The Commissioners approved and signed the Public Works County Payroll Salary Fund for their
December 30,,2021 payroll.
The Chair of the Board was authorized to sign the Frenchman Hills Holdings., LLC (The Legacy Resort at
Frenchman Hills PUD Phase 4) File # P 21-0174 (preliminary P 07-4754) Final Plat Submission and
Review.
The Commissioners signed a 17 Year Dedicated Service Award for Randall Strong of Public Works.

(Commissioner Carter requested that items b, c, and a be moved to #6 Board Discussion for
discussion. A motion was made by Commissioner Carter, seconded by Commissioner Jones, to
approve the amended agenda. The motion passed unanimously)
5. Consent Agenda (Items a -s) -All items are considered routine and will be enacted by one motion
of the commissioners with no separate discussion. If separate discussion is desired, that item
may be removed and placed under Board Discussion/Decision. (A motion was made by
Commissioner Jones, seconded by Commissioner Carter to approve the consent agenda as
presented but removing items b, c, and e to the discussion area #6. The motion passed
unanimously.)
AUDITOR'S OFFICE
a. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and
those expense reimbursement claims certified by the auditing officer as required by
RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in
the amount of $4,,026.87)

b. Budget extension request for the 2022 budget in the amount of $281.,121.00 to cover
expenses with the COLA increase as well as the PFMLA rate change. (Moved to item 6

j. Reimbursement #5, request #1 from Opportunities Industrialization Center (OIC) on the
Eviction Rent Assistance Program 2.0 (E -RAP 2.0) Grant from the Department of

k. Professional Services Agreement Horticultural Pest and Disease Board
Coordinator/Inspector Consultant with Jody Kane. Term is January 1, 2022 through

I. Interlocal Agreement Between the City of Moses Lake and Grant County for the
Provision of Court Services Within the Municipal Department of the District Court. Term

FACILITIES AND MAINTENANCE
s. Request to proceed and award Duct Heater Replacement Project to McKinstry, in the
amount of $5,800.00 for the Grant County Jail. Funds for this project will be paid from
Facilities and Maintenance Repairs budget, 001.112.00.0000.518304800. (Approved)

b. COLA/PFMLA budget extension: A motion was made by Commissioner Jones, seconded
by Commissioner Carter to approve this item as presented. The motion passed
unanimously.
c. Invoices discussed (WRCIP and WSAC Dues): A motion was made by Commissioner
Carter, seconded by Commissioner Jones to approve these items as presented. The
motion passed unanimously.
e. Veterans Assistance Fund Policies and Procedures: A motion was made by
Commissioner Jones, seconded by Commissioner Carter to approve this item as
presented. The motion passed unanimously.
o Walk-on items:
Reimbursement Request #9 on Washington State Department of Commerce
Emergency Solutions Grant (ESG-CV) #20-4613C-100, administered through the
Housing Authority of Grant County, in the amount of $1,230.62. A motion was
made by Commissioner Jones, seconded by Commissioner Carter to approve
this item as presented. The motion passed unanimously.
Reimbursement Request #3 from the Housing Authority of Grant County on the
Washington State Department of Commerce Eviction Rent Assistance Program
2.0 (E -RAP 2.0) Grant No. 21-4619C-108, in the amount of $1,223.,598.89. A
motion was made by Commissioner Jones, seconded by Commissioner Carter
to approve this item as presented. The motion passed unanimously.
Reimbursement request #6 from the Housing Authority of Grant County on the
Washington State Department of Commerce Consolidated Homeless Grant No.
22-46108-10 in the amount of $44,920.47. A motion was made by
Commissioner Carter, seconded by Commissioner Jones to approve this item
as presented. The motion passed unanimously.

Sheriff's Office request for out of state travel for Corrections Staff members
Coats, Jay, Simon and Erickson to attend a .fail and Prisoner Operational and
Legal Issues Seminar in Las Vegas, NV. A motion was made by Commissioner
Carter, seconded by Commissioner Jones to approve this item as presented.
The motion passed unanimously.
Sheriff's Office request to the Auditor's Office for a credit card to be issued to
Derek Jay, Jail. A motion was made by Commissioner Carter, seconded by
Commissioner Jones to approve this item as presented. The motion passed
unanimously.
3:30 p.m. — 3:35 p.m. Open Record Public Hearing, McAtee Development Agreement
Adoption
The Commissioners held an Open Record Public Hearing to consider the approval of a
Development Agreement between McAtee, LLC and Grant County to allow the
construction of a road meeting the adopted Grant County Road standards over and
across APN 12-0168-211 also described as Lot 9 of Green Gable's Plat. The subject
parcel is owned and controlled by Grant County. The term of the agreement is for 15
years.
Damien Hooper, Director of Development Services described the agreement.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close
the public comment portion of the meeting. The motion passed unanimously. A motion
was made by Commissioner Jones, seconded by Commissioner Carter to approve the
Development Agreement as presented. The motion passed unanimously. (Resolution
No. 22 -002 -CC, Development Agreement for McAtee Pit — McLaughlin Road Access)
3:35 p.m. — 3:40 p.m. Open Record Public Hearing, City of Moses Lake Franchise Application
The Commissioners held an Open Record Public Hearing to consider a franchise to
construct, operate and maintain water distribution main and sewer collection main on
certain County Road Rights -of -Way within the County of Grant, State of Washington, for
the purpose of carrying water.
Keith Elefson, County Engineer described the application.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close
the public comment portion of the meeting. The motion passed unanimously. A motion
was made by Commissioner Jones, seconded by Commissioner Carter to approve the
franchise agreement as presented. The motion passed unanimously. (Franchise
Agreement signed and recorded)
