Truancy: iii. Dependency: 4) Martin Hall 5) Administration Tuesday, December 28, 2021 submitted by S. Palacios 1) Financial: $46,035 for a total of 279 Days in November 2021. Average Used Bed =9.3. Compared to one year ago, November 2020 we spent $26,318 for a total of 159.5 days. Total amount under budget for this year is $130.,578. �301608 $26.010 $22.440 $'241338 $29.783---o $ww" 2) Intakes: Today's Daily Population Report: We currently have S juveniles in detention. We still have the 3 juveniles that are being charged as an adult (1 juvenile for rape of a child 1St and 2 juveniles for murder 1St/ assaultlst) The other juvenile for murder 1St / driving shooting the prosecutor is seeking declination in his case. And the last juvenile is for Assault 4 DV. All of our intakes currently have bail in their cases. 3) Courts: L OFFENDER/DIVERSION: All civil and criminal matters are still being held via WebEx, and we only have in person court hearings for Dispositions and Trials. We continue to have weekly meetings with the juvenile prosecutor to staff upcoming dispositions, and this has been working great. The juvenile prosecutor is currently appearing in person for the Monday docket. This has alleviated the paperwork errors that we were experiencing. ii. TRUANCY: We currently have 88 active petitions, 73 total stays, 11 stays filed this school year, 1 stay lifted and sent to court and 3 contempt of court filed. DEPENDENCY: The dependency unit is also doing regular docket hearings, via WebEx. In home visits are still not allowed due to COVID. Staff continue to meet with youth and families outside their homes or at the office, following social distancing and PPE protocols. All staff are required to wear a mask outside of their offices. 4) Martin Hall: We had one transportation issue since my last Martin Hall update. On Tuesday, December 21St, 2021 we had an incident with Martin Hall. One of the juveniles in detention who has a high bail amount, contacted his Probation Counselor to ask when heg oes to his medical appointment if he could see his girlfriend. That raised concern to us due to his bail. Before he is transported to any type of appointment other than an emergency, there needs to be a furlough g in place. Neither I nor my Juvenile Service Manager got prior notice of this juvenile having an appointment in Moses Lake. After talking to Mark Boyer, it was a mistake on their part where the nurse did not communicate with them that she was setting up an appointment for the juvenile to seek counseling and up his medications. Mark Boyer stated that the other counties that they deal with don't really care if juveniles have bail and they are able to transport. I made it very clear that our protocols in Grant County, especially fora juvenile that has bail, needs to be addressed by the defense attorney so they can seek furlough paperwork. Not only was this a concern of transporting youth without furlough paperwork, but a failure in communication from their part since we did not hear anything from them other than the juvenile contacting thep robation counselor. Mark Boyer was very apologetic and advised me he will be training his staff on our court protocols and will make sure this break of communication does not happen again. 5) Administration: • Since we hired the 2 vacant positions (GAL Volunteer coordinator VCAN Grant and GAL Volunteer coordinator, we did a re -structure of our offices and we had to make some moves around our office to keep all the departments together that had a ripple effect on the moves. We are also now utilizing 2 of the back offices where Mental Health used to be. • 1 am still waiting to hear the results from the Environmental Assessment that was completed on September 28, 2021. 1 reached out to our new consultant Decorah Anderson and she will be following up with Kirk as to the results of the Environmental Assessment. • Next tentative dates for Mediation are January 7, 21 & 28. • My WAJCA Winter conference at the end of January 2022 will be remotely this next year. 6) Needs of the Department i. We continue to work with Human Resources trying to change job description for Intensive Supervision Counselor and Probation Counselor.
