Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. Budget extension request in the amount of $800,000.00 for Equipment Rental and Revolving Fund (ER&R 510) due to delivery delays of . -all"9 1 or %.,mm+rl lrlc% 6 vehicles that were purchased in 2020 but not received until 2021 due to the pandemic. These items were not brought forward to the 2021 budget. (Approved with amendment to verbiage to state "6 vehicles" instead of "2 dump trucks". The public hearing was set for December 28, 2021 at 3:00 p.m.) 16. Resolution No. 21 -118 -CC adopting the 2022 Annual Road Construction Program that was reviewed at a Public Meeting on November 15, 2021. (Approved). 17. Agreement No. SWMLSWFA-2021-GrCoPw-00007 Solid Waste Management Local Solid Waste Financial Assistance Agreement with the State of Washington Department of Ecology in the amount of $439,326.67 to properly manage 80 tons of household hazardous waste and 35 tons of tires; recycle 135 tons of cardboard and aluminum cans, divert 32 tons of organics, finish updating the local solid waste management plan; and clean up 16 homeless encampments. Term is July 1, 2021 through June 30, 2023. (Approved). 3:00 p.m. — 3:15 p.m. Adoption of the Redistricting of Commissioner Districts The Commissioners held a meeting to adopt the redistricting of the Commissioner Districts, as drafted by the Auditor, Assessor, and Treasurer. The precinct boundary changes will be completed at a later date. Darryl Pheasant, Treasurer, mentioned that Sammamish Data Systems was contracted with to perform the service and they did a great job. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public comment portion of the meeting. The motion passed unanimously. A motion was made by Commissioner Jones, seconded by Commissioner Stone to approve the redistricting of commissioner districts as presented. The motion passed unanimously. (Resolution No. 21 -119 - CC adopting a Redistricting Plan, Ordinance No. 21 -120 -CC relating to Commissioner Districts, adopting a redistricting plan pursuant to the 2020 Federal Decennial Census, amending Ch. 1.08 of the Grant County Code and providing an effective date.) 3:30 p.m. -3:40 p.m. Open Record Public Hearing, Intermountain Infrastructure Group LLC Franchise Application The Commissioners held an Open Record Public Hearing to consider a franchise agreement from Intermountain Infrastructure Group, LLC to construct, operate, and maintain a fiber optic cable on certain County Road Rights -of -Way within the County of Grant, State of Washington, for the purpose of providing wholesale telecommunications services to enterprise customers. Keith Elefson, County Engineer gave a brief description of the application, stating Public Works recommends approval. Bart Yeates, Intermountain Infrastructure Group, was there to answer any questions. (Franchise Agreement signed and recorded) 3:40 p.m. -3:45 p.m. Open Record Public Hearing, Auditor's Office and Clerk's Office Budget Extension The Commissioners held an Open Record Public Hearing to consider the following budget extension requests: Clerk's Office in the amount of $25,000.00 pay for extraordinary costs and Legal Financial Obligations relating to the State v. Blake case, per the Interagency Reimbursement Agreement with the Administrative Office of the Courts (AOC). Auditor's Office in the amount of $3,000,000.00, and transfers for the ERP Reserve Fund #312 for the cost of the anticipated 5 -year cost of the ERP System. Madeline Prentice, Chief Accountant gave a brief description of the extension request. A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the public comment portion of the meeting. The motion passed with 2 Commissioners in attendance. A motion was made by Commissioner Jones, seconded by Commissioner Stone to approve the budget extensions as presented. The motion passed with 2 Commissioners in attendance. (Resolution No. 21 -121 -CC) MISCELLANEOUS ITEMS The Commissioners approved and signed the Public Works County Payroll Salary Fund for their November 19, 2021 payroll.
