401.12 to purchase qty. 55 —14" Panasonic
Toughbook computers for their vehicles. Technology Services will purchase the units and have
agreed to pay $194,.880-00. The Sheriff's Office is requesting the balance be paid from Law and
Justice Funds (#121).
Barbara Vasquez, Clerk of the Board noted that she advertised the wrong amount in the
newspaper. The amount should have been $75,521.12.
Ryan Rectenwald, Undersheriff, described their request.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Stone, seconded by Commissioner Jones to approve the budget extension as
amended to the correct amount of $75,521.12. The motion passed unanimously. (Resolution
No. 21 -116 -CC)
3:05 p.m. -3:15 p.m. Open Record Public Hearing, Six Year Transportation Improvement
Program Adoption for the years 2022-2027
The Commissioners held an Open Record Public Hearing to consider the adoption of the Six Year
Transportation Improvement Program for the years 2022-2027, as presented by Public Works.
Keith Elefson, County Engineer discussed the proposal.
Commissioner Stone asked about the choices of roads that were picked, especially in the north
part of the county. Discussion ensued.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Stone to approve the adoption of the Six
Year Program as presented. The motion passed unanimously. (Resolution No. 21 -117 -CC)

Executive Session to order at 8:37 a.m. to go until 8:42 a.m. In attendance were Commissioners
Carter, Stone and Jones, Kirk Eslinger, Human Resources Director Garth Dano,. Kevin McCrae,
Prosecuting Attorneys Office. The session was continued to 8:47 a.m. The session was then
continued once more until 8:52 a.m. Commissioner Carter closed the session at•

Negotiations, Commissioner Carter called an Executive Session to order at 9:19 a.m. to go until 9:39
a.m. In attendance were Commissioners Carter, Stone and Jones, and Kirk Eslinger, Human
Resources Director. The session was continued to 10:00 a.m. The session was then continued once
more until 10:20 a.m. Commissioner Carter closed the session at 10:20 a.m.
