The Grant County Commissioners session began at 9:30 a.m. with all Commissioners in attendance.

Pursuant to RCW 42.30.140(4)(a) —Negotiations, Commissioner Stone called an Executive
Session to order at 9:30 a.m. to go until 9:45 a.m. In attendance were Commissioners Carter,
Stone and Jones, and Kirk Eslinger, Human Resources Director. The session was continued to
9:50 a.m. Commissioner Stone closed the session at 9:50 a.m.
11:00 a.m. —11:15 a.m. Certification of Tax Levies to the Grant County Assessor
Pursuant to the provisions of RCW 84.52.070 the Board of County Commissioners hereby
acknowledges receipt of the 2022 budgets and estimates as submitted by various taxing districts
within Grant County certifying the amounts to be raised by taxation on the assessed valuation of
the property within each taxing district for the purpose of levying taxes.
The Board further acknowledges that the County Assessor has been provided with a copy of the
budget and estimate's as certified and filed by the respective taxing districts as listed on the
attachment

Pursuant to RCW 42.30.110(1)(f) — Personnel Disciplinary Matters, Commissioner Stone called
an Executive Session to order at 2:00 p.m. to go until 2:25 p.m. In attendance were
Commissioners Carter, Stone and Jones, Sam Dart and Sam Castro, Public Works. Commissioner
Stone closed the session at 2:25 p.m.
2:30 p.m. — 3:00 p.m. Consent Agenda (1 through 7)
A motion was made by Commissioner Carter, seconded by Commissioner Stone, to approve items 1
through 7 on the agenda as presented, pulling two individual invoices from agenda item 2. The motion
passed unanimously. .
:AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (None)
COMMISSIONERS OFFICE
2. Invoices for approval.
3. Commissioners August 2, 9, 16, and 23, 2021 Minutes for approval. (Approved).
4. Special Occasion Liquor License for the Columbia Basin Cancer Foundation and their February 5,
2022 event at the Grant County Fairgrounds, from the Washington State Liquor and Cannabis
Board. (Approved).
FACILITIES AND MAINTENANCE
5. Recommendation to award the bid for the snow removal and de-icing of County Facilities to the
lowest bidder Dircio's Landscaping. If approved, a Snow Removal Service Contract will be signed
for the snow removal and de-icing of the Grant County C Street Campus, Youth Services in
Ephrata, and the Moses Lake Wheeler Road Facility. Contract expires November 15, 2022.
